Mr. Speaker, I rise today to honor Mrs. Dorcus Curry Thigpen, a revered gospel music leader, choir directress, minister of music, and beloved matriarch whose name is deeply woven into the legacy of Mississippi music the sacred tradition of gospel ministry.

A native daughter of Mississippi's rich gospel tradition, Mrs. Thigpen's life in music began early though the influence of her father, Elder David R. Curry, Sr., founder of what is now known as Liberal Trinity Church of God in Christ. It was there that she learned music was not simply performance, but ministry, testimony, and a sacred way to bring people together in faith.

Mrs. Thigpen became connected to the Mississippi Mass Choir through her brother, David Curry, Jr., who asked her to serve as a director when the choir was being formed alongside gospel visionary Frank Williams in 1988. Though she missed the choir's first meeting while on maternity leave, she would go on to give 38 years of faithful service to the Mississippi Mass Choir, becoming one of its most recognizable and beloved leaders. For nearly four decades, she helped guide the choir's sound, discipline, stage presence, and spiritual power.

Known for her commaning direction, graceful spirit, and unwavering standard of excellence, Mrs. Thigpen helped carry the Mississippi Mass Choir from local church roots to national and international recogniztion. She also directed the Mississippi Children's Choir, mentoring approximately 200 young people from across the state and helping train the next generation in gospel music and ministry.

Byond her musical accomplishments, Mrs. Thigpen is celebrated for her faithfulness, humility, mentorship, and motherly presence. To many, she is more than a choir directress; she is a mother of five sons, grandmother, teather, encourager, worship leader, and living testimony. Her legacy is heard in every lifted voice, every disciplined choir stand, and every heart moved by the power of gospel music.

As she is honored for her 70th birthday and retirement this month, Mrs. Dorcus Curry Thigpen stands as Mississippi gospel legend

whose service has blessed generations and whose impact will continue to echo through the church, the choir, and the lives of all she has touched.

Mr. Speaker, I rise today to recognize a visionary entrepreneur, performing artist, and servant leader, Ms. Amia D. Edwards, whose work is transforming lives across Mississippi through the power of the arts.

Ms. Edwards is the Founder and Executive Director of the Amiable Arts Foundation, a youth development organization dedicated to expanding access to performing art academic enrichment, and leadership opportunities for young people. Under her leadership, the foundation has produced impactful camps, after-school programs, theatrical productions, and community events designed to ensure that every student has the opportunity to discover and develop their talents.

Through strateglc partnerships, Ms. Edwards has extended her reach directly into classrooms and communities. Her foundation has collaborated with the Jackson Public School District to implement after-school performing arts and film programs that equip middle and high school students with real-world skills in theatre, storytelling, and media production, preparing them for college and career pathways in the arts.

Additionally, her work has expanded into the Hinds County School District, where her foundation provides after-school programming focused on arts education, tutoring, and confidence-building, creating safe and creative spaces for students to grow academically and artistically.

Driven by a belief that creativity is a pathway to confidence, healing, and purpose, Ms. Edwards has built a platform that not only nurtures artistic expression but also develops leadership, discipline, and self-worth in the next generataion.

In addition to her nonprofit leadership, Ms. Edwards is an entrepreneur developing mission-driven ventures centered on arts, entertainment, and community-based impact. She is known for her strong vision, strategic partnerships, and commitment to building sustainable pathways for youth success.

Ms. Edwards is also an emerging actress, pursuing opportunities in film and media that reflect her passion for storytelling, representation, and cultural influence. Whether on stage, on screen, or in the community, she uses her platform to inspire and uplift.

A respected speaker, collaborator, and creative leader, Ms. Edwards continues to pour into communities with purpose and intention. Her work reflects a deep understanding that when young people are given the tools to create, they are also given the power to lead, to dream, and to transform their futures.

Mr. Speaker I rise today to recognize Ashley Robinson and his lasting impact on collegiate education and athletics.

