I thank the gentleman for yielding and for the kind words. As I wrap up my 18 years in the U.S. House of Representatives, this is a good bill in which to wrap up a career. I first introduced food safety legislation along with Mr. Dingell and Mr. Pallone and now- Senator Brownback in 1997. For 14 years we have been fighting to try to update our Nation's food safety laws.

And then as chair of Oversight and Investigations, we have held over 13 hearings on food-borne illnesses from spinach, peanut butter, jalapenos, and most recently tainted eggs. Why was all this necessary? As has been noted, our food laws have not been updated since 1938. And we know more and more of our foods are coming from different sources and different countries. But this year and each year approximately 77 million Americans become ill because of food-borne illnesses, 325,000 are hospitalized, and up to 5,000 Americans will die, some of our most vulnerable Americans, such as children and senior citizens, those whose immune systems have been weakened or are not fully developed.

But if you are a young child and you do survive, what kind of life do you have after you have spent time in a hospital getting a new kidney? You face a lifetime of medication and bankruptcy of your family. We must act now to pass this food safety bill. This bill contains many good provisions, including the trace-back provision, which is designed to make it easier to prevent and respond to outbreaks in food-borne illnesses.

This also has mandatory recall. Most Americans are shocked to know that the FDA does not have the right to recall food or unsafe drugs in this country. They do not have the right to have that recall, especially on food. So this will now make it mandatory. The FDA can remove tainted food as soon as possible. Still, despite all these improvements, more has to be done to protect Americans.

The FDA needs subpoena power. It is probably one of the few regulatory agencies that doesn't have subpoena power. We lost that when it went to the Senate. But if you are going to trace back, if you are going to get the records, if you are going to find where the food comes from, let's give the regulatory agency the power they need. Because corporate America unfortunately too often hides their records from us.

We need an adequate funding source. For this legislation to be successful, we have to have an adequate funding source, as we had in the House but was removed in the Senate. And country of origin label. More and more of our food, especially this time of the year in the winter months, comes from other countries. We need to know exactly where those sources of food come from. So I urge the next Congress to make these improvements.

And a word of caution. Without this bill and greater improvements to this bill, we cannot fully protect Americans from food-borne illnesses, either accidentally or those intentionally put forth by America's enemies. And make no mistake about it, our enemies will exploit our weak regulatory system when they know they can harm so many Americans through food-borne illnesses.

So I hope my colleagues today will join me in supporting this legislation.

It's a great piece of legislation. I would like to thank my colleagues who have worked so hard on this over the years with me, including Ms. DeLauro of Connecticut, but especially the members of the Energy and Commerce Committee who have worked with us, especially Chairman Dingell, Chairman Waxman, Mr. Pallone, Mr. Upton, and Mr. Barton.

Mr. Speaker, I rise in support of this rule and particularly the FDA Food Safety Modernization Act.

I want to thank Chairmen Dingell, Waxman and Pallone as well as the leadership for making this important legislation a priority.

The FDA Food Safety Modernization Act will provide the FDA with some of the resources and authorities it needs to effectively monitor our nation's food supply and prevent outbreaks of food borne illness.

As chairman of the Subcommittee on Oversight and Investigations, I have held 13 food safety hearings over the past four years examining the failures of the FDA and the food industry to protect our nation's food supply.

The findings of these investigations and related hearings highlighted the need for the first major overhaul of our food safety law in 70 years! Among its key provisions, the bill would establish a national food tracing system and provide the FDA with recall authority.

This food safety bill is not perfect but it is a dramatic improvement over current law. I urge the next Congress to look closely at providing the FDA a dedicated revenue stream for inspections, requiring country- of-origin labeling and finally giving the FDA the subpoena power it so badly needs.

Despite the lack of these provisions, this food safety bill is a good bill and one that deserves to be passed by the Congress and signed into law this year.

Mr. Speaker, I rise to support this continuing resolution, which includes the Food Safety Modernization Act. I want to thank Chairman Dingell, Mr. Waxman, Mr. Pallone, as well as other members of the leadership for making this important legislation a priority in this CR.

Madam Speaker, I rise to honor the service of my good friend and District Director Thomas L. Baldini of Marquette, Michigan. Tom has been a member of my staff since 2003, but has been a devoted member of the Marquette community for over 40 years and has been a committed public servant to the people of Michigan throughout his long career.

