Every Kid Outdoors Act

Introduced July 11, 2017

AI-Generated Summary

Updated April 15, 2026 at 5:09 PM UTC

The Every Kid Outdoors Act creates a federal program that provides free access passes to national parks, wildlife refuges, forests, and other public lands for every fourth‑grade student (or 10‑year‑old home‑schooled learner) across the United States. The passes also cover up to three adults accompanying the child and are valid for a year from September to August. The program is run jointly by several cabinet secretaries, may partner with state parks and the Education Department, and requires an annual congressional report. The law expires seven years after it is enacted.

Key Provisions

  • The Interior, Agriculture, Commerce, and Army secretaries must create an “Every Kid Outdoors” program that gives free entry passes to federal lands and waters for every fourth‑grade student (or 10‑year‑old home‑schooled learner) in the United States.
  • A pass lets the student and up to three accompanying adults (or passengers in a private vehicle) enter without paying entrance, amenity, or day‑use fees; the pass is valid from September 1 through August 31 of the following year.
  • The program can work with state park systems that want to offer matching state passes, coordinate with the Education Department, maintain a public website, provide visitor services, and involve approved partner organizations.
  • The Interior secretary, together with the other secretaries, must submit an annual report to Congress on how the program is being run, how many students receive passes, and where they are located.
  • All authorities and reporting requirements in the act end seven years after the law’s enactment.