Mr. Robinson currently serves as Vice President and Director of Athletics at Jackson State University. I honor his exceptional vision, unwavering commitment, and dedication to advancing athletic excellence at Historically Black Colleges and Universities. His leadership continues to elevate both athletic performance and the overall student- athlete experience.

A native of Bolton and Jackson, Mississippi, Mr. Robinson's journey began at Munah High School, where he was a standout point guard and a member of a championship basketball team. He continued his academic and athletic career at Mississippi Valley State University, where he was a four-year lettenman in basketball, became the program's all-time leader in assists, and earned honors as Athlete of the Year and President's Scholar-Athlete.

Throughout his distingished career, Mr. Robinson has received numerous accolades, including HBCU Athletic Director of the Year. Black Student-Athlete Summit Athletic Director of the Year, and recognition from the National Association of Collegiate Directors of Athletics. In addition, Mr. Robinson will be enshrined in the Southwestern Athletic Conference Hall of Fame Class 2025, further cementing his legacy of excellence in collegiate athletics.

Under his ladership, Jackson State University (JSU) has experienced remarkable success, including more than 20 championships and the prestigious C.D. Henry Award for the top men's athletic program in the Southwestern Athletic Conference, His tenure has been defined by strategic growth, facility improvernent and a commitment to building a culture of excellence that has elevated the university's national profile.

Prior to his tenure at JSU, Mr. Robinson served in key leadership roles at Delaware State University, Prairie View A&M University, and Mississippi Valley State University, as well as in the Southwestern Conference office. These experiences helped shape the visionary leadership he continues to demonstrate today.

During his time at JSU, Mr. Robinson has made impactful leadership decisions, including the hiring of notable figures such as Deion Sanders, Mo Williams, and Coach T.C. Taylor, further strengthening the University's athletics prominence and visibility.

A member of Kappa Alpha Psi Fraternity Inc., Mr. Robinson attributes his success to the people he surrounds himself with, emphasizing teamwork, strong leadership, and a shared commitment to the success of student-athletes.

Mr. Speaker, I rise today to recognize and honor Dr. Lawren M. Long of Jackson, Mississippi, a distinguished public servant, scholar, and community advocate whose leadership continues to make a meaningful impact across our state and Nation.

Dr. Long is a proud native of Jackson and a graduate of Jackson State University, where she earned both her Bachelor of Business Administration and her Ph.D. in Public Policy and Administration. She also holds a Master of Public Administration and a Graduate Certificate in Leadership from Belhaven University. Her academic journey reflects a deep commitment to advancing equity and opportunity through education.

She currently serves as the Eric Holder Public Policy Program Director and Assistant Professor of Political Science at Tougaloo College, where she is shaping the next generation of leaders. In addition, she serves as the National Policy Coordinator for Restaurant Opportunities Centers United, working to advance policies that support workers and strengthen economic justice nationwide. Her research and advocacy focus on critical issues such as poverty, food justice, public health, and community development.

Dr. Long's leadership extends beyond academia. She has played a key role in securing more than $12 million in funding to support initiatives across Jackson and the Mississippi Delta. She has also organized community programs, including food distributions, mentorship efforts, and civic engagement initiatives. She remains actively involved in service through leadership roles in several organizations, reflecting a strong commitment to uplifting communities and expanding opportunities.

Her work has earned her recognition as a rising leader, and she continues to inspire through her dedication, vision, and service. As a mother, educator, and advocate, Dr. Long represents the very best of Mississippi.

Mr. Speaker, I rise today to recognize and commend Asia Scott, a senior at Charleston High School in Tallahatchie County, for being named a finalist for the prestigious Mentor Memphis Grizzlies 2026 Mentee of the Year. This distinguished honor celebrates outstanding young leaders participating in mentoring programs across Mississippi and Tennessee.

The Mentee of the Year recognition highlights students who exemplify excellence through academic achievement, active engagement in mentoring organizations, meaningful community service, and participation in mentorship-related initiatives. Asia Scott's dedication, leadership, and positive influence within her community distinguish her as an exceptional nominee worthy of this recognition.

