H.Res. 1377 is a House rule that moves four separate bills forward for debate and vote. It tells the House to consider H.R. 1181 (which would stop payment‑card networks from using special merchant codes for gun stores), H.R. 9022 (energy and water development appropriations for FY 2027), H.R. 8595 (national‑security and State Department appropriations for FY 2027), and H.R. 9237 (changes to veterans’ benefits). The resolution waives normal points of order and sets short, equal‑time debate limits for each bill.

Key Provisions

  • Waives all points of order against considering each of the four bills, allowing them to be taken up without procedural objections.
  • Limits general debate on each bill to one hour, split evenly between the majority and minority chairs of the relevant committees.
  • Specifies that only certain pre‑printed amendments (and limited pro‑forma amendments) may be offered for H.R. 9022 and H.R. 8595, with set debate times.
  • Orders the House to move directly to final passage after debate, except for a possible motion to recommit.
  • Provides for the immediate consideration of H.R. 9237 on veterans’ benefits, with a one‑hour debate limit and similar amendment restrictions.