Tom graduated from Northern Michigan University (NMU) in Marquette in 1965 with a Bachelor of Science degree in Secondary Education (Political Science/Economics and History). Following his time at NMU, Tom began his distinguished career as a high school economics and political science teacher with Marquette Area Public Schools, a position he held for 18 years. Throughout his teaching career, Tom also served as a part-time instructor at NMU.

In 1983, Tom began serving as the Special Assistant to Michigan Governor James Blanchard for Upper Peninsula Affairs and Education Advisor, and was referred to as the ``Governor of the Upper Peninsula.'' Tom continued to serve the citizens of Michigan with Governor Blanchard until 1991, when he went back to work for Marquette Area Public Schools as Assistant to the Superintendent for Personnel and Finance.

Three years later, Tom had the distinct honor of being appointed by President Clinton--and later confirmed by the U.S. Senate--to become the Chairman of the U.S. Section of the International Joint Commission (IJC) for Canada and the United States. Tom was later tapped by President Clinton once again to become the U.S. Commissioner to the International Boundary Commission (IBC) for the United States and Canada. Tom was the first American to hold these two diplomatic positions for the United States concurrently.

Looking for a change in his professional life, Tom became my District Director in 2003 and has been with me ever since. When I am in Washington, Tom is my eyes and ears in northern Michigan and serves as my chief representative throughout our expansive District. Tom possesses a firm passion for public service and a steadfast commitment to the people of Michigan, and always stands ready to assist in any way he can. He managed my 10-person district staff in seven different offices and assists constituents, local communities, local governments and businesses throughout the district.

Madam Speaker, Thomas L. Baldini is a dear friend to both me, and the citizens of northern Michigan. His remarkable career of public service is truly inspiring and I know that after my time in Congress has ended, Tom will continue to play an integral role in his community for years to come. I ask my colleagues in the U.S. House of Representatives to join me in recognizing Thomas L. Baldini's four decades of service to the State of Michigan.

Madam Speaker, I rise to honor the career and achievements of Thomas Max Willson of Traverse City, Michigan. Tom is retiring after nearly 30 years of diligent public service in the 86th Judicial District Court in Traverse City. Throughout his long career, Tom has performed his duties with the utmost dedication and professionalism while being a devoted husband and father. Tom is also a dear friend of mine.

Tom was born in Detroit, Michigan on January 12, 1951 and grew up in Royal Oak, Michigan; graduating from Shrine High School in 1969. Following high school, Tom enrolled at Northwestern Michigan College in Traverse City where he and I became good friends. In 1973, Tom transferred to Ferris State University in Big Rapids, Michigan where he earned a Bachelor of Arts degree in Criminal Justice.

After earning his college degree in 1975, Tom knew he wanted to serve the public and play an integral role in his community. Tom headed back to Traverse City where he served as a sheriff deputy for Grand Traverse County. After two years as a sheriff deputy, Tom continued his career in public service as a probation officer for the 86th District Judicial Court, serving the counties of Grand Traverse, Antrim and Leelanau.

Looking for a change in his professional life, Tom entered the private sector and became a sales supervisor with H. Cox & Sons Wholesale Distributor. Additionally, Tom was given the incredible opportunity to teach classes as an adjunct instructor at Northwestern Michigan College (NMC). To this day, Tom continues to enlighten students at NMC every semester with his experience and insightful teachings.

Tom's passion for public service never faded. He returned to the 86th District Judicial Court to work as a probation officer in 1987--the same position he will be retiring from on December 31 of this year. Tom married his college sweetheart Deborah in May of 1974. Tom and Debbie celebrated their 36th wedding anniversary this year. They have two daughters, Heather and Ashley, and a granddaughter, Ava Rose.

On a personal note, Tom has been a dear friend who is always ready to help out and go the extra mile. He and Debbie have frequently offered to host out of town visitors and show them the beauty of northern Michigan. Tom is known in Washington as an unofficial ambassador to northern Michigan.

Madam Speaker, Thomas Max Willson has devoted his career to serving and protecting the residents of his local community and the State of Michigan. I ask my colleagues in the U.S. House of Representatives to join me in recognizing and honoring his lifetime of commitment and hard work.

Madam Speaker, I rise today to pay tribute to my good friend and Chief of Staff Scott Schloegel. Scott has worked for me for nearly two decades in both the Michigan House of Representatives and in Congress. Over the years, Scott has demonstrated an unwavering dedication to his work, and I am forever grateful for his tireless service to both me and the citizens of northern Michigan.

