H.Res. 1499 is a procedural resolution that lets the House move forward on several pending measures without the usual points‑of‑order objections. It waives procedural objections, sets a one‑hour debate limit for each measure, and limits further motions, allowing the House to consider those bills and a resolution quickly.

Key Provisions

  • Waives all points of order and allows immediate consideration of H.R. 1501, which would amend the FAST Act to cover certain mineral production activities.
  • Waives points of order for H.R. 9436, which would extend the effective period of regulations protecting the North Atlantic right whale.
  • Waives points of order for H.Res. 1490, a resolution condemning socialism, and sets a one‑hour debate limit.
  • Waives points of order for H.R. 4795, which would bar institutions that boycott Israel from certain Higher Education Act funds and require certification that students can study in Israel.
  • Extends debate on any motion to suspend the rules for the joint resolution proposing a constitutional amendment to set the Supreme Court at nine justices to one hour.
