Undersea Cable Protection Act of 2025

Introduced January 9, 2025

AI-Generated Summary

Updated February 14, 2026 at 4:41 AM UTC

The Undersea Cable Protection Act of 2025 amends the National Marine Sanctuaries Act to stop the Commerce Secretary from blocking or demanding extra permits for undersea fiber‑optic cable work in national marine sanctuaries when the work is already authorized by a federal or state agency. It ensures that existing licenses, leases, or permits are sufficient for cable installation, operation, maintenance, repair, or recovery within these protected areas. The change primarily affects cable operators and the agencies that regulate activities in marine sanctuaries.

Key Provisions

  • Prohibits the Secretary of Commerce from denying or requiring any additional permit, including special use permits, for the installation, operation, maintenance, repair, or recovery of undersea fiber‑optic cables in a national marine sanctuary when a federal or state agency has already issued an effective license, lease, or permit for those activities.
  • Clarifies that this prohibition does not change existing interagency‑cooperation requirements under the National Marine Sanctuaries Act.
  • Makes minor textual edits to Section 310(c) of the Act (adding a conjunction, deleting two paragraphs, and renumbering another) to align the statute with the new prohibition.
