This House resolution clears the way for the chamber to consider three separate bills: one that would stop the Veterans Affairs Secretary from sending certain data to the Justice Department for the national instant criminal background check system, another that would raise the payment amounts for Veterans disability and dependency compensation, and a third that would allow the Smithsonian American Women’s History Museum to be built in the National Mall Reserve. The resolution waives normal points‑of‑order and limits debate on each bill, and also lifts a rule that normally requires a two‑thirds vote to consider certain committee reports on the same day.

Key Provisions

  • Waives all points of order and sets a one‑hour, evenly split debate (plus one motion to recommit) for H.R. 1041, the bill restricting VA data sharing with the DOJ.
  • Provides the same procedural waivers and debate limits for H.R. 6047, the bill that would increase VA disability and dependency compensation amounts.
  • Applies the same waivers and debate limits to H.R. 1329, the bill permitting the Smithsonian American Women’s History Museum to be located in the National Mall Reserve.
  • Waives the requirement of a two‑thirds vote under rule XIII‑6(a) for any resolution reported through May 24, 2026, related to a reconciliation measure.
