H.Res. 1181House115th Congress (2017-2019)Passed Congress

Waiving a requirement of clause 6(a) of rule XIII with respect to consideration of certain resolutions reported from the Committee on Rules, and providing for consideration of motions to suspend the rules.

Introduced December 19, 2018

AI-Generated Summary

Updated April 16, 2026 at 12:40 AM UTC

This resolution temporarily relaxes House procedural rules. It removes the two‑thirds vote needed to act on Rule Committee reports presented the same day, for reports up to Dec 24, 2018, and lets the Speaker consider motions to suspend the rules through Dec 23, 2018, after consulting the Minority Leader. The changes affect how the House can quickly consider certain measures during that short period.

Key Provisions

  • Waives the usual two‑thirds vote requirement (clause 6(a) of rule XIII) for the House to consider any resolution reported by the Committee on Rules on the same day it is presented, but only for resolutions reported through the legislative day of Dec 24, 2018.
  • Allows the Speaker, after consulting the Minority Leader (or their designee), to entertain motions to suspend the rules at any time through Dec 23, 2018, as if they were under clause 1 of rule XV.
