Mr. Speaker, I rise today to honor a remarkable individual, A.W. Holt.

A graduate from Brinkly High School in Jackson, MS, where he participated in basketball, baseball, and track. A.W., who was also known as the ``Awesome Wonder'', attended Jackson State University (JSU) and graduated with a Bachelor of Science Degree in Education.

Holt played for the JSU Basketball Tigers and enjoyed a winning season each year while he was there. During his freshman year, his team won the Soutwestern Athletic Conference (SWAC) Tournament. The following season the Tigers won the Georgia Invitational Tournament, and he was selected as one of the tournament's Most Valuable Players. That year the team also won the National Association of Intercollegiate Athletics (NAIA) Championship. In 1968, Holt was selected to the ALL- SWAC 1st Team.

During his junior and senior years, Holt served as Captain of the JSU basketball team, and was pitcher for the JSU baseball team in 1968. The team won a SWAC Championship. In 1969, he received All-American Honorable Mention and appeared in the 1969 edition of Outstanding College Athletes of America.

His success did not stop at the collegiate level. In May 1969, the Dallas Chaparrals drafted Holt in the 3rd round of the American Basketball Association (ABA). He also played for the Chicago Bulls in the National Basketball Association (NBA). During his career, he played for the Scranton Minors, the Northwest Travelers, and the New Orleans Jazz.

Upon his return to Jackson, MS, Holt was employed at JSU as Assistance Director and then Director of the New Men's Dormitory. He participated in the Jackson City Basketball and Baseball Leagues as a player and an umpire.

In 2004, he retired from the Hinds County Sheriff's Department after 30 years of service. While there, he ws named one the three 1st Black sergeants and later 1st Black lieutenant at the Hinds County Sheriff's Department.

Holt and his wife Margaret have 2 sons, Christopher and Alvin. Alvin is deceased.

A.W. Holt was inducted in the Jackson State University Sports Hall of Fame in 2004.

Mr. Speaker, I rise today to honor a tenacious and self-motivated leader, Wendy Knight. Wendy Knight has shown what can be done through hard work, dedication, and a desire to achieve success.

Originally from Chicago, IL, Ms. Knight began her career as a teller coordinator with Bank of America. Throughout her 8 years there, she held a variety of roles with increasing responsibility, including personal banker, client service specialist, lead operations representative and teller supervisor.

Since moving to the Vicksburg area in 2013, Ms. Knight has been a financial relationship senior consultant with Regions Bank--focusing on proactively meeting the banking and financial service needs of her clients. In January 2023, Wendy was named Branch Manager of Mutual Credit Union at the Clay Street location.

Mr. Speaker, I ask my colleagues to join me in recognizing Wendy Knight for her passion and dedication to provide good customer service to the Warren County community.

Mr. Speaker, I rise today to honor a remarkable servant, Adrian Miles Forrest.

Adrian Miles Forrest was born on July 17, 1992, to parents George Sr. and Stephanie Forrest and reared in Grenada, Mississippi. Mr. Forrest attended and graduated from Grenada High School and furthered his studies at Holmes Community College in Goodman, MS. Mr. Forrest then furthered his career by attending Mississippi Valley State majoring in Music Education, where he accumulated more knowledge in arranging and recording.

With a God given gift and talent, throughout his years being exposed to Gospel Quartet background, Mr. Forrest is known for his collaborations with many others with his bass guitar and guitar riffs in hip hop, gospel, southern soul, rhythm and blues, and traditional blues. Mr. Forrest is also known in the blues society as the bassist for the late McKinley Morganfieid, better I known as ``Muddy Waters'', great nephew Keith Johnson, which is also known as the Keith Johnson and The Big Muddy Band.

On February 5, 2023, Mr. Forrest made black history. He is the first black male in Grenada, MS, to receive his first Grammys Award. He and his team won the Best Roots Gospel Album, which is called The Urban Hymnal featured by Tymble and the Aristocrat of Bands, better known as Tennessee State Marching Band.

