Promoting United States Wireless Leadership Act of 2025

Introduced March 3, 2025

AI-Generated Summary

Updated November 24, 2025 at 2:15 AM UTC

The Promoting United States Wireless Leadership Act of 2025 directs the Commerce Department to boost U.S. involvement and influence in global standards‑setting groups that shape 5G and future wireless networks. It aims to help trusted U.S. companies participate and provide technical expertise, while excluding firms judged to pose national‑security risks. The law also requires a brief to key congressional committees outlining how the effort will be implemented.

Key Provisions

  • The Assistant Secretary of Commerce for Communications and Information must work with NIST and the State Department to encourage U.S. companies and other stakeholders to take part in international wireless standards bodies (like ISO, 3GPP, IEEE, and any ANSI‑accredited groups) and to offer them technical help, but only if those participants are not deemed “not trusted.”
  • “Not trusted” entities are those the Assistant Secretary determines threaten U.S. national security, based on determinations from interagency security bodies, the Department of Commerce under Executive Order 13873, or if they provide covered telecom equipment or services.
  • Within 60 days of the law’s enactment, the Assistant Secretary must brief the House Energy and Commerce and Foreign Affairs committees and the Senate Commerce, Science, and Transportation and Foreign Relations committees on a strategy to carry out these actions.
