AI-Generated Summary

Updated August 7, 2026 at 11:48 PM UTC

This joint resolution uses the congressional‑disapproval authority in the Administrative Procedure Act to overturn an EPA decision that allowed California to adopt its own, stricter greenhouse‑gas standards for new cars starting with the 2009 model year. By rejecting the rule, the resolution would prevent California’s waiver from taking effect, keeping the federal emissions standards in place for all new vehicles nationwide.

Key Provisions

  • Congress formally disapproves the EPA’s rule that granted California a waiver to set its own greenhouse‑gas emission standards for 2009‑model‑year and later new motor vehicles.
  • The disapproval makes that EPA rule have no legal effect.
