Introduced June 28, 2018

AI-Generated Summary

Updated April 15, 2026 at 10:55 PM UTC

The 9/11 Memorial Act creates a grant program, run by the Secretary of the Interior, to give competitive federal funds to nonprofit groups that operate memorials honoring the victims of the September 11 attacks. The grants can be used only for the memorials’ operation, security and maintenance. The program applies to eligible 501(c)(3) organizations that run such memorials and to the visitors who use them, including military members, first‑responders and the general public.

Key Provisions

  • Defines a “covered memorial” as any U.S. memorial at the World Trade Center or Pentagon sites that honors 9/11 victims; an “eligible entity” is a nonprofit (501(c)(3)) focused on operating and preserving such a memorial.
  • The Secretary of the Interior may award competitive grants, subject to appropriations, to eligible entities for operation, security, and maintenance of covered memorials.
  • Grants must be awarded within 60 days of receiving a complete application, and funds remain available until spent.
  • Award decisions give greatest weight to the entity’s needs, ability to match grant funds 1‑to‑1, number of visitors served, plans for preservation and education, and efforts to attract economically disadvantaged visitors.
  • Grants cannot be given to memorials that do not provide free admission to active/retired military, registered first‑responders, and families of victims, or that lack at least one weekly free‑admission hour for the public.
  • Recipients must allow annual federal audits of all financial activity and submit a report within 90 days after each calendar year detailing grant expenditures and related information.

Subject to the availability of appropriations, the Secretary shall award to eligible entities competitive grants of varying amounts, as determined by the Secretary, to be used by the eligible entity solely for the purposes described in subsection (b).

(b)

Purposes

A grant awarded under subsection (a) shall be used by an eligible entity for the operation, security, and maintenance of a covered memorial.

(c)

(B)

dedicated free admission hours for the general public at least once a week; or

(2)

to an eligible entity that does not allow for annual Federal audits of the financial statements of the eligible entity, including revenues associated with ticket sales, charitable donations, grants, and all expenditures on salaries and operations, which shall be subject to review by the Secretary and made available to the public.

(g)

Reports

(1)

specifies the amount of grant funds obligated or expended for the preceding fiscal year;

(2)

specifies any purposes for which the funds were obligated or expended; and
