This resolution lets the House move forward on three separate bills—one to update federal firearms laws for new technology and less‑lethal weapons, one to change the National Marine Sanctuaries Act so that undersea fiber‑optic cables already authorized by a federal or state agency don’t need new permission, and one to amend the Department of Energy Organization Act to help secure critical energy resources like minerals. It also sets a rule that certain days in early 2026 won’t count toward the deadline for ending specific national emergencies declared in 2025.

  • Waives points of order and limits debate to one hour for H.R. 3617, enabling its consideration and passage under the same streamlined rules.
