Mr. Speaker, I rise today to recognize a moment of profound historical significance in the 2nd Congressional District of Mississippi--the unveiling of a Mississippi Freedom Trail marker at Delta State University on March 10, 2026, commemorating the 1969 Black Student Organization Student Sit-In. This event marks a pivotal chapter in the university's history and in the broader Civil Rights Movement in the Mississippi Delta.

During an era when desegregation efforts were unfolding across the South--often met with resistance--Black students at Delta State University courageously organized to confront inequality and injustice on their campus. While the story of James Meredith is widely known, the experiences of students at smaller regional institutions like Delta State are equally deserving of recognition.

Despite the university's legal integration, Black students endured discrimination in classrooms, social spaces, and campus life. They faced unfair grading practices, racial hostility, and exclusion from full participation in the academic community. In response, these students formed the Black Student Organization (BSO) in 1969, uniting to advocate for equity, dignity, and representation.

The BSO presented university leadership with a list of ten demands, including the hiring of Black faculty and counselors, fair grading policies, an end to racial slurs, and greater academic and cultural inclusion.

When their concerns were dismissed, students organized peacefully-- meeting, marching, and ultimately staging a sit-in at Kethley Hall on March 10, 1969. On that day, more than fifty students were arrested after refusing to leave the administration building. They were transported to the Mississippi State Penitentiary at Parchman, where they were held overnight. Their courage in the face of intimidation and injustice became one of the most significant civil rights moments in Delta State's history and student's bravery. Though met with resistance, their actions brought meaningful change. The university began to address inequities, including hiring more Black faculty and improving fairness in academic practices. More importantly, these students helped lay the foundation for a more inclusive and equitable campus environment for future generations.

Today, more than fifty years later, the Mississippi Freedom Trail marker stands outside Kethley Hall as a lasting tribute to their bravery and determination. It serves as a reminder that progress is often born from sacrifice, and that the voices of determined individuals can shape institutions and communities for the better.

Mr. Speaker, I ask my colleagues to join me in honoring the students of the 1969 Delta State Sit-In. Their legacy continues to inspire those who seek justice, equality, and opportunity for all.

Mr. Speaker, I rise today to recognize and honor Deputy Patrick Shell, a devoted public servant from Vicksburg, who was recently named Deputy of the Year by the Vicksburg Homecoming Benevolent Club. This distinguished honor reflects his decades of unwavering commitment to protecting and serving his community.

A lifelong resident of Vicksburg, Deputy Shell began his career in public service in 1991 with the National Park Service, where he served with distinction as an interpreter specialist before rising through the ranks to become Chief Ranger and later District Supervisor along the Natchez Trace Parkway. His leadership and dedication left a lasting impact on both his colleagues and the countless visitors he served.

Following his retirement from the National Park Service, Deputy Shell answered the call to serve once more, joining the Warren County Sheriff's Office. Now in his eight year with the department, he continues to demonstrate exemplary service as a bailiff, while also carrying out critical responsibilities such as delivering summonses, escorting inmates, and patrolling the historic Vicksburg National Military Park, where he resides.

Throughout more than three decades in law enforcement and public safety, Deputy Shell has encountered both the profound challenges and meaningful rewards that define a life of service. He has provided comfort in moments of tragedy, including assisting a young boy in coping with the loss of his father, and has also been instrumental in life-saving efforts, such as aiding a man experiencing a heart attack-- an act that contributed to the man's survival. These experiences underscore his compassion, professionalism, and steadfast dedication to others.

Deputy Patrick Shell's recognition as Deputy of the Year is a testament not only to his exceptional career, but also to the enduring values of integrity, selflessness, and dedication that he embodies. His continued service stands as an inspiration to his fellow officers and to all who are fortunate to call Vicksburg home.

Deputy Shell's commitment to service is matched by his devotion to family. He has been married to his high school sweetheart, Carolyn, since 1981, and together they have built a life grounded in faith, family, and community.

Mr. Speaker, I ask my colleagues to join me in recognizing Deputy Patrick Shell for his outstanding service and congratulating him on his well-deserved recognition.

