SA 4886. Mr. REID proposed an amendment to amendment SA 4885 proposed
by Mr. Reid to the bill H.R. 3082, making appropriations for military
construction, the Department of Veterans Affairs, and related agencies
for the fiscal year ending September 30, 2010, and for other purposes;
as follows:

At the end, insert the following:
``the provisions of this Act shall become effective within
5 days of enactment.
