The Sickle Cell Disease Comprehensive Care Act changes Medicaid rules so states can offer a coordinated “health home” model specifically for people with sickle cell disease. Starting in 2026, these health homes must include dental and vision services and will be tracked for quality, access, and cost. The law also requires the federal government to provide guidance on how to set up and run these programs effectively.

Key Provisions

  • Amends Medicaid law to let states create a special “health home” program for people with sickle cell disease, starting Jan. 1 2026.
  • States that adopt such a program must include dental and vision care for enrolled sickle‑cell patients, even if they don’t offer those services to other Medicaid beneficiaries.
  • States must report, by the end of the eighth fiscal‑year quarter after the program starts, on quality of care, access to care, and total health‑care spending for sickle‑cell participants.
  • The Secretary of HHS will set the specific quality, access, and cost measures used in those reports.
  • By June 30 2026, the Secretary must publish best‑practice guidance for designing and running sickle‑cell‑focused health homes, based on clinical guidelines and input from providers and patient groups.
  • Defines who qualifies as an “eligible individual with sickle cell disease” – anyone enrolled in Medicaid (or a waiver) who has a confirmed diagnosis, regardless of prior health‑home participation.
