H.J.Res. 196 proposes a new amendment to the U.S. Constitution that would guarantee every citizen of voting age the right to vote in any public election in their place of residence. It would limit any denial of that right to narrowly‑tailored election‑integrity requirements and give Congress authority to set election standards and enforce the amendment.

Key Provisions

  • Section 1: Guarantees the right to vote for all citizens of legal voting age and bars the United States, any state, or any other entity from denying that right, except for narrowly‑tailored integrity requirements.
  • Section 2: Requires each state to run elections according to performance standards that Congress would establish by law.
  • Section 3: Requires states to allow eligible voters to register and vote on the same day as any public election.
  • Section 4: Gives Congress the power to enforce and implement the amendment through legislation.
