It applies to chiefs of mission, deputy chiefs, and other officers assigned to such locations.

Key Provisions

  • Adds a new subsection (f) to the Foreign Service Act requiring the Secretary of State to offer training to chiefs of mission, deputy chiefs of mission, and Foreign Service officers who will serve in countries identified as having significant online scams targeting Americans.
  • The training must cover transnational criminal groups running the scams, the operation of online scam centers and any associated human‑trafficking, and any involvement or corruption by foreign governments.
  • It also must teach diplomatic strategies for identifying, preventing, and responding to these scam activities.