Mr. Speaker I rise today to honor Mr. Marcus Walton, an extraordinary educator, community leader, and public servant. Mr. Marcus Walton's work reflects an unwavering commitment to excellence, service, and the advancement of the students and families he has faithfully supported for nearly three decades.

Mr. Walton is a proud 1991 graduate of Jefferson County High School. He continued his academic pursuits at Alcorn State University, earning a Bachelor of Science in Agricultural Economics in 1996. Demonstrating his dedication to lifelong learning and leadership, he obtained a Master of Science in Athletic Administration in 2010.

In 1996, Mr. Walton began his impactful career in education as a Teacher Assistant at Jefferson County Elementary School, simultaneously serving as an assistant coach for the girls' and boys' basketball teams. His deep-rooted passion for education and youth development later led him back to Jefferson County High School where he served diligently in multiple capacities. His roles included lead teacher, driver's education instructor, athletic director, head boys' basketball coach, and senior sponsor. These positions allowed him to touch countless lives, guiding students both academically and personally.

Mr. Walton's outstanding work ethic and leadership naturally led him into administration, where he served as Assistant Principal before accepting the responsibility of Principal Jefferson County High School. Now in his third year in this role, he has demonstrated exemplary, leadership. Under his guidance, the school earned a B accountability rating last year, achievement reflecting his commitment to academic rigor, instructional excellence, and a positive school culture.

Beyond his contributions to education, Mr. Walton is deeply engaged in civic and community life. He is a proud member of Kappa Alpha Psi Fraternity Inc., an inductee of the 2020 Alcorn State University Hall of Fame and currently serves as the Justice Court Judge for the Eastern District of Jefferson County. His service extends far beyond the schoolhouse, touching nearly every corner of his community.

Mr. Speaker, I rise today to recognize and honor an outstanding entrepreneur, community leader, and woman of faith, Ms. Vatrice Harmon, founder and chief executive officer of Born to Pop, a thriving gourmet popcorn and nuts brand based in Byram, Mississippi.

Ms. Harmon is a visionary whose journey reflects resilience, faith, and an unwavering commitment to excellence. Guided by her deep love for God and His Word, she lives by the principle found in Luke 12:48: ``To whom much is given, much is required,'' and exemplifies the belief that through Christ all things are possible. Her life stands as a testament to faith in action and purpose fulfilled.

Affectionately know as ``The Popologist,'' Ms. Harmon has transformed a simple concept into a flourishing enterprise, creating handcrafted gourmet products that bring joy and connection to communities across Mississippi and beyond. What began as a home-based dream has grown into a licensed manufacturing business, proudly recognized as a Genuine Mississippi-crafted product--symbolizing quality, creativity, and authenticity.

Beyond her entrepreneurial success, Ms. Harmon is deeply rooted in service. She serves as vice president of the board of directors for the Byram Chamber of Commerce and contributes actively to the Byram Mayoral Health Council, helping to lead impactful community initiatives. Her dedication to service is further reflected in her membership in Delta Sigma Theta Sorority, Incorporated, and her involvement at Redeemed Christian Ministries, where she serves on the Praise and Worship team.

A proud graduate of Provine High School and Alcorn State University, Ms. Harmon is also a devoted wife of 29 years to her husband, Mr. Norris Harmon, and loving mother to her two sons, JaNorris and TJ. She embodies the values of family, faith, and community leadership.

Zeta Phi Beta Sorority, Incorporated, was founded on January 16, 1920, at Howard University and is grounded in the principles of Scholarships, Service, Sisterhood, and Finer Womanhood. Chartered on June 16, 1988, the Xi Epsilon Zeta Chapter in Natchez, Mississippi, continues to uphold these ideals through impactful community engagement and collaborative service initiatives.

During the 2025-2026 sorority year, the chapter supported youth empowerment and voter registration drives; raised awareness for breast cancer and bullying prevention; conducted highway cleanups; and made donations to the Guardian Shelter for Domestic Violence, the VA Clinic, the Stewpot, and the Senior Citizens Center, among many other community service efforts.

Mr. Speaker, I rise today to honor and celebrate the life and legacy of Mrs. Laura Norwood Davis, a trailblazer, educator, servant leader, and devoted community advocate from Carroll County, Mississippi, whose extraordinary life of service left an indelible mark upon her community and our state.

