This House resolution sets special procedural rules so the House can quickly consider two measures during the COVID‑19 emergency: a resolution allowing members to vote by proxy and hold remote committee meetings, and a supplemental appropriations bill for FY 2020. It waives points of order, limits debate, and treats the period from May 19 to July 21, 2020, as not counting for normal calendar or legislative day calculations, allowing faster action and flexible adjournments.

Key Provisions

  • Waives all points of order to consider H.Res.965 (remote voting by proxy) and H.R.6800 (emergency supplemental appropriations).
  • Limits debate on H.Res.965 to one hour and on H.R.6800 to two hours, with one motion to recommit allowed.
  • Allows the Chair to refuse any intervening motions or questions during the designated period.
  • Declares each day from May 19 to July 21, 2020, not to count as a calendar or legislative day for various House rules and the War Powers Resolution.
  • Approves the previous day's journal automatically and permits the Chair to adjourn and set a new meeting time within the period.
  • Permits the Speaker to appoint members to act as Chair for the duration of the special period.
  • Waives the two‑thirds vote requirement for Rule Committee reports presented through July 21, 2020, and allows motions to suspend the rules through July 19, 2020.
