This joint resolution asks Congress to overturn an EPA rule that gave California a waiver to set its own greenhouse‑gas emission standards for new motor vehicles beginning with the 2009 model year and later. If the resolution is adopted, the EPA rule would be nullified, preventing California from enforcing those stricter standards. The action would affect the EPA, California’s vehicle‑emissions program, auto manufacturers, and anyone subject to state emissions regulations.

Key Provisions

  • Congress formally disapproves the EPA’s waiver decision, stating the rule shall have no legal effect.