Mrs. Davis lived a life defined by faith, education, and public service. A woman of strong conviction and unwavering dedication, she worked tirelessly to uplift others and expand opportunities for future generations. Her leadership helped shape educational progress and community advancement throughout Carroll County and beyond.

A faithful and active member of Helm Chapel Christian Methodist Episcopal Church, Mrs. Davis devoted many years of service to her church family. She faithfully served as church secretary and trustee and was an engaged member of the Missionary Society and the Board of Christian Education. Her commitment to Christian service reflected her deep belief in faith as a guiding force for both personal and community transformation.

Mrs. Davis was also a pioneering leader in education. She made history as the first African American woman elected to serve on the Carroll County School Board, breaking barriers and opening doors for others to follow. Her dedication to improving educational outcomes and advocating for students and educators earned her statewide recognition when she became the first recipient from Carroll County to be named School Board Member of the Year for the State of Mississippi. Through her leadership, she championed equity, excellence, and opportunity in public education.

Her professional and civic involvement extended far beyond the classroom. Mrs. Davis was a lifetime member of the Mississippi Association of Educators and remained actively engaged in organizations committed to civil rights, community development, and service. She was a proud member of the NAACP, the Carroll Development Association, and the Theta Pi Zeta Chapter of Zeta Phi Beta Sorority, Incorporated, where she exemplified scholarship, service, sisterhood, and finer womanhood.

Although she is no longer with us, throughout her life, Mrs. Davis demonstrated a steadfast commitment to empowering others through education, civic engagement, and faith-based leadership. She served as a mentor, advocate, and role model whose influence continues to resonate across generations.

Mr. Speaker, today I ask my colleagues to join me in honoring Mrs. Laura Norwood Davis for her historic achievements, her faithful service, and her enduring contributions to the people of Carroll County and the State of Mississippi.

Mr. Speaker, I rise today to honor Ms. Charve' Gibson, a student at Jefferson County High School.

Charve' Gibson is proudly celebrated by the Jefferson County School District, family, friends and community for being first Mississippian selected for the prestigious Nike Nationals Program. This program is an elite national platform reserved for the top high school track and field athletes in the country and designed to prepare them for collegiate and professional competitions.

Charve' earned this distinction after concluding her sophomore season ranked No. 7 in the Nation in the triple jump with a mark of 42 feet, 1.25 inches, and recording a long jump of 19 feet, 8 inches, After a seven-month break from competition, she recently returned to the track and continues her remarkable journey as a 46 time All American.

Charve' competed at the Nike Indoor Nationals in New York in March, representing Jefferson County and the state of Mississippi on a national stage. Special thanks to her coach, Coach Eddie Ray Jackson, for teaching her how to jump and the ongoing investment in her future.

Mr. Speaker, I ask my colleagues to join me in recognizing Ms. Charve' Gibson, for her dedication, discipline and excellence she continues to display. This honor reflects her hard work while showcasing the rising potential and excellence of the entire Tiger Nation in Jefferson County.

Mr. Speaker, I rise today to honor Mrs. Crystal Evans.

Crystal Evans resides in Crenshaw, Mississippi, with her husband, Joeseph. She currently serves as an Alderwoman for the town of Crenshaw and is in her second elected term, where she works collaboratively with the Mayor and Board of Aldermen to advance the town's vision as a ``Small Town with Big Dreams.''

Crystal earned her Bachelor of Social Work from the University of Mississippi and later obtained her master's degree from the University of New England. Following her graduation in 2015, she began her professional career at Region One Mental Health Center, where she served Quitman, Coahoma, and Tallahatchie counties as a Co-Occurring Disorder Specialist.

Driven by a strong commitment to community engagement and public service, Crystal later joined Health Connect America as a Mental Health Therapist. Her dedication to client advocacy, clinical excellence, and leadership development led to her appointment as Clinical Supervisor at Health Connect America in Senatobia, Mississippi, where she currently works. In this role, she provides clinical oversight, supervision, and support to ensure quality mental-health services for individuals and families across the region.

Crystal is deeply passionate about advocating for others, particularly vulnerable and underserved populations. Her civic service is grounded in her belief in listening to understand and acting with purpose and integrity. Through her work as an Alderwoman, she has focused on fostering growth, positive change, accountability, and resilience within the Crenshaw community.