Mr. Speaker, I rise today to honor a hardworking and dedicated public service worker, April F. Christon.

April Christon was born April Spencer on April 1, 1985, in Marks, MS, to Joyce Tennin Spencer and the late James Jones. She grew up on a home with her mother and 2 of her siblings in Lambert, MS. April attended school in the Quitman County School District and graduated with honors from Madison S. Palmer High School in 2003. While in high school, April gave birth to 2 daughters. Despite being a young, teenage mother, April had hopes and dreams of a better life and was determined to continue her education. With the support and assistance from her mother, extended family members, and friends, April went on to pursue postsecondary education at Mississippi State University in Starkville, MS. In 2008, April graduated from MSU with a Bachelor of Science degree in Educational Psychology with an emphasis in Art. In 2009, April married her husband, Marcus Christon. They share 3 children together and settled in Batesville, MS.

April went on to start her career in the public service field by counseling individuals with severe mental health, behavior, family, and alcohol and drug issues. While gaining work experience and becoming more knowledgeable in her field, April decided to go back to school and pursue more education. She received her Master of Science in Continuing Education in Counseling and Psychology from the University of West Alabama in 2012. She also received a post graduate certificate in Rehabilitation Counseling from the University of North Texas in 2018. April currently works for the Mississippi Department of Rehabilitation Services (MDRS) in the Office of Vocational Rehabilitation, heading the Supported Employment division. April serves the state of MS by assisting Mississippians with most significant disabilities with services to obtain and maintain competitive integrated employment. She is a member of the National Rehabilitation Association (NRA) and the Rehabilitation Association of MS (RAM). She also assists with the Project SEARCH program within MDRS, which recently was awarded the 100% Outcome Award for her work with Merit Health River Region Hospital in Vicksburg, MS, and the Excellent Outcome Award for her work with MS Baptist Medical Center in Jackson, MS.

Not only does April serve her community and state in public service through her professional work, but she also serves her community through volunteering her time in various organizations and programs in Panola County. April, along with two others, founded a non-profit organization, Pure Justice, Inc., that is focused on the positive development of youth and their artistic talents. This organization was developed to provide social and educational activities for children and youth in Batesville, MS, Panola County, and surrounding areas. Within the organization, Pure Justice dance team was formed and has been a productive part of the community, promoting physical fitness and wellness, and traveling and participating in dance recitals and competitions. April is an active member of Delta Sigma Theta Sorority, Inc. and diligently serves in her local chapter by helping implement programs to benefit the local community. She also serves on the administrative team of Connor Disaster Relief organization, which is a disaster relief organization that helps people in Panola County and the surrounding counties with disaster relief aid. April loves the act of service--for God, her family, her community, and for the people that seek assistance.

Mr. Speaker, I rise today to honor a remarkable individual, Ms. Anderson.

Shirlene Anderson is the former deputy director of the Mississippi Bureau of Narcotics (MBN), where she retired after 32 years of service. Shirlene's law enforcement career began in 1976, when Doris Johnson- Holt and Shirlene Anderson made history together, becoming the first 2 Black/African American females to serve as agents of the Mississippi Bureau of Narcotics (MBN).

When Shirlene Anderson was promoted through the ranks from Agent, to Sergeant, Lieutenant, Captain, Major to Lieutenant Colonel she became the first female. During her tenure with MBN, she served as District Supervisor of a field office responsible for narcotics operations in 10 counties.

She also served as Regional Supervisor of 4 field offices in North MS (Greenwood, Oxford, Tupelo and Starkville). In October 1997, she was appointed as Chief of Enforcement/Deputy Director, (Lieutenant Colonel) where she managed enforcement operations for the entire State of Mississippi Bureau of Narcotics.

Shirlene retired in 2004 from the Mississippi Bureau of Narcotics. On July 7, 2005, Shirlene Anderson was appointed first female Chief of Police for the City of Jackson, MS Police Department (Capital City). Shirlene is a graduate of Mississippi Valley State University where she completed her bachelor's degree in education.