A proud member of Exquisite Pearls of Excellence, Asia continues to embody the organization's mission of empowerment, service, and excellence. Through her involvement, she has demonstrated a strong commitment to personal growth while uplifting and inspiring those around her.

Asia attributes much of her success to the guidance and support of her mentor, Kenshunda Thomas, a Charleston High School educator. Their mentorship reflects the profound impact of encouragement, leadership, and meaningful community connection in shaping the next generation of leaders.

Mr. Speaker, I rise today to honor and recognize the outstanding achievements of an exceptional student, Ja'Shun Adams.

Ja'Shun Adams is a senior at Madison Shannon Palmer High School in Marks, Mississippi, where he has distinguished himself as a dedicated student and leader among his peers. Throughout his high school career, Ja'Shun has demonstrated a strong commitment to academic excellence, leadership, and service.

During his time at Madison Shannon Palmer High School, Ja'Shun has been actively involved in several organizations that support leadership and student success. He is a proud member of the Beta Club, National Honor Society, FCCLA, and Teen Health Mississippi, where he has consistently worked to better his school and community.

Ja'Shun's academic achievements have earned him national recognition. He is the recipient of the prestigious National Merit Stamps Scholarship, an honor awarded to only 0.2 percent of students across the nation, making him the first recipient from the Mississippi Delta. This remarkable accomplishment highlights his dedication to academic excellence and his determination to succeed.

After graduating, Ja'Shun plans to attend the University of Mississippi, where he will major in Biological Sciences with plans to pursue Nursing. His long-term goal is to become a Nurse Anesthesiologist, a career that will allow him to serve others through healthcare and make a meaningful impact in his community.

Ja'Shun is the son of Latrasha Adams, whose support and encouragement have played a significant role in his academic journey. He also credits much of his success to the guidance of those who have supported him throughout his education. His favorite teacher, Ms. Hannah Watts, and his mentor, Mr. Ricardo Sacks, have played important roles in helping shape his academic path and inspiring him to pursue his dreams.

Mr. Speaker, Ja'Shun Adams represents the very best of Mississippi's young leaders. His commitment to education, leadership, and service serves as an inspiration to his classmates and community. Mr. Speaker, I rise today to honor a remarkable servant, Mrs. Morgan Hoben.

Mrs. Morgan Hoben, a native of Natchez, Mississippi, is a graduate of Natchez-Adams High School, Class of 2002.

With nearly a decade of service in the Natchez-High School District and two years in the classroom, she brings both experience and passion to her role as a high school teacher of Journalism, Oral Communication, and Debate. Mrs. Hoben's educational journey reflects her deep commitment to learning and growth. She is a graduate of Copiah-Lincoln Community College (Natchez Campus), The University, where she earned advanced credentials in education.

Her diverse academic background informs her dynamic teaching style and her ability to connect with students across disciplines. In the classroom, Mrs. Hoben is known for creating engaging, real-world learning experiences that empower students to find their voice, think critically, and communicate with confidence. She is especially passion about developing student leaders through journalism and debate, while also serving as a strong advocate for the arts and creative expression.

Beyond the classroom, Mrs. Hoben has a long-standing history of service to others and is an active member of several professional and community organizations. Her work reflects a deep belief in the power of education to transform lives an strengthen communities. Mrs. Hoben is married to Jason Hoben, and together they are the proud parents of two sons, Jack and Michael.

She remains committed to uplifting her students, her school, and her hometown of Natchez through education, service, and advocacy.

Mr. Speaker, I rise today to recognize and honor the life, service, and extraordinary achievements of Senator Joseph C. Thomas, Sr., a trailblazer, public servant, and devoted family man whose legacy has left an indelible mark on the State of Mississippi and beyond.

