Reducing Arbitrary Barriers to Apprenticeship Act of 2026

Introduced September 3, 2026

AI-Generated Summary

Updated September 4, 2026 at 9:21 AM UTC

The Reducing Arbitrary Barriers to Apprenticeship Act of 2026 changes veterans’ education benefits so that veterans who choose apprenticeships or on‑the‑job training are not penalized compared to those who attend a four‑year college. It updates the amount of housing stipends and removes certain attendance rules that currently limit eligibility for apprenticeship programs, especially in the construction sector. The changes apply to veterans receiving Post‑9/11 GI Bill benefits, All‑Volunteer Force benefits, and Selected Reserve education assistance.

Key Provisions

  • Increases the housing stipend for veterans in full‑time apprenticeship or on‑the‑job training to match the basic allowance for housing for an E‑5 service member with dependents in the local military housing area.
  • Eliminates the minimum‑attendance requirement for receiving education assistance when the veteran is in an apprenticeship or on‑the‑job training program in the construction industry (Sector 23 of the NAICS).
  • Sets the education assistance payment for All‑Volunteer Force and Selected Reserve veterans in apprenticeship programs to 100 % of the monthly assistance amount they would otherwise receive.
  • Adds conforming language to ensure the new 100 % payment rate and attendance waivers apply consistently across the relevant sections of Title 38 and Title 10.