She is a graduate of the Mississippi Highway Patrol Class 47B, Sep 1991 (MLEOTA, Whitfield, MS). She also graduated from the Drug Enforcement Administration (DEA) National Academy and The Federal Bureau of Investigation (FBI) National Academy. Shirlene volunteers with a program, ``Getting Ahead while Getting Out'' with the Central Mississippi Correctional Facility and a Board Member of Alcohol Services Center, Inc.

Shirlene has volunteered with the National Federation of the Blind, and Mississippi Commission for Volunteer Service/Connect 1 Summits. Shirlene is a lifetime member of National Organization of Law Enforcement Executives (NOBLE), Mississippi Valley State University Alumni, and a Member of Pleasant Springs Baptist Church in Leland, MS.

Some of the State and Federal drug investigation cases Shirlene was involved in: Frederick Dotson, Greenville, MS seized firearms, crack, powder Cocaine and money during the investigation; James ``J. J.'' McNeil, California millionaire and drug kingpin, heroin, cocaine, and marijuana; Jeff Fort, Chicago, IL and MS conspiracy, drugs, and weapons conviction; Fort Co-founder and leader of Black P. Stones and Founder of El Rukn Chicago; James Albert ``Sonny'' King Tallahatchie County, Hattie Ray King, Johnny Wayne King, and Jerome Lewis charged in distributing of cocaine and marijuana.

Mr. Speaker, I rise today to honor the life and service of Isadore Thomas, Sr.

Isadore Thomas, Sr. departed this life on January 14, 2023, at the age of 77, with his loved ones by his side in Jackson, MS at the Mississippi Baptist Medical Center. He was born to the late Mable Wade Thomas and Anderson Thompson on August 5, 1945, in Holmes County.

He received Christ early in life and became a member of Holly Grove Missionary Baptist Church. Isadore graduated from Tchula Attendance Center. He worked for Baldwin, J.J. Ferguson, and Mileston Headstart Center throughout his career. He operated the family store formally known as Anderson's Store for over 4 decades which became known as

Mr. Speaker, I rise today to honor a hero, Norma Michael. This Jackson, Mississippi native was on a mission to bring fresh fruits and vegetables to her neighbors, taking on the task by buying an overgrown lot on her street and planting a garden. The retiree is now feeding the elderly and other residents and hoping to inspire the start of more gardens in the inner city.

``The Lord just said Norma start a garden,'' said Norma Michael. In 2020, across the street from Michael's Powers Avenue home was a lot owned by the state that sat empty for more than 20 years. She purchased it for less than $500 with a vision.

``When I got the property, I was like, well, this will be a mighty big garden for just me,'' said Michael. ``So, I said, `Well, I'll share it with my neighbors.' ''

The Air Force vet and retiree had no experience planting, and after clearing the lot and much hard work, it's now the ``Sharing is Caring Neighborhood Block Garden.'' In it are rows and rows of corn, tomatoes, greens, beans, melons, strawberries, and more.

``I come out here. I tend the garden,'' said Michael. ``I have one neighbor that helps me to plant things, and I come out in the mornings, and I water and harvest, and then I offer the harvest to my neighbors.'' Ninety-one-year-old Clara Triggs lives just a few doors down from the garden. ``She brings me so many things, and everything she brings is my favorite,'' said Triggs.

Since starting her garden, she has started a non-profit to try to turn her small garden into something bigger. She has also received donations to help her continue the good work.

Mr. Speaker, I ask my colleagues to join me in recognizing Norma Michael for her service in the U.S. Air Force, her community and for being an exemplary citizen in the state of Mississippi.

Mr. Speaker, every year, there are thousands of people who are victims of human trafficking in America.

Over the past two decades, the number of trafficking victims has steadily and disturbingly increased.

Human traffickers subject their victims to forced labor, debt bondage, or sexual exploitation by using violence, manipulation, or false promises.

This criminal activity are not just human rights abuses; they compromise national and economic security and harm the well-being of communities everywhere.

The Department of Homeland Security (DHS) leads the Federal Government's efforts to identify, disrupt, and dismantle complex domestic and cross-border human trafficking organizations.