Scott began his service in 1990 when, fresh off his graduation from Northern Michigan University, he came to work as my legislative aide in Lansing, MI. When I came to Congress in 1993, Scott served as my District Director in Michigan where he oversaw hiring staff and opening six of my district offices. He instilled in the district staff that casework and constituent service should be their main focus and a hallmark of my tenure. As District Director, Scott logged hundreds of hours on the road with me and represented me at countless meetings and events across northern Michigan. He would meet with local officials, hold constituent outreach hours and would speak to groups for me while I was in Washington. Scott had a great feel for the political landscape of my rural district, and for more than four years he worked determinedly to help raise the profile of our office and convert what was a solid Republican area into one that consistently supported me with increasing re-election margins.

In 1997, I asked Scott to become my Chief of Staff. Scott and his wife Kirsten moved to DC and began what would become a 13\1/2\-year reign as my top advisor. Over the ensuing years, we have been through many historical and personal tribulations. During the years that Scott was my Chief of Staff, we experienced the impeachment trial of President Clinton; the cliffhanger election between Vice President Al Gore and then Governor George W. Bush; the terrorist attacks on September 11, 2001; the anthrax attacks; the DC sniper; and key legislative battles regarding guns, energy, health care and many more. Also during this time, Scott and I both lost our mothers and my son B.J. passed away.

Throughout my tenure I knew that I could always count on Scott to give me sound advice on political and legislative issues. When he disagreed with me he would not hesitate to tell me so. And, while he didn't win every battle, I knew that he always had my best interests and the best interests of northern Michigan in mind. One of his favorite tactics when he disagreed with how I was going to vote was to sit down and write a TV or radio commercial that he would run against me in the next election and then say, ``If you can counter that in a 30 second TV spot or a 60 second radio spot, then go ahead and vote that way. If you can't, then maybe it isn't the right thing for the district.''

Four years ago, when I became Chairman of the Energy & Commerce Committee's Oversight & Investigations Subcommittee, Scott took over to handle my O&I work in addition to his Chief of Staff duties. He assisted in dozens of hearings into such critical issues as our nation's nuclear weapon's labs, cyber security, food and drug imports, health care reform, automobile safety, telecommunications and energy hearings. He has a great mind for oversight and investigations and I could always count on him to think ahead and represent my interests with the Committee staff.

Over the years, we have done a tremendous amount of good for our nation and northern Michigan and I know that along the way, Scott has taken as much joy in helping his home district as I have. We have frequently reflected upon the many accomplishments of my tenure and the multitude of improvements across northern Michigan as a result of our work on improving infrastructure, helping businesses secure financing for research and development, and securing financing for communities and universities across the district.

Madam Speaker, as I prepare to leave this great institution, I want to thank Scott for his leadership and friendship over all these years. I also want to thank his wife Kirsten and his daughters Emma and Lauren for the sacrifice they have made as Scott toiled for Michigan's First Congressional District. Kirsten and the girls had to put up with Scott working extremely long hours and I know there are times where he put service to me above his duties at home. Any elected official will tell you that the sacrifice of service is one that can test the strength of relationships at home, and I want Kirsten and the girls to know that I truly do appreciate the fact that they have allowed Scott to serve the people of Michigan and our nation. I ask my colleagues in the U.S. House of Representatives to join me in recognizing Scott Schloegel's 20 years of public service.

Madam Speaker, I rise to honor the life and career of Pastor David Standfest of Williamsburg, Michigan. Pastor Standfest is the founder of the New Hope Community Church in Williamsburg and is retiring after 30 years of tireless service to his church and his local community.

David Standfest was born in Owosso, Michigan on May 14th, 1947. Early on, David knew that he wanted to have an impact in his local community and understood one of the best ways to affect positive change was through the church. David enrolled at Owosso Bible College following high school, where he studied to become a pastor and played basketball. After graduation in 1970, David served as a pastor in the Owosso area until moving to Traverse City in 1980, where he became the pastor at Bayview Wesleyan Church.

In 1990, Pastor Standfest founded the New Hope Community Church in Williamsburg. The church started humbly in an area home with only a congregation of eight people. But Pastor Standfest would not be deterred in his commitment to serving the people of northern Michigan. With hard work, the New Hope Community Church grew to a congregation of over 1,400 devoted worshipers. Aside from the home campus in Williamsburg, the New Hope Community Church expanded to three locations across northern Michigan (Traverse City, Bellaire and Petoskey) in order to expand its services to families in the area.

