The Pathways to Improving Homeland Security at the Local Level Act requires the Department of Homeland Security (DHS) to create and share a yearly catalog that lists all DHS training, publications, programs, and services available to state, local, and tribal law‑enforcement agencies. The goal is to make these resources easier for local agencies to find and use, improving overall homeland‑security coordination at the community level.

Key Provisions

  • Adds a new requirement (subparagraph G) to the Homeland Security Act directing the Assistant Secretary for State and Local Law Enforcement to produce an annual catalog of DHS training, publications, programs, and services for state, local, and tribal law‑enforcement agencies.
  • Mandates that the catalog be distributed within 30 days of its creation by posting it on the DHS website, sharing it through the Homeland Security Information Network, and submitting it to the relevant House and Senate Homeland Security and Judiciary committees.
  • Ensures cooperation with national organizations that represent state, local, and tribal law‑enforcement agencies to broaden access to the catalog.
