This House resolution lets the Speaker move the House into the Committee of the Whole to keep working on the defense appropriations bill (H.R. 6157) for FY 2019. It also sets rules for how the bill can be amended and how the House will handle its journal and adjournments from June 29 to July 9, 2018.

Key Provisions

  • The Speaker may declare the House resolved into the Committee of the Whole to consider H.R. 6157, but only the amendments listed in the Rules Committee report or the standard pro forma amendments may be offered.
  • Amendments must be considered in the order printed in the report, are debatable for a set time, and cannot be further amended or divided; points of order against them are waived.
  • At the end of amendment consideration, the Committee reports the bill back to the House for final passage, with only a motion to recommit allowed.
  • The previous day's journal is automatically approved, and the Chair can adjourn the House and set a reconvening date within constitutional limits.
  • The Speaker can appoint members to act as Chair during this period, and concurrent resolutions for July adjournments can be considered without points of order.
