The Reducing Arbitrary Barriers to Apprenticeship Act of 2026 updates veterans’ education benefit laws so that veterans who choose apprenticeships or other on‑the‑job training aren’t penalized. It raises the housing stipend to a level comparable to active‑duty members, removes attendance requirements that could block benefits for construction‑related apprenticeships, and ensures veterans receive the full monthly education allowance for these programs.

Key Provisions

  • Changes the Post‑9/11 GI Bill housing stipend for veterans in full‑time apprenticeship or on‑the‑job training to match the basic allowance for housing paid to an E‑5 service member with dependents living near the employer’s location.
  • Eliminates the minimum‑attendance rule that can block veterans in apprenticeship or on‑the‑job training programs—especially in construction occupations (Sector 23 of the NAICS)—so they can receive education benefits without meeting a monthly attendance threshold.
  • Sets the education assistance payment for apprenticeships and on‑the‑job training under the Post‑9/11 GI Bill, the All‑Volunteer Force program, and the Selected Reserve program to 100 % of the normal monthly allowance, removing any reduced rate.
  • Updates related language to match the new 100 % payment rate and to reflect the changed attendance rules.