Given that multiple DHS components are involved in this effort, it is important that there be standing and robust coordination mechanisms to ensure the Department is working to combat this threat effectively and efficiently.

That is why I support passage of the ``Countering Human Trafficking Act of 2021,'' the Senate version of legislation introduced by my friend and the ranking member of the Committee on Homeland Security, Representative John Katko, and which I am a proud original cosponsor.

This legislation codifies DHS's Center for Countering Human Trafficking, a cross-component operations center that brings together 16 DHS agencies and offices to ensure they are working collaboratively.

As Chairman of the Committee on Homeland Security, I have long supported legislative efforts to improve the capabilities of U.S. law enforcement to disrupt and dismantle these dangerous human trafficking organizations.

Furthermore, Ranking Member Katko and I led an effort last year to include important anti-human trafficking legislation in the ``National Defense Authorization Act for Fiscal Year 2022.''

Known as the ``DHS Blue Campaign Enhancement Act,'' this legislation improved DHS's communication and education materials on human trafficking awareness and prevention.

I am confident that S. 2991 will build upon the success of the Blue Campaign.

Mr. Speaker, I encourage my colleagues to come together to stand against the exploitation of the most vulnerable among us and join me in supporting S. 2991.

Mr. Speaker, I am pleased that we are closing out the Congress with overwhelming bipartisan support for 23 important measures to make our communities more secure and improve Department of Homeland Security operations in the National Defense Authorization Act for Fiscal Year 2023.

I am particularly pleased that we were able to reach agreement on the Nonprofit Security Grant Program Improvement Act to expand and strengthen this vital program so that more nonprofits and houses of worship can access security assistance at this time of heightened threats of violent extremism and terrorism. With antisemitic and other violent threats on the rise, it is clear this legislation is needed now more than ever.

I also want to thank Ranking Member John Katko, as he retires from Congress, for his contributions to the Homeland Security Committee and his critical support throughout this process for the Committee's bipartisan package found in Division G of the NDAA.

While the package reflects the contributions of so many of my colleagues, l would like to give special acknowledgment to Congresswoman Val Demings who championed the Homeland Security Capabilities Preservation Act. This legislation directs DHS to explore ways to provide needed bridge funding to cities to preserve homeland security capability gains accomplished through the Urban Area Security Initiative grant program when they no longer receive such funding.

With respect to cybersecurity, I am pleased that we were able to reach agreement on bipartisan provisions that originated in the Committee on Homeland Security. They include Congresswoman Elissa Slotkin's legislation to reauthorize the Secret Service's National Computer Forensics Institute, Congresswoman Elaine Luria's bill to authorize DHS's President's Cup Cybersecurity Competition, and legislation authored by Congressman Eric Swalwell aimed at improving DHS's cybersecurity training to protect industrial control systems.

While I am enormously proud of the bipartisan homeland security provisions that were included, I would be remiss if I did not acknowledge my disappointment that we were not able to reach agreement with the Senate on amending the law to treat TSA's workforce like most other Federal employees or authorize the vital work of DHS's Office of Civil Rights and Civil Liberties. We will continue to seek an agreement on these critical measures.

Lastly, I am particularly proud that the NDAA honors my late friend, Congressman A. Donald McEachin, by including his bill, the DHS Mentor- Protege Program Act, to help small businesses better compete for DHS contracts. It is a fitting tribute to my friend that we came together to pass a bill to open doors of opportunity to small businesses-- something that he was passionate about doing.

Madam Speaker, I rise today to honor a tenacious and self-motivated leader, Dellie C. Robinson. Dellie C. Robinson has shown what can be done through hard work, dedication, and a desire to achieve success.

Robinson, the longtime Vicksburg High School (VHS) boys' basketball coach, led the Gators to the 2003 MHSAA Class 5A Championship, and to the state championship game in 2011 and 2014, during a 25-year run.

Robinson won nearly 800 games in almost 30 years as a coach at VHS and Canton High School. He was at VHS from 1992 to 2017 and won more than 400 games there.

