The Vet Center Eligibility Expansion Act changes the law so that more service members and veterans can receive Vet Center readjustment counseling and mental‑health services. It adds people who served during a presidentially declared emergency or major disaster, National Guard members called up by a state for disaster or civil disorder, and Coast Guard members who took part in drug‑interdiction missions. The bill also requires the VA to plan how to reach veterans who live in places without a Vet Center, including U.S. territories.

Key Provisions

  • Expands Vet Center eligibility to include anyone who served on active duty in response to a national emergency or major disaster declared by the President.
  • Adds National Guard members who were ordered by a state’s chief executive to respond to a disaster or civil disorder.
  • Includes Coast Guard members who participated in drug‑interdiction operations, no matter where the operation occurred.
  • Directs the Secretary of Veterans Affairs to submit a plan for providing Vet Center services to veterans in geographic areas that lack a Vet Center, covering U.S. insular areas as well.