Born on June 25, 1949, Senator Thomas has dedicated his life to breaking barriers and opening doors for others. He is married to Elizabeth Wilburn, and together they have raised three children--Joe Thomas, Jr., Kirk Thomas, and Whitney L. Thomas--and are blessed with grandchildren who continue his proud legacy.

Senator Thomas' professional journey is one defined by courage, excellence, and historic accomplishment. He became he first African American hired to work at a bank in Yazoo City, Mississippi, marking the beginning of a distinguished career in banking and finance. On May 1, 1972, he made history again as the first African American hired at Delta National Bank. His leadership and dedication led to a series of groundbreaking achievements: he became the first African American Loan Officer in the State of Mississippi, the first African American Assistant Vice President at Delta National Bank, and later the first African American Vice President at Deposit Guaranty National Bank. After 30 years of exemplary service, he retired from an institution now known as Regions Bank.

Beyond his professional accomplishments, Senator Thomas has been a pioneer in education and public service. He was the first African American to serve as President of the Yazoo City Municipal School District and the first from Yazoo County to serve on the State School Board Association. His leadership extended into regulatory and civic roles, where he became the first African American Vice-President of the Mississippi Real Estate Appraisal Board and served as Vice Chairman of the Public Service Commission in Yazoo City.

His influence reached the national stage as well, serving as the first African American from his community on the National Board of Directors of the American Public Power Association

in Washington, D.C. He also demonstrated a deep commitment to community development as the first African American President of League Management Corporation in Yazoo City, providing essential housing services for the elderly and individuals with disabilities.

In public office, Senator Thomas continued to make history as the first African American State Senator from Yazoo County, representing Mississippi State Senate District 22 with integrity, vision, and dedication to his constituents.

Senator Thomas embodies the very best of public service--breaking barriers, uplifting communities, and paving the way for future generations. His life's work stands as a testament to perseverance, leadership, and an unwavering commitment to progress.

Mr. Speaker, I rise today to recognize and honor Mrs. Tonia Sims, a visionary event producer, creative director, and entrepreneur whose work has elevated the standard of excellence in the Mississippi Delta and beyond.

As the founder and driving force behind TLS Weddings & Special Events, Mrs. Sims has distinguished herself as a leader in the event production industry, known for curating sophisticated, experience- driven celebrations that blend modern elegance with cultural authenticity. Through her keen eye for luxury aesthetics and her unwavering commitment to client experience, she has transformed countless weddings, milestone celebrations and large-scale social events into unforgettable moments marked by precision, creativity, and intentional design.

Under her leaderships the TLS brand has expanded beyond traditional event services to include signature event series, high profile day parties, and immersive social experiences that attract diverse audiences and set a new benchmark for elevated entertainment in the region. Her productions ranging from upscale cocktail festivals to themed experiential gatherings are widely recognized for their vibrant energy, premium quality, and attention to detail.

Mrs. Sims' contributions extend well beyond her professional achievements. She has demonstrated a deep and ongoing commitment to community engagement and youth empowerment. Through the TLS Delta Entrepreneurial Scholarship, her organization awarded $10,000 in scholarships in 2025 to aspiring young entrepreneurs and is poised to continue this impactful initiative. Additionally, TLS provides scholarships to local high school seniors, reinforcing her dedication to education, economic growth, and the development of future leaders.

Her excellence and influence have earned recognition from respected organizations and institutions, including the Delta Business Journal, Higher Purpose Co., Alpha Kappa Alpha

Sorority, Inc., and the City of Greenville. These honors reflect not only her business success but also her meaningful contributions to the broader community.

At the heart of Mrs. Sims' journey is her strong foundation of faith and family. She credits her success to her faith in God, the support of her dedicated team, and the unwavering encouragement of her husband, Larnelle Bush, and their children, Kylon, Kaci, and Kelby. Together, they embody the values of perseverance, service, and excellence that continue to guide her work. Mrs. Sims has established TLS as more than an event brand--it is a platform connection, celebration, and opportunity.

