The Fairness to Veterans for Infrastructure Investment Act of 2017 amends the FAST Act to give veteran‑owned small businesses better access to federal infrastructure contracts. It does this by officially defining a “veteran‑owned small business concern” and adding that category to the list of disadvantaged business enterprises. The changes affect how the federal government selects contractors for transportation and other infrastructure projects, expanding opportunities for businesses owned and controlled by veterans.

Key Provisions

  • Adds a definition for “veteran‑owned small business concern,” referencing the Small Business Act’s definition of a small business owned and controlled by veterans.
  • Includes veteran‑owned small business concerns in the FAST Act’s list of disadvantaged business enterprises, making them eligible for set‑aside contracting goals.
  • Updates related language in the FAST Act to insert veteran‑owned small businesses and veterans into the relevant paragraphs and clauses.