Robinson was known as one of the best basketball coaches in Mississippi, and he was inducted into the 2022 Vicksburg Warren School District Athletic Hall of Fame.

Madam Speaker, I ask my colleagues to join me in recognizing Dellie C. Robinson for his passion and dedication to the Vicksburg Warren School District.

Madam Speaker, I rise today to honor a remarkable leader, Emmanuel Forbes, Jr.

Emmanuel Forbes, Jr. is a native from Grenada, MS. He is also a 2020 graduate of Grenada High School. Emmanuel was a dominant

football player while in high school. After graduation, Emmanuel committed to Mississippi State University (MSU), where he is a member of the MSU Bulldogs football team. Emmanuel Forbes, Jr., who is a defensive back, has made himself into one of the top players at his position. He has caught the eyes of NFL scouts and ESPN draft experts. Mel Kiper, who is the head coach of the MSU Bulldogs football team, has Emmanuel projected to be taken in the middle of the second round in the 2023 NFL Draft, if he were to declare to go pro after the football season.

Emmanuel is a semifinalist for both the Chuck Bednarik Award, which is awarded to the nation's top defensive player, and the Jim Thorpe Award, which is awarded to the nation's top defensive back. If Emmanuel makes the finalist list, he will travel to Orlando, FL, for the awards ceremony, which will be televised on ESPN on December 3, 2022.

Emmanuel led the Bulldogs with 5 interceptions through 10 games, which is tied for second-most in the nation and ranks second in MSU single-season history. Emmanuel has 13 career interceptions, which leads the nation since 2020, and is the most active among SEC players. Emmanuel set the MSU and Armed Forces Bowl record with a 90-yard interception return for a touchdown.

Madam Speaker, I ask my colleagues to join me in recognizing Mr. Emmanuel Forbes, Jr. for his dedication, passion for leadership, and desire to be an example for all.

Madam Speaker, I rise today to honor a tenacious and self-motivated leader, Samuel ``Sam'' Washington. Sam has had a fascination for aviation since he was young and had his sights set on the skies.

Sam grew up on a farm northwest of Yazoo City, MS. After being educated in the Humphreys County School System in Belzoni, he attended Mississippi Valley State University for two years before finishing his degree in management at Delta State University in 1986. After college, he spent a brief tour with the U.S. Air Force. After he persevered and pursued education, this prepared him for his current job as Director of the Greenville Mid-Delta Airport. In 2003, Sam took a job as director of purchasing at DSU. While there, he took the opportunity of free tuition for employees to earn two master's degrees, one in business and the other in commercial aviation. In 2010, he left to open his own consulting firm.

Sam became a management instructor in the aviation department at DSU and worked part-time with the Vicksburg Municipal Airport. After that, he took his present job at the Greenville Mid-Delta Airport in 2018.

The other person, other than his wife, Barbara, that he respects most, is his father, Clinton Washington, Jr. He is who Sam aspire to be as a man.

Sam is Pastor of Cornerstone Christian Worship Center in Cleveland, MS, where he not only preaches, but takes care of the property. That combined with home projects does not leave a lot of time for other activities. Although he doesn't get to do a lot of flying, that is his number one hobby.

Madam Speaker, I ask my colleagues to join me in recognizing Sam Washington for his dedication to advocacy for airport economic improvements and his selfless service to the Greenville Mid Delta Airport and the Mississippi Delta Region.

Madam Speaker, I rise today to honor a tenacious and self-motivated leader, La'Curtis Jamon Powell.

La'Curtis Jamon Powell was born and raised in Jackson, MS, on January 28, 1997, to the parents of Dorothea Powell and David White. Powell graduated from Forest Hill High School in 2015, where he participated in various organizations such as Track, Cross Country, DECA, and Student Council. Upon graduating from Forest Hill, Powell received Junior Class Favorite, Mr. Senior, and Most Spirited Senior. After high school Powell immediately enrolled at Thee Jackson State University, where he received a Bachelor Degree in Criminal Justice and minor in Military Science. Throughout his tenure at Jackson State University, he has been active in many student organizations.

