This House resolution clears procedural hurdles so the House can consider two separate bills: one that would reauthorize and improve the federal brownfields cleanup program, and another that would require congressional approval for any mineral withdrawal or monument designation on National Forest lands in Minnesota and would renew certain mineral leases. It waives objections, sets limited debate time, and permits a motion to recommit, effectively moving the bills forward for final passage.

Key Provisions

  • Waives all points of order so the House can consider H.R. 3017 (brownfields program reauthorization) and H.R. 3905 (Minnesota National Forest mineral withdrawals and lease renewals).
  • Sets a one‑hour, equally divided debate period for each bill, controlled by the committee chair and ranking minority member.
  • Allows one motion to recommit each bill, with or without instructions.
  • Adopts substitute amendments from the Rules Committee prints for both bills and treats the amended bills as read.
