H.Res. 981 is a procedural resolution that tells the House how to handle the Senate’s amendments to H.R. 6172, a bill that would change the Foreign Intelligence Surveillance Act to bar the production of certain business records. It directs the House to take the bill with the Senate changes from the Speaker’s table and consider a single motion to concur with those amendments, setting the debate rules and timing. The resolution also includes a specific rule for postponing consideration of a veto message on a separate joint resolution (H.J.Res. 76) until July 1, 2020.

Key Provisions

  • Allows the House to consider the Senate‑amended version of H.R. 6172 as a single motion without any point‑of‑order objections.
  • Sets a one‑hour debate period, split evenly between the chairs and ranking minority members of the Judiciary and Intelligence committees.
  • Specifies that the motion can be offered only by the Majority Leader or his designee.
  • Provides a procedure to delay consideration of a veto message on H.J.Res. 76 until July 1, 2020, after which the House will address the constitutional question without further motions.