Through his on-campus involvement, Powell was able to cultivate his natural born leadership skills. One of his biggest accomplishments was chartering the Young Democrats freshman year. His involvement in the process to gain active status for the organization led to Powell receiving an internship with the Mississippi Democratic House Party and later becoming a Campaign Coordinator for then- presidential candidate Hillary Clinton at Jackson State University.

Furthermore, Powell made great strides to improve the well-being of each student at Jackson State on and off campus. He even hosted free ACT workshops for Jackson Public School students. Powell is also Spring 2017 initiate of the Delta Phi chapter of Alpha Phi Alpha Fraternity, Inc. Powell also served as the 73rd Student Government Association President, while simultaneously serving as the Vice president for the Student Body President Council under The Institution of Higher Learning and The Legal Affairs Director for The National Consortium of all HBCUs Student Government Association Presidents.

Now in his career, Powell works as an American Airlines Flight Attendant, based in Charlotte, NC. He is also a commissioned officer in the United States Army as 1LT Powell. Throughout his military career, 1LT Powell served as the Battalion S-1 OIC and HHC Company Commander for the 365th HHC Combat Sustainment Support Battalion located in Jackson, MS, 2019-2021.

1LT LaCurtis Powell currently lives in Atlanta, GA, where he is currently stationed at Fort Gillem as 3rd Medical Command (Deployment Support) and is the Aide de Camp to Brigadier General Peder Swanson, while simultaneously serving at the Innovative Readiness Training (IRT) Program Manager for the entire division. As the IRT Program Manager, 1LT Powell provides free medical services such as Dental, Behavioral Health, Veterinary, Family Practices, and Optometry to rural areas and low incomes citizens. Powell is also seeking his Masters in Student Affairs at The University of Arkansas Tech, while being a national active member in his fraternity and Alma Mater Thee Jackson State University.

Madam Speaker, I rise today to honor Daniel Vassel.

Daniel Vassel was born and raised in Mound Bayou, Mississippi, a town founded in 1887 by former slaves. Mr. Vassel is 50 years old, and a retired County Administrator of Coahoma County. He was the first African American to hold that position in Coahoma County. He is the Owner of the Vassel Consulting Group, LLC. Mr. Vassel's highly effective programs on leadership development, team building, and motivation have received rave reviews from leaders and aspiring leaders in many states. As a certified and accomplished facilitator, Mr. Vassel has shared proven techniques from his many successful years in economic development and public service. He motivates others to not only learn, but to also practice the leadership skills he teaches.

As the featured speaker at hundreds of conferences, leadership seminars, and company meetings over the last 15 years, his customized presentations have provided participants with ``best in class'' tools to make them better leaders. He has spoken to groups from five to five hundred people and still renders the superior delivery and passion he has become known for. He is also the Owner of Daniel Vassel Photography, LLC., where specializes in wedding, children, engagement, and event photography.

Mr. Vassel is best known as a man of compassion, dedication, wisdom, and insight. He regularly attends and serves at Compel Church in Horn Lake, MS. Mr. Vassel attended and graduated from John F. Kennedy High School in Mound Bayou. After earning his high school diploma, he enrolled at Alcorn State University, where he obtained a Bachelor of Science Degree. Upon graduation from Alcorn State University, he began his professional career with the Mississippi State University Extension Service as a Farm and Family Economic Education Agent, where he conducted educational programs and information on the sources, uses, and interpretation of economic data.

After working for Mississippi State for 10 years, he began working for Delta Council in Stoneville, Mississippi as the Business, and Industry Outreach Coordinator. At Delta Council, he served as a resource and coordinator for development strategies including industrial and business recruitment, business retention programs, Delta informational database, as well the Delta Project (A partnership between Delta Council and Mississippi State University). He furthered his career later with Tunica County as the Program and Project Coordinator, where he coordinated and assisted with existing and new county projects. Mr. Vassel later served as Special Projects Officer, Assistant County Administrator, and County Administrator of Coahoma County.