In Williamsburg, the New Hope Community Church boasts a full size gym for active children and youth programs, and a 1,450 seat auditorium for local school and community college events such as graduations, banquets and other ceremonies. The administration building holds 13 offices and family counseling rooms and a community center that accommodates 250 people for various area events.

While this economic crisis continues to weigh down families in northern Michigan, Pastor Standfest has been there to help those who are struggling in every way possible. The first 5 percent of all offerings that New Hope Community Church receives go to help area families with housing issues and other financial difficulties. Pastor Standfest started a food pantry that is open seven days a week and has helped thousands of families put food on the table. The church also offers ``Care'' ministries that provide attentive counselors to help local residents through this tough period.

Madam Speaker, Pastor David Standfest has devoted his life to helping the people of northern Michigan in any way he can. His untiring dedication to his community, especially during this recession, is a true inspiration and should be commended. I ask my colleagues in the U.S. House of Representatives to join me in recognizing and honoring Pastor Standfest's lifetime of commitment and hard work.

Millions of Americans are prescribed narcotics for postoperative pain, bone fractures, and other ailments each year. However, most patients do not consume all the prescriptions they are prescribed. These drugs remain in drug cabinets for years, easily accessible to teens wishing to experiment with drugs.

But failure to dispose of prescription medications properly causes several problems. First, there's the potential for a child to ingest the drugs accidently. Second, we know that teen prescription drug abuse is on the rise. Unused prescriptions in a house are easily accessible to teens wishing to experiment with drugs. Third, there's a potential for narcotics to be abused by the patient or sold to someone else to abuse.

The Controlled Substance Act regulates prescription narcotics through a registration system. Currently there are roughly 1.3 million DEA registrants who are legally allowed to handle or distribute narcotics from the manufacturer to the distributor to the pharmacist to the doctor. However, the Controlled Substance Act currently exempts patients from this registration requirement. This legislation allows individuals to dispose of unused prescription controlled substances to a recipient authorized by the DEA, Drug Enforcement Administration.

The bill also authorizes the Attorney General to promulgate regulations for the lawful disposal of prescription controlled substances by a long-term care facility. S. 3397 also clarifies that the DEA regulations set forth in this legislation may not require any entity to establish a drug take-back program. It's a voluntary program.

I want to thank my friend and colleague Jay Inslee for all of his hard work on this legislation and his staff over the past years, Lamar Smith on the minority side, who worked closely with us, and colleagues on both sides of the aisle and their staff for their hard work and commitment to empower patients to prevent prescription drug abuse, especially amongst young people.

I urge my colleagues to vote in support of this legislation.

Mr. Speaker, I thank the chairman for yielding me the time, and would like to engage the chairman, if I may, in a colloquy.

Mr. Chairman, as you know, the Coast Guard Station in Marquette, Michigan, relocated to a new location within the city of Marquette. The new location allows the Coast Guard to streamline their operations, be closer to the dock, and therefore respond to emergencies more quickly.

The city sold the city property for the new facility to the Coast Guard for $1 in 2008. Since then, the city has funded the necessary infrastructure improvements, such as water mains, water lateral construction, rerouting of bike routes, and other improvements for the new Coast Guard facility, at a total cost of $170,000. On April 7, 2008, the City of Marquette turned over the property, with infrastructure improvements, to the Coast Guard.

The bill before us, the Coast Guard Authorization Act for Fiscal Year 2010 and 2011, conveys the old Coast Guard land back to the City of Marquette. However, it may result in the city paying for the conveyance of the property, despite the city's generous contribution of land and infrastructure improvements for the Coast Guard in 2008.

I thank the chairman. I ask the Congress to recognize the generous contribution of the City of Marquette and urge the Coast Guard to perform this land transfer at no cost to the city. The city has already borne significant cost by transferring a new parcel of land to the agency and spent $170,000 for reasonable and necessary infrastructure costs.

My fellow colleague in the Michigan delegation, Senator Stabenow, and I have constantly advocated that the City of Marquette has contributed greatly to the Coast Guard, and the city should not incur additional costs.

Mr. Speaker, I rise in support of this legislation. Five years ago, Congress passed the National All Schedules Prescription Electronic Reporting Act, or NASPER, into law, making it the only statutory authorized program to assist States in combating prescription drug abuse of controlled substances through prescription drug monitoring programs.

