This House resolution sets the procedural rules for the first day of the 116th Congress, allowing the chamber to consider three measures—the House Rules (H.Res. 6), the FY 2019 appropriations bill (H.R. 21), and a continuing appropriations joint resolution for the Department of Homeland Security (H.J.Res. 1). It establishes how long members may debate each item, who controls the debate, and waives normal points‑of‑order to speed up consideration.

Key Provisions

  • Allows the House to consider H.Res. 6 (the Rules) as read, dividing the debate among its three titles: 30 minutes for Title I and one hour each for Titles II and III, with time split equally between the Majority and Minority Leaders (or designees).
  • Permits consideration of H.R. 21 (FY 2019 appropriations) with all points of order waived; debate limited to one hour, split equally between Rep. Lowey and Rep. Granger (or their designees), and only a motion to recommit is allowed.
  • Allows consideration of H.J.Res. 1 (continuing DHS appropriations) with points of order waived; debate limited to 30 minutes, split equally between Rep. Lowey and Rep. Granger (or their designees), and only a motion to recommit is allowed.
  • Gives the Chair the authority to postpone further consideration of the Rules resolution if the Speaker designates a later time.
