This House resolution clears procedural hurdles so the House can quickly consider two measures: the conference report for the budget reconciliation bill (H.R. 1) and a bill (H.R. 3312) that would amend the Dodd‑Frank Act. It limits debate to one hour, waives points of order, and lets the Speaker suspend rules for the rest of the session. The actions affect all members of the House who will vote on these items.

Key Provisions

  • Waives all points of order against the conference report for H.R. 1 and allows it to be considered as read, with only one hour of debate and a single motion to recommit; clause 5(b) of rule XXI does not apply.
  • Waives all points of order against H.R. 3312, substitutes a specific amendment text, and permits the bill to be considered as read, with one hour of debate split equally between the chair and the ranking minority member and a motion to recommit.
  • Waives the two‑thirds vote requirement for considering a Rules Committee report on the same day for the remainder of the 115th Congress.
  • Allows the Speaker, after consulting the Minority Leader, to entertain motions to suspend the rules at any time through the rest of the session.
