AI-Generated Summary

Updated July 29, 2026 at 3:53 AM UTC

This joint resolution uses the congressional‑disapproval authority in the Administrative Procedure Act to overturn an EPA decision that allowed California to set its own stricter vehicle‑emissions standards for certain model years. By nullifying the rule, the resolution stops California’s advanced clean‑car and zero‑emission vehicle programs from operating under that federal waiver, affecting California’s environmental regulations, auto manufacturers, and any related federal‑state emissions coordination.

Key Provisions

  • Congress formally disapproves the EPA rule that granted California a waiver from federal pre‑emption for its Advanced Clean Car Program and confirmed that California’s Zero‑Emission Vehicle amendments for 2017 and earlier model years are within the scope of that waiver.
  • The disapproval means the EPA rule will have no legal effect.