Through innovation, professionalism, and a commitment to purpose, she continues to raise the bar for what is possible in her field.

Mr. Speaker, I ask my colleagues to join me in recognizing Mrs. Tonia Sims for her outstanding contributions to entrepreneurship, her community, and the advancement of creative excellence. Her work serves as an inspiration, and her impact will undoubtedly continue to be felt for years to come.

Mr. Speaker, after sitting on his hands while the men and women of the Department of Homeland Security went without pay, Speaker Johnson finally did what he should have done a month ago: join Democrats in passing the bipartisan bill to end the Republican DHS shutdown.

For months, congressional Republicans have resorted to complicated legislative maneuvers and symbolic, self-congratulatory resolutions rather than compromise with Democrats to reform DHS and end the disastrous Republicans DHS shutdown, which became the longest partial government shutdown in history.

Republicans manufactured this crisis, prolonged it for months, and forced thousands of public servants and their families to pay the price.

House Democrats are glad Congress will finally be able to fund these vital agencies and pay the men and women who serve this country. But Democrats will continue demanding major structural reforms at ICE and CBP in the face of their continued misconduct and abuses of power.

Mr. Speaker, I was saddened to learn of the passing of the phenomenal community leader, Mrs. Karen Sock, who spent decades advocating for cancer patients, students, and for a better South Mississippi.

Mrs. Karen Sock, born in Cleveland, Ohio, dedicated much of her life to public service and community uplift. She was a leader in a male- dominated field and led the way for women to reach the top at Coast Casino. In 1996, she became the Nation's first Black woman to lead a major casino company as a general manager at the original Harrah's Casino in Tunica. This paved the path for Mrs. Sock to open six casinos at various locations while she held leadership positions at other casinos, and effectively managed hundreds of millions of dollars in revenues for casino companies.

Later in life, Mrs. Sock co-founded Pathways2Possibilities (P2P), an interactive, hands-on, career exploration experience for 8th graders. Engaging, educating, and empowering students to seek out a variety of career opportunities with access to professionals and equipment. Since 2013, P2P has impacted over 124,000 8th graders and expanded their program to South Carolina and Tennessee.

Mrs. Sock was also a dedicated breast cancer survivor whose personal journey led her to become a passionate advocate for cancer awareness and support. She led local efforts in the fight against cancer through prevention, education, early detection, and survivorship as the appointed Coalition Chair of Mississippi Gulf Coast Region for the Mississippi Partnership for Comprehensive Cancer Control in 2025.

Mrs. Sock will be remembered for her unwavering commitment to service, her compassion for others, and the lasting impact she made on the lives of countless South Mississippi residents. In 2024 was awarded the annual John R. Blossman Humanitarian Award in recognition for P2P and her leadership during recovery efforts in the aftermath of Hurricane Katrina. She also received the Pat Santucci Spirit of the Coast Award in February 2026. Her legacy is reflected in the community she helped shape and the many individuals she inspired along the way.

Mr. Speaker, I ask my colleagues to join me in recognizing the late Mrs. Karen Sock for her phenomenal leadership in the community and education.

Mr. Speaker, let me summarize how we got here: Department of Homeland Security immigration agents killed two American citizens in Minneapolis. and Democrats demanded accountability from the Trump administration.

Instead of working with Democrats to enact meaningful reforms--to rein in the agencies that killed Renee Good and Alex Pretti-- congressional Republicans shut down the department. Now, Republicans are proposing to end their disastrous DHS shutdown by creating a multi- billion-dollar slush fund without any oversight at all.

We have seen this story before. Last year, when congressional Republicans gave more than $160 billion to Trump's DHS in the Big, Ugly Bill, then-Secretary Kristi Noem decided she wanted luxury private jets. This time. S. Con. Res. 33 directs the House Homeland Security Committee to spend up to $70 billion on U.S. Border Patrol, which Republicans say is only supposed to last for the rest of the Trump administration. That would mean for the next three years, Border Patrol's budget would triple. That's in addition to the billions of dollars they receive last summer.