Congress realized that more needed to be done to aid States to set up or improve symptoms that enable authorities to identify prescription drug abusers as well as the problem doctors who betray the high ethical standards of their profession by over or incorrectly prescribing prescription drugs.

Five years ago, NASPER was passed with bipartisan support after many years of hard work by many members of our committee and Members on both sides of the aisle.

Today, I'm honored to again work with my colleagues, Mr. Whitfield, Mr. Pallone, Mr. Shimkus, to reauthorize this important public health program.

Minor but important changes have been made to the program, including allowing the use of grants to help States maintain their existing programs. This will allow cash-strapped States to continue to operate their monitoring programs under difficult economic times. The legislation will also allow territories to be eligible for grants.

I urge my colleagues to vote in favor of this legislation.

Madam Speaker, I rise to honor the life and achievements of Lawrence ``Larry'' Harrington of Crystal Falls, MI. As a local elected official and community leader for many years, Larry performed his civic duties with the utmost commitment and professionalism while serving as a mentor to many young people in the community looking to become involved in local issues. Larry was also a good friend of mine.

Early on, Larry understood the value of hard work. During World War II, General Motors representatives arrived in Iron County to recruit new hires for their plants around Michigan. Larry moved to Flint, MI, and worked at General Motors for 16 years and also attended the General Motors Institute (now Kettering University) to study industrial management.

In 1969, Larry moved back home to Crystal Falls to serve the residents of Michigan by working in the Forest Fire Division of the Department of Natural Resources. Larry served as a fire officer where he assisted foresters and forest techs. He was also responsible for assisting with law enforcement, fisheries, wildlife and engineering operations. Towards the end of his career, Larry oversaw the snowmobile and off road vehicle program in the western three counties of the Upper Peninsula. Larry retired from the State of Michigan after 21 years of diligent service to the state and his fellow residents.

Larry's passion for service to his community did not end with retirement. Larry was elected Iron County commissioner for District 4 in 1992 and held that position until 2008. He also served as the Iron County board chairman from 1998 to 2002. During his tenure, Larry made it a priority to build positive relationships with his colleagues, even those who disagreed with his positions. Larry knew that his community would be best served by local leaders who worked together to find consensus on the issues, and he strived to ensure that a constructive environment was present in all business concerning Iron County.

Larry also served on various committees throughout his public career, including the Dickinson-Iron District Health Department, the Iron County Parks and Recreation Committee and the Michigan Association of Counties' Environmental and Regulatory Affairs Committee. Larry was elected to the Michigan Association of Counties' board of directors, where he advocated for legislative positions on behalf of Iron County residents.

Larry was married to his wife Shelby for over 50 years and had two children, four grandchildren and three great grandchildren. Madam Speaker, Lawrence ``Larry'' Harrington devoted his life to serving the people of Iron County and the State of Michigan, before he passed away in May. I ask my colleagues in the U.S. House of Representatives to join me in recognizing and honoring his lifetime of commitment and hard work.

Madam Speaker, I rise in support of our resolution, House Resolution 1564, honoring Michigan Technological University on the occasion of its 125th anniversary.

Michigan Technological University is located in Houghton, Michigan, along the shores of Lake Superior on the spectacular Keweenaw Peninsula. Michigan Tech was first chartered as the Michigan School of Mines in 1885 and in 1927 was renamed the Michigan College of Mining and Technology with the added responsibility to ``promote the welfare of the industries of the State.''

The school continued its exceptional educational mission, and in 1963 a new constitution of the State of Michigan renamed the school Michigan College of Science and Technology, followed shortly in 1964 by the name it holds today, Michigan Technological University.

During these 125 years, Michigan Tech has educated thousands of students in some of the fields most important to the development of our Nation, such as mining, forestry, and engineering. The school's mission is to create the future with the vision of continued growth as a premier technological research university of international stature delivering education, new knowledge, and innovation for the needs of our world.

Today, Michigan Tech boasts more than 7,000 students who pursue baccalaureate, master, and doctoral degrees. Michigan, our Nation, and the world benefit from the influx of such outstanding graduates for the purpose of economic development, innovation, and entrepreneurship.

Michigan Tech provides an exceptionally high quality of education in science, technology, engineering and mathematics fields, graduating 83 percent of the students in these disciplines, something that will continue to be important as the United States strives to remain competitive in this global economy.