Faith and service are central to Crystal's life. She is an active member of Pleasant Grove Missionary Baptist Church, where she serves as a choir member, conference call coordinator, deaconess, Bible class facilitator, and director of the Mental Health Ministry.

Crystal was initiated into Zeta Phi Beta Sorority, Incorporated, Upsilon Tau Zeta Chapter, on December 16, 2017. Through Zeta's principles, she has strengthened her commitment to sisterhood, service, leadership, and community engagement.

Crystal remains dedicated to building stronger communities through ethical leadership, and compassionate service, and a steadfast commitment to progress.

Mr. Speaker, after 40 days of this Republican shutdown of the Department of Homeland Security, this symbolic resolution is all that my colleagues on the other side of the aisle have.

Let's be clear: We are here today because Republicans who control the White House, the Senate, and this House have failed to govern. Their failure, and their failure alone, has produced this shutdown of the Department of Homeland Security.

Instead of sitting down to negotiate a serious path forward, they have brought us this: a nonbinding resolution that does nothing to reopen the Department of Homeland Security, nothing to pay its workforce, and nothing to make our country safer.

A resolution is not a paycheck. A resolution is not accountability. A resolution is not a substitute for governing. Transportation security officers are working without a paycheck right now. The men and women of FEMA, CISA, and across DHS are showing up every day, not knowing when they will be paid. They do not need our words; they need a check. They need this shutdown to end.

Let me be clear about where Democrats stand. Democrats have been fighting for the TSA workforce and the broader DHS mission long before Republicans discovered this week that DHS is more than ICE and CBP.

I, personally, have worked for more than one decade to give TSA personnel the same employment protection as other Federal workers. When TSA and the American Federation of Government Employees reached a collective bargaining agreement 2 years ago, I was proud to celebrate that milestone with them.

House Republicans voted against those very protections, and now, the Trump administration is moving to strip TSOs of their collective bargaining rights. This is a record.

This is how we got here: Donald Trump, Stephen Miller, Tom Homan, Kristi Noem, and Corey Lewandowski have tried to turn DHS into a national police force, a weapon for their political agenda, while systematically neglecting the critical missions of TSA, FEMA, CISA, and every other component outside of ICE and CBP. House Republicans watched it happen and failed to say a word, and Americans are less safe for it.

We are here because Americans saw their fellow citizens, Renee Good and Alex Pretti, gunned down by masked DHS agents in broad daylight for exercising their First Amendment rights. The American people have rightly demanded change.

We are here because thousands of employees have already left DHS as a result of Republican mismanagement and intimidation, leaving dangerous staffing gaps in some of the most technically demanding positions in the Federal Government.

H. Res. 1128 does not mention any of that. It does not mention that, for over 1 year, the Trump administration has withheld or delayed homeland security grants to State, local, Tribal, and territorial governments. Even before this shutdown, disaster survivors have had to wait for relief, and first responders have lacked the resources they need to protect their communities. Words on paper will not fix that. Only real action will.

The resolution does not mention that DHS and FEMA continue to withhold counterterrorism funding for nonprofits, synagogues, churches, and mosques, the very institutions that have been targeted by terrorist attacks on American soil.

A resolution is not protection. Funding is protection.

The resolution does not mention that the administration has politicized DHS' cybersecurity mission, leaving our critical infrastructure and Federal networks more vulnerable than they should be. This resolution will not secure a single network. Only leadership and funding will do that.

Let us tell the whole story here: The Trump administration caused this shutdown. The Trump administration has disparaged and diminished the DHS workforce since the first day it took office. The Trump administration has made the American people less safe in the process.

House Democrats have been at the negotiating table from the very beginning. We want DHS funded and reopened. We have said so consistently, and if House Republicans were sincere about ending the shutdown their own failures created, then they would work with us, fund the full mission of DHS, and answer the public's legitimate demand for accountability and reform of ICE and CBP.

Some Republicans are beginning to see the light, but who remains standing in the way? Donald Trump.

Don't just take my word for it. Republican Senator John Kennedy of Louisiana told FOX News on Monday night that when Senate Republican Leader Thune informed the President that his Conference was prepared to accept the Democratic compromise position, the President said: No deals with the Democrats.

