Homeowner Energy Freedom Act

Introduced July 25, 2025

AI-Generated Summary

Updated February 5, 2026 at 9:01 AM UTC

The Homeowner Energy Freedom Act eliminates several federal subsidy programs that help homeowners switch to electric appliances and improve home energy efficiency. It ends the rebate program for high‑efficiency electric homes, stops state training grants for energy‑efficiency contractors, and ends assistance for adopting newer building‑energy codes. The bill also rescinds any remaining funds for those programs and updates related language to reflect their removal.

Key Provisions

  • Repeals the high‑efficiency electric home rebate program (Section 50122) and the related state‑based contractor training grants (Section 50123) and assistance for adopting advanced building energy codes (Section 50131) from Public Law 117‑169.
  • Cancels any unspent federal money that was set aside for the rebate program and the building‑code assistance program as of the day before the law takes effect.
  • Amends a related provision (Section 50121(c)(7)) to remove language that referenced the high‑efficiency electric home rebate program.