Michigan Tech is ranked nationally as a ``high research university'' by the Carnegie Foundation, with research expenditures of $55 million annually doing world-class, cutting-edge, exceptional applied research. In 1990, the school's A.E. Seaman Mineralogical Museum was designated as the official ``mineralogical museum'' of Michigan with the second largest holdings of any university mineralogical museum in the Nation.

Michigan Tech students also enjoy success outside the classroom. The school's athletic programs--especially hockey, football and basketball--are highly successful competitively as well as academically. Michigan Tech students are consistently among the top in the Nation with the highest grade point averages while simultaneously performing exceptionally well in their respective sports, led by the success of the women's Huskies basketball team, which for the last 2 years has made it to the NCAA Division II Elite Eight.

Still, Michigan Tech has never abandoned its original mission as a school of mines. Right now in the Upper Peninsula of Michigan, mining is a very active enterprise and business. We still have two active iron ore mines. And with the price of precious metals being high, there is new exploration throughout our peninsula for mining. In fact, the State of Michigan has just permitted a new uranium mine in the Upper Peninsula of Michigan. But as we move from hard rock mining to not only new sources of mining, but a new process of mining too--and we are now going to a process called sulfide mining, which to me has raised many environmental concerns--probably now more than ever we need the expertise of the faculty, the students, the administration and the communities, we need their expertise in mining and engineering so we can make sure that mining continues in the Upper Peninsula as a beneficial endeavor for our economy and for our people without harming our environment.

So I ask that the entire U.S. House of Representatives join me in honoring the students, alumni, faculty, staff and Board of Control of Michigan Technological University on its 125th anniversary by supporting House Resolution 1564.

Under the leadership of President Glen Mroz, Michigan Tech continues to be a leading public university that excels in high-quality education, research, and quality of life for students.

Madam Speaker, I rise to honor Detective Lieutenant Jeff Racine on his retirement after 25 years serving in the Michigan State Police. Lt. Racine has carried out his duties with bravery, dedication and enthusiasm for his work, earning the respect of both his colleagues in law enforcement and the communities he has served.

Lt. Racine has dedicated his career to keeping residents in Michigan's Upper Peninsula safe. Early in his career he served as a police officer in the Chocolay Township and Ishpeming Police Departments, later serving as deputy sheriff at the Marquette County Sheriff's Department.

In 1985, Lt. Jeff Racine joined the Michigan State Police, serving his first assignment as a trooper at the Flat Rock Post in Southeast Michigan. Before long, Lt. Racine returned to the Upper Peninsula serving as trooper at both the Munising and Gladstone State Police Posts. His hard work earned him a promotion to Sergeant, serving the Negaunee and Gladstone State Police Posts.

In 2000, Lt. Jeff Racine was promoted to Detective Lieutenant in charge of the Upper Peninsula Substance Enforcement Team (UPSET). He has spent the past decade combating drug trafficking and drug crimes in the Upper Peninsula, a particularly difficult task in a region with vast tracks of rural areas. The UPSET team has investigated more than 520 cases, including 130 federal cases, under Lt. Racine's leadership. He has been particularly effective at fostering working relationships with local law enforcement as well as federal agencies, including the Bureau of Alcohol, Tobacco, Firearms and Explosives; the Bureau of Indian Affairs; the Drug Enforcement Administration; the FBI; the U.S. Fish and Wildlife Service; and the U.S. Forest Service.

After his years in local law enforcement, and 25 years in the Michigan State Police, Lt. Jeff Racine will retire on August 27, 2010. His departure will be felt by law enforcement across the Upper Peninsula and the state of Michigan, but the impact he has had, especially during his 10 years with UPSET, will remain long after he has gone.

Lt. Racine's wife Crystal has been by his side throughout his career, and in retirement he looks forward to spending more time with her and their children. Lt. Racine is also an avid hunter, and his retirement comes just in time for him to dedicate his full attention to this year's hunting season.

Madam Speaker, Lt. Jeff Racine has devoted his life to enforcing the law and protecting the citizens of Michigan, and his commitment and hard work should be commended. Throughout his career he has touched the lives of countless individuals he has worked with and served. I ask Madam Speaker, that you and the entire U.S. House of Representatives, join me in recognizing Lt. Jeff Racine for his courage, his dedication, and his years of service on his retirement from the Michigan State Police.