It gets worse. The President is now attaching new conditions to ending the shutdown, including his so-called SAVE Act. That makes no sense. It has nothing to do with funding the DHS workforce. Yet instead of showing any leadership, House Republicans are backing the President's order to deploy untrained ICE officers into airports-- contrary to their mission and contrary to common sense--apparently, to intimidate travelers.

In fact, we have learned that in airports where ICE has been deployed, waiting times at TSA screening checkpoints have actually gone up. While all of that is happening, we are here debating a nonbinding resolution that will not pay a single TSO, will not reopen a single office, and will not make a single American safer.

The American people deserve better than this Republican failure theater. The DHS workforce deserves better. I urge my colleagues to stop the performance and start governing--not a resolution, but action. Mr. Speaker, I reserve the balance of my time.

I want to help my colleague out on the other side. Everybody in this country knows that Donald Trump is running everything. Nothing happens in Washington without Donald Trump's approval. Legislation is not passed unless he agrees with it. If they were strong enough, they would admit that.

Republicans run the executive branch. They run both bodies of the legislative branch, but now you blame Democrats on your inability to get things done.

Let me help you out.

This resolution does not pay one TSO, FEMA, or CISA employee. It doesn't pay a mortgage. It doesn't pay a car note. It doesn't buy groceries. Quit pretending like you are doing something to help the people.

Before this debate is over, I am going to give you a chance to put your mouth where it ought to be on this resolution.

But for this point, HSI's mission is not to walk in airports and assist ICE. That is not why they were created. They are an investigatory body. They ought to be out here in communities finding bad people. You have changed their mission. You--your President--has changed their mission, so they are now doing things for which they were not trained to do.

For the record, our loyal and faithful TSOs who you say you love, their training is from 4 to 6 months to make sure that individuals who get on planes don't have anything in their possession that would bring it down. Our ICE agents are trained for 47 days. Now, can you tell me how someone who is trained for 47 days is going to help somebody do a job where the training is almost double what is required?

The technology that they do in the screening, no ICE agent performs that. No TSO walks up and down an airport trying to keep crowds in line. That is not their mission, nor should they be harming people in communities like we have seen with our own eyes.

Let's get back to basics. If you really want to help our loyal TSOs, as you say, then let's pay them. Put a resolution on the floor that says you want to pay them right now, but you are afraid to do it because the White House is calling the shots.

Mr. Speaker, for the record, the CISA employees, over 1,000, were discharged by the DOGE committee before the shutdown occurred. We want to make sure the Record reflects that, so this shutdown does not comport with what was said by the speaker.

Mr. Speaker, House Republicans actually have the ability to stop this performance art and stop the shutdown of their own making today. We should send the compromised bill to reopen DHS to the Senate right now. Let us pay our TSA, FEMA, and CISA personnel, who will continue to reform ICE and CBP as the American people demand.

Mr. Speaker, this shutdown is a result of Republican's failure to govern. Democrats have been at the negotiating table for weeks, and the American people are demanding accountability and reform for ICE and

Mr. Speaker, one of President Trump's top informal advisers, Steve Bannon, recently said that the President's deployment of ICE to the Nation's airports was a ``test run'' before ICE's deployment to election sites during November's midterm elections.

Now, why, Mr. Speaker, would Immigration and Customs Enforcement be needed at State and locally run election sites?

The Trump administration has tried to make DHS and ICE into their private, politically-motivated national police to intimidate travelers at the airport now and voters at the ballot box in November.

That is why the American people are demanding that Congress reform ICE, but Congress could reopen the Department today while those reforms continue to be worked on. House Republicans and Donald Trump, however, are standing in the way.

Mr. Speaker, in closing, Republican failures have shut down the Department of Homeland Security for more than 40 days.

Before this Republican shutdown, the Trump administration did its dead level best to hollow out the Department and make America less safe.

At least 2,000 permanent FEMA staff have left that agency since the day Donald Trump took office.

$275 million in nonprofit security grant program funds remain stuck at DHS and FEMA instead of helping high-risk, nonprofit organizations like churches, mosques, and synagogues.

