H.Res. 1176 is a House resolution that clears the way for the House to consider the conference report attached to H.R. 2, the farm bill that funds and reforms USDA programs through FY 2023. It waives any procedural objections, limits debate to one hour, and allows only a single motion to recommit, effectively streamlining the vote on the farm bill. The resolution also temporarily suspends the War Powers Resolution’s Section 7 for any concurrent resolution about Yemen during the remainder of the 115th Congress.

Key Provisions

  • Waives all points of order and objections to the conference report for H.R. 2, allowing it to be considered as read.
  • Limits debate on the conference report to one hour and permits only one motion to recommit, if any.
  • Specifies that the previous question (final vote) will be ordered without further motions except the allowed debate and recommit motion.
  • States that Section 7 of the War Powers Resolution does not apply to any concurrent resolution concerning Yemen introduced under Section 5 of the War Powers Resolution for the rest of the 115th Congress.
