Providing for consideration of the bill (H.R. 268) making supplemental appropriations for the fiscal year ending September 30, 2019, and for other purposes, and waiving a requirement of clause 6(a) of rule XIII with respect to consideration of certain resolutions reported from the Committee on Rules.

Introduced January 15, 2019

AI-Generated Summary

Updated April 14, 2026 at 12:27 AM UTC

This House resolution sets special procedures for considering H.R. 268, a supplemental appropriations bill for fiscal year ending September 30, 2019. It lets the Speaker move the bill straight to the Committee of the Whole, skips the first reading, waives points of order, limits debate time, and defines how amendments can be offered. It also removes the usual two‑thirds vote requirement for certain Rules Committee reports tied to FY 2019 appropriations.

Key Provisions

  • Allows the Speaker to move H.R. 268 (the FY 2019 supplemental appropriations bill) directly to the Committee of the Whole, skipping the first reading.
  • Waives all points of order against considering the bill and limits general debate to one hour, split evenly and controlled by the Appropriations Committee chair and ranking member (or their designees).
  • After debate, the bill can be amended under the five‑minute rule, and a specific substitute amendment (from the Rules Committee report) is automatically adopted as if read on the floor.
  • Further amendments are restricted to those listed in part B of the Rules Committee report, with strict limits on who may offer them, how they are debated, and waivers of additional procedural objections.
  • Waives the two‑thirds vote requirement of clause 6(a) of rule XIII for any Rules Committee report related to FY 2019 appropriations presented through Jan 23 2019.