At the Cybersecurity and Infrastructure Security Agency, the Trump administration terminated, reassigned, or pressured into resigning nearly 1,000 employees.

The former CISA Acting Director said that the vacancy rate at the agency hampered its ability to fully support national security objectives.

The President's fiscal year 2026 budget called for roughly $500 million in cuts to CISA, including cutting programs meant to secure our elections from foreign bad actors.

At TSA, the Trump administration has moved to cut collective bargaining agreements meant to improve working conditions for the personnel keeping our airways safe.

For over a year, Republicans have failed DHS and the American people at every turn, yet Republicans are shameless enough to lecture us about supporting DHS.

Republicans have the power to end this shutdown today. Instead of wasting time on symbolic resolutions, they could pass H.R. 7481, the Democratic compromise proposal that would allow DHS to reopen while we continue to work on reforms to ICE and CBP, but instead, Republicans seem almost addicted to failure.

To my colleagues on the other side of the aisle: Take ``yes'' for an answer. Let's stop the failure theater and reopen DHS today.

Mr. Speaker, I rise today to honor the historic legacy of the Greenwood Voters League, an organization whose courage, persistence, and commitment to democracy transformed political participation in Greenwood, Mississippi, and helped advance voting rights throughout the Mississippi Delta.

Founded in the years following the passage of the Voting Rights Act of 1965, the Greenwood Voters League emerged at a time when African American citizens in Leflore County--despite being a majority of the population--were systematically excluded from meaningful political representation. Through grassroots organizing, voter education, and unwavering advocacy, the League worked to ensure that Black citizens could fully exercise their constitutional right to vote and participate in local governance.

Building upon earlier civil rights efforts in Greenwood led by local leaders and national organizations such as the Student Nonviolent Coordinating Committee, the Greenwood Voters League focused on converting voter registration gains into political power. The League played a pivotal role in mobilizing voters, endorsing candidates, and challenging discriminatory electoral systems that diluted the voting strength of African American citizens.

One of the League's most significant contributions came through its leadership in litigation challenging Greenwood's at-large election system. In 1977, members of the Greenwood Voters League became plaintiffs in a landmark Voting Rights Act lawsuit against the City of Greenwood, asserting that the city's form of government denied Black voters an equal opportunity to elect candidates of their choice. This legal action was part of a broader national struggle to enforce the promise of the Voting Rights Act and dismantle entrenched barriers to fair representation.

The long-term impact of the Greenwood Voters League is undeniable. Its work helped open the doors of local government to African American leadership and laid the foundation for greater political inclusion in Greenwood and throughout the Delta. Among those shaped by this movement was David Lee Jordan, an educator and civil rights advocate who went on to serve on the Greenwood City Council and later in the Mississippi State Senate, continuing the fight for voting rights, education, and equality.

The Greenwood Voters League stands as a powerful reminder that democracy is strengthened when ordinary citizens organize, persist, and demand accountability. Its legacy continues to inspire new generations to protect the right to vote and to participate fully in civic life.

Mr. Speaker, I rise today to recognize Ms. Jasmine Barnes, CPA, a financial strategist, senior audit leader, and civic servant whose work exemplifies integrity, accountability, and service to the public good. With more than a decade of experience across public accounting, financial institutions, and state government, Ms. Barnes has earned distinction for translating complex financial data into actionable insight that strengthens governance and protects taxpayer resources.

Ms. Barnes currently serves as Deputy Director of Internal Audit at the Mississippi Department of Transportation, where she oversees federally funded transportation programs, indirect cost compliance, overhead rate reviews, and multimodal project closeouts. Her leadership ensures cost allowability under federal regulations, reinforces audit integrity, and safeguards public funding across complex state and federal initiatives. She has completed hundreds of compliance reviews and routinely analyzes legislative measures impacting transportation finance and audit oversight.

In addition to her public service, Ms. Barnes is the Founder and Principal of J Barnes CPA, PLLC, where she advises individuals, businesses, and nonprofit organizations on tax resolution, compliance strategy, and financial systems improvement. Through negotiated settlements and proactive planning, she has secured more than $110,000 in cumulative client savings while helping organizations build sustainable, compliant financial operations.

