Mr. DURBIN proposed an amendment to amendment SA 741 proposed by Mr. Reid (for Mr. Enzi (for himself, Mr. Durbin, Mr. Alexander, and Ms. Heitkamp)) to the bill S. 743, to restore States' sovereign rights to enforce State and local sales and use tax laws, and for other purposes; as follows: At the end, add the following: This Act shall become effective 1 day after enactment. ______