And it gets worse: This budget resolution also directs the Judiciary Committee to spend an additional $70 billion for ICE. That is double ICE's annual budget per year--on top on the $75 billion gifted to them by Republicans in the Big, Ugly Bill.

Mr. Speaker, we need to oppose this reckless spending and fight for justice for Renee Good and Alex Pretti and all the folks who have been terrorized by the Trump administration. Vote ``no'' on S. Con. Res. 333.

Mr. Speaker, I rise today to recognize and honor Dr. Stacy J. White, a distinguished educator, scholar, and community historian whose work has made a lasting impact on the Mississippi Delta.

Born in Indianola, Mississippi, to Dorsey M. White, Jr. and Bernice Magruder White, Dr. White was raised in a family deeply rooted in the Delta's culture and history, fostering her lifelong commitment to education and the preservation of local heritage.

She graduated from Greenville High School and earned dual bachelor's degrees in sociology/social work and computer science from the University of Mississippi, a master's degree in computer science from Jackson State University, and a Ph.D. in instructional systems from Mississippi State University. As a graduate student, she contributed to the JSU/NASA Project and later worked as a computer image analyst at the John C. Stennis Space Center.

Dr. White returned home to the Delta, where she devoted more than 30 years to education as a tenured associate professor of computer science at Mississippi Valley State University, where she continues to teach part-time. She secured two NASA education grants totaling approximately $1 million to advance STEM education in the region, with research presented nationally and internationally. She is especially remembered for preparing her students with discipline, confidence, and a strong foundation for success.

Beyond the classroom, Dr. White has played a vital role in preserving Civil Rights history in Sunflower County. She organized multiple Civil Rights Reunions, reconnecting Freedom Summer volunteers and local activists, and served on the National Fannie Lou Hamer Statue Committee and as Co-Chair of the Dr. Clinton Battle Mississippi Freedom Trail Marker Committee. She also helped develop the Indianola Civil Rights History Driving Tour.

Her service includes leadership roles with the Mississippi Blues Foundation, the Sunflower County NAACP, the Indianola Historic Preservation Commission, and the Sunflower County Civil Rights Organization.

An accomplished author, Dr. White has produced essays and historical works that honor the stories, resilience, and legacy of Delta communities.

Mr. Speaker, I ask my colleagues to join me in honoring Dr. Stacy J. White for her outstanding contributions to education, history, and her community. Her legacy reflects a lifelong commitment to knowledge, service, and the preservation of our shared heritage.

Mr. Speaker, I rise today to honor the courage and legacy of a group of people whose actions helped move the state of Mississippi closer to justice. They are known as the Tougaloo Nine.

On March 27, 1961, nine students from Tougaloo College made a decision that many would have been too afraid to make. They walked into a whites-only Jackson Municipal Library and quietly took their seats to read. They understood the risk. In Mississippi at that time, that simple act could lead to arrest or worse. But they did it anyway, because they believed in something bigger than fear.

These students were not acting on impulse. They were disciplined, thoughtful, and committed to nonviolence. They had been guided by leaders like Medgar Evers and others who believed that real change required both courage and strategy.

When law enforcement arrived and told them to leave, they refused. They were arrested, jailed, and later convicted. Still, they did not back down. Their actions sent a message that access to knowledge, to public spaces, and to opportunity should not be determined by the color of your skin.

For too long, the story of the Tougaloo Nine has not received the recognition it deserves. But their impact is clear.

Mr. Speaker, the actions of the Tougaloo Nine helped lay the foundation for progress that would later be reflected in laws like the Civil Rights Act of 1964. I often say that progress comes because people are willing to stand up, speak out, and, in this case, sit down for what is right. The Tougaloo Nine showed us what that looks like.

I ask my colleagues to join me in honoring the 65th anniversary of their bravery, their sacrifice, and their lasting contribution to the ongoing fight for equality and justice in this country.