Previously, Ms. Barnes held senior audit roles at Trustmark Bank and HORNE LLP, where she led internal, external, and compliance audits, conducted risk assessments, and strengthened regulatory preparedness across financial institutions while mentoring emerging professionals.

In 2025, Ms. Barnes entered the political arena, securing the Democratic nomination for Jackson City Council, Ward 1, on a five- pillar platform centered on fiscal responsibility, infrastructure, public safety, economic development, and recreation. Her campaign marked a historic milestone for Ward 1 and highlighted her commitment to principled, solutions-oriented leadership.

Ms. Barnes is a 2024 Mississippi Business Journal Top 40 Under 40 honoree and a recipient of the 2025 American Association of State Highway and Transportation Officials Dave G. Campbell Quality Award. She is a graduate of the University of Mississippi and is currently pursuing her Executive MBA at Millsaps College.

Beyond her professional achievements, Ms. Barnes remains deeply committed to mentorship, financial literacy, and educational engagement. She is a proud parent to her two sons, Kingston and Atlas, and believes that policy, professionalism, and purpose must work together to build stronger communities.

Mr. Speaker, I am honored to recognize Ms. Jasmine Barnes, CPA, for her exceptional service, leadership, and dedication to the people of Mississippi. Her work reflects the high standard of public stewardship our communities deserve.

Mr. Speaker, I rise today to recognize and commend an outstanding and dedicated public servant and community activist from Mississippi's Delta region, Senator Sarita Simmons.

Senator Simmons was born in Cleveland, Mississippi, and raised in a family deeply committed to public service. She is the daughter of Willie Lee Simmons, former Mississippi State Senator from the 13th District and current Central District Transportation Commissioner. Her mother, Rosie Simmons, served as the Bolivar County Circuit Clerk and made history as the first African American since Reconstruction to hold that position. From an early age, Senator Simmons was instilled with the values of leadership, perseverance, and service to community.

A proud graduate of Cleveland High School, Class of 1995, Senator Simmons went on to earn a Bachelor of Science in Educational Psychology from Alcorn State University in 1999. Following graduation, she moved to Georgia, where she worked in education and behavioral health, dedicating herself to supporting vulnerable populations. Prior to returning home, she was engaged in drug rehabilitation and outreach efforts in Atlanta, helping individuals and families rebuild their lives.

In 2004, Senator Simmons returned to Cleveland to manage her family's soul food restaurant, reaffirming her commitment to the community that shaped her. When her father chose not to seek re-election to Mississippi Senate District 13, encompassing parts of Bolivar, Sunflower, and Tallahatchie Counties, she answered the call to public service. She assumed office on January 7, 2020, becoming the first Black woman to represent the district in the Mississippi State Senate.

Upon her return to the Delta, Senator Simmons recognized a troubling trend: too many of her peers had been compelled to leave the region in search of opportunity elsewhere. Motivated by the Delta's ongoing brain drain, she has focused her efforts on recruiting industry, strengthening public education, supporting educators, and expanding access to affordable healthcare. She currently serves as Vice Chair of the Investigate State Offices Committee and on several key committees in the Mississippi Senate.

Beyond her legislative work, Senator Simmons is an active member of Delta Sigma Theta Sorority, Inc., the NAACP, the National Council of Negro Women, and the Bolivar County Democratic Executive Committee. Through these affiliations, she continues her lifelong mission of civic engagement and community empowerment.

Mr. Speaker, I rise today to recognize and honor Chelesa Carter of Greenville, Mississippi, for her outstanding leadership and historic service to Washington County.

In 2017, Ms. Carter was appointed County Administrator for Washington County, becoming the first African American woman to hold this distinguished position. In this executive role, she oversees the daily operations of county government, including administrative management, financial oversight, personnel administration, and the implementation of policies adopted by the Board of Supervisors. Her work ensures that county services are delivered efficiently, responsibly, and in a manner that serves the best interests of the citizens of Washington County.

Ms. Carter's appointment marked a significant milestone in the history of local governance in the Mississippi Delta. Her leadership reflects professionalism, integrity, and a steadfast commitment to public service. By breaking barriers and serving with excellence, she has paved the way for greater representation in government leadership and has set an example for future generations of women and young people aspiring to serve their communities.

