The Dog and Cat Meat Trade Prohibition Act of 2018 makes it illegal to kill dogs or cats for human food and to trade their meat. It applies to activities that occur in interstate or foreign commerce and within U.S. maritime jurisdiction. The law mainly affects anyone who would slaughter, transport, sell, or otherwise handle dogs or cats for consumption, with a small exemption for tribal religious ceremonies.

Key Provisions

  • Prohibits knowingly slaughtering a dog or cat for human consumption and prohibits knowingly shipping, transporting, selling, purchasing, or donating dogs, cats, or their parts intended for human consumption.
  • The prohibition applies only to conduct in interstate or foreign commerce or within the special maritime and territorial jurisdiction of the United States.
  • Provides an exemption for Indian tribes when the activity is part of a religious ceremony.
  • Violations are punishable by a fine of up to $5,000 per offense.
  • States and localities may enforce stricter animal welfare laws; this federal law does not limit more stringent regulations.
