This House resolution clears the way for the House to consider two separate bills—H.R. 4566, which would ease certain Dodd‑Frank stress‑test rules for non‑bank financial firms, and H.R. 5247, which would let seriously ill patients access certain investigational drugs. It does this by waiving all points of order against the bills and setting limited debate and amendment procedures. The resolution also waives a two‑thirds vote rule for a specific committee report and lets the Speaker entertain motions to suspend the rules on March 22‑23, 2018.

Key Provisions

  • Waives all points of order and allows immediate consideration of H.R. 4566, with one hour of debate split between the Financial Services Committee chair and ranking minority member, and permits a specific further amendment and a motion to recommit
  • Waives all points of order and allows immediate consideration of H.R. 5247, with one hour of debate split between the Energy and Commerce Committee chair and ranking minority member, and permits a motion to recommit
  • Waives the two‑thirds vote requirement of rule XIII, clause 6(a) for a committee report presented by March 23, 2018
  • Allows the Speaker, after consulting the Minority Leader, to entertain motions to suspend the rules on March 22‑23, 2018
  • Amends House Resolution 5 by deleting the words “the first session of”