Mr. Speaker, I rise today to recognize Command Sergeant Major Angela Ellis, a distinguished alumna of Mississippi Valley State University, for her historic service and leadership within the Mississippi Army National Guard.

On April 2, 1998, at the age of 17, Command Sergeant Major Ellis enlisted as a Private (E-1). After more than two decades of dedicated service, she achieved a historic milestone when she was promoted to Sergeant Major (E-9), becoming the first female promoted to this rank within the 210th Finance Support Group. She also made history as the first African American female Command Sergeant Major in the State of Mississippi.

Command Sergeant Major Ellis' achievement is especially noteworthy, as fewer than one percent of enlisted soldiers in the Mississippi National Guard attains the rank of Sergeant Major, the highest enlisted rank in the United States Army. Her career reflects sustained excellence, leadership, and commitment to mentoring the next generation of soldiers.

A native of Yazoo City, Command Sergeant Major Ellis is a graduate of Yazoo City High School. She attended Mississippi Valley State University from 1998 to 2002, earning a Bachelor of Science in Business Administration. During her time at the university, she participated in the ROTC program, was a member of the softball team--where she earned All-SWAC honors as a catcher--and also served as a statistician for both the football and basketball programs. She was initiated into the Epsilon Pi Chapter of Alpha Kappa Alpha Sorority, Inc.

Command Sergeant Major Ellis began her military career as a Finance Specialist assigned to Headquarters, 210th Finance Battalion. She completed Basic Combat Training and Advanced Individual Training at Fort Jackson, earning the military occupational specialty of 73C, Finance Specialist. She later obtained the 51C Acquisition, Logistics, and Technology Contracting Noncommissioned Officer specialty, further expanding her professional military expertise.

Throughout her career, Command Sergeant Major Ellis has demonstrated an unwavering commitment to leadership development, mentorship, and service. Her career progression reflects the importance of representation and opportunity within the armed services, following in the path of pioneering leaders such as Kamala Harris, who have helped broaden opportunities for women and minorities in leadership roles.

In her civilian capacity, Command Sergeant Major Ellis serves with the United States Property and Fiscal Office as a contracting officer within the Purchasing and Contracting Division. She remains actively engaged in her community as a member of the Omega Beta Omega Chapter of Alpha Kappa Alpha Sorority, Incorporated, and the National Guard Association of Mississippi.

Mr. Speaker, I rise today to honor Senator Reginald D. Jackson, a compassionate, and dedicated public servant devoted to the betterment of the community and success of others.

Reginald D. Jackson was elected to office in 2024 and is now serving his first term as the Democratic Senator for Mississippi's 11th District, which includes all or parts of Coahoma, DeSoto, Quitman, Tate, and Tunica Counties. In the Legislature, Senator Jackson serves on the State-Library, Appropriations, Corrections, County Affairs, Drug Policy, Environmental Protection, Conservation and Water Resources, Ethics, and Gaming Committees.

Since graduating from Georgia Southern University in 2008, Senator Jackson has spent his career in public service, workforce development, education, and community engagement. He has worked as a Work-Based Learning Coordinator and Business Community Liaison with Job Corps, a legal support specialist, an FAA-certified UAS pilot, a farmer, and an engineering technician. His broad professional background has given him firsthand insight into the challenges faced by families, workers, and rural communities across Mississippi. Following in the footsteps of his father, he joined the State Legislature in 2024. Since being elected, he has remained committed to advancing policies that strengthen public schools, expand access to health care, grow Mississippi's economy, and protect the rights of working families.

Senator Jackson has championed legislation supporting rural hospitals, advocating for mental health counselors in schools, and promoting fair redistricting and voting rights.

In the 2025 legislative session, Senator Jackson led a bipartisan effort to pass SB 2471, creating licensure standards for professional music therapists. He also authored legislation to return control of parks and property to communities such as his hometown of Marks, Mississippi. Driven by a desire to uplift all of Mississippi, Senator Jackson continues to dedicate his life to serving others and working for the betterment of his community and state.

Senator Jackson is a member of Pleasant Hope Missionary Baptist Church in Lambert, Mississippi. He is the father of four children. In his leisure time, he enjoys the outdoors, hunting, reading, and spending time with his family.
