Mr. FLAKE submitted an amendment intended to be proposed to amendment SA 1463 proposed by Mr. McCain to the bill H.R. 1735, to authorize appropriations for fiscal year 2016 for military activities of the Department of Defense and for military construction, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of part I of subtitle H of title V, add the following: SEC. 584. CONSOLIDATION OF FINANCIAL LITERACY PROGRAMS AND TRAINING FOR MEMBERS OF THE ARMED FORCES. (a) Plan Required.--Not later than one year after the date of the enactment of this Act, the Secretary of Defense shall submit to the Committees on Armed Services of the Senate and the House of Representatives a report setting forth a plan for the consolidation of the current financial training programs of the Department of Defense and the military departments for members of the Armed Forces into a single program of financial training for members that-- (1) eliminates duplication and costs in the provision of financial training to members; and (2) ensures that members receive effective training in financial literacy in as few training sessions as is necessary for the receipt of effective training.