He has served on numerous Boards and Committees including the Clarksdale/Coahoma County Industrial Foundation Board of Directors, Chairman; Coahoma County Industrial Foundation Board Marketing Committee, Vice President; Carnegie Public Library Board of Directors; Rho Alpha Chapter, Omega Psi Phi Fraternity, Inc.; Tunica County Chamber of Commerce Board of Directors & Education Committee; Robinsonville Rotary Club; Clarksdale/Coahoma County Chamber of Commerce Board of Directors, Past Chairperson; Clarksdale/Coahoma County Chamber of Commerce Education Committee, Board Member; Clarksdale Municipal Public School District; Leadership Clarksdale Board of Directors, Member and Past President; Clarksdale Habitat for Humanity; Youth Leadership Clarksdale Board of Directors; Mississippi State University Extension Service Marketing Task Force; Friends of the Carnegie Libary Board of Directors, Team Leader; Coahoma Community College Rural Community College Initiative, Founding Member and Past President; Clarksdale Crime Stoppers Board of Directors, Past President; A Proactive Approach for Children; North Delta Community Development Corporation Board of Directors; Coahoma Community College District Workforce Council; and, Northwest Community College District Workforce Council. Mr. Vassel and Tana Lisa Pittman Vassel are the proud parents of Daniel Vassel, Jr. and Alyssa Grace Vassel.

Madam Speaker, I ask my colleagues to join me in recognizing Daniel Vassel for his dedication to serving his community and this great state.

Madam Speaker, I rise today to honor a hero, Marsey Randall. Randall has shown what can be done through hard work, dedication, and a desire to achieve success. Marsey Randall, a Jackson, MS, native, came from a military family. She was reared up in Pearl, MS, and was a member of the very first Reserve Officer Training Corp (ROTC) class at Pearl High School in 1986.

Randall joined the Navy in 1990 and remained on active duty for four years. Her first duty station was in Roosevelt Roads, Puerto Rico, serving in the Signalman rating, which later merged with Quartermaster, and ultimately to Boatswain's Mate. She served as a deck seaman on tugboats escorting ships in and out of port, and ferrying passengers, including distinguished visitors (VIPs). She then transferred to USNS Guadalupe (TAO 200), a West Coast underway replenishment oiler, and served out her enlistment there.

Seven years after her enlistment ended, she joined the Naval Reserves in October 2001, and was attached to the Navy Operational Support Center (NOSC) Meridian and would often drill in Gulfport. Very interesting timing for sure. That was just a month after September 11, 2001. She was assigned to the Navy Expeditionary Logistics Support Group and then on extended deployment to the middle east. She spent the better part of three years (2006-2008) at Mohammed Al-Ahmad Kuwait Naval Base and U.S Army Installation Camp Arifjan, Kuwait, which accommodates elements of the Navy, Marine Corps, Air Force, and Coast Guard, in addition to military personnel from the United Kingdom, Poland, Romania, Australia, and Canada. Randall received predeployment training at Naval Base Norfolk in Norfolk, VA, and at Fort Eustis in Newport News, VA.

Randall and other Battalion staff were trained in the use of weapons, driving tactical vehicles, first aid, small unit tactics, hand-to-hand combat, and the procedures and standards required of items and personnel re-entering the United States from overseas. That training earned her a certification as a Customs Border Clearance Agent.

When not deployed, Randall continued her formal education and earned a bachelor's degree in early childhood education and family planning in 2011 from Jackson State University. Even while she was in the Reserves, she continued educating young people. She began a twenty-year teaching career in California and completed it back in Mississippi. She also served as an independent contractor assisting elderly people with transportation and health needs.

Around that time, she began to think seriously about starting her own business. When the pandemic hit, the idea to open a Rage Room made perfect sense because it was needed--so much frustration and anguish, so many people needed to vent. Whether from unresolved anger, depression, anxiety, grief, or trauma, the Rage Room has become an outlet to express such pain by breaking objects in a room.
