Mr. Speaker, I attended the Medal of Honor Ceremony for David Bellavia, my constituent, at the Pentagon. Had I been present, I would have voted ``yea'' on rollcall No. 420; ``yea'' on rollcall No. 421; ``yea'' on rollcall No. 422; ``yea'' on rollcall No. 423; and ``nay'' on rollcall No. 424.

Mr. Speaker, I rise today to honor Iraq war veteran David Bellavia, who is, tomorrow, receiving the Medal of Honor from President Trump.

On November 10, 2004, while clearing a block of houses in Fallujah, Iraq, then-Staff Sergeant David Bellavia's platoon came under attack. David quickly rose to action and charged into a house where his men were trapped. He provided cover fire, which allowed his men to safely exit the building.

David then reentered that house, going floor to floor and neutralizing the threat by individually killing four insurgents and wounding a fifth in what can only be called an epic battle.

That day, David Bellavia rescued an entire squad and cleared an insurgent stronghold, protecting his platoon from further threat.

Tomorrow, President Trump will award David the Medal of Honor for his heroic actions, becoming the first living Iraq war veteran to be so honored.

Congratulations to my constituent and my friend. Most importantly, we thank David for his heroic actions and his service to our country.

Mr. Chairman, I rise in opposition, but I do support the amendment.

Mr. Chairman, I support this amendment introduced by Congressman Pascrell, and I am a proud cosponsor in this bipartisan effort to address the increased rate of cancer incidents with firefighters.

While common sense tells us these emergency responders frequently inhale smoke and other harmful substances, it is essential that a link is identified between specific chemicals and diseases and cancers in order to provide more safeguards for our first responders.

This registry will allow the Centers for Disease Control to compile a large database of cancer incidents amongst firefighters, and through expanded research, we hope to develop new technologies, protocols, and safeguards for these brave men and women.

Mr. Chair, I want to thank Chairwoman Lowey and Ranking Member Granger for providing increased funding to the Firefighter Cancer Registry compared to last year; however, it is vital that we secure the full authorized amount of $2.5 million to ensure the registry can be fully implemented by the CDC.

Mr. Chair, I am proud to have worked with Congressman Pascrell in passing the Firefighter Cancer Registry Act last Congress, and look forward to continue working together to support the firefighters who risk their lives every day.

Madam Speaker, 100 years ago today, Mary Crate Taylor brought together a group of 67 women to form the Junior League of Buffalo.

Ms. Taylor organized this group of all women volunteers to provide needed relief to families during the Depression era. During this era, the league generated tens of thousands of dollars in donations for various causes in western New York, including Children's Hospital.

Since 1919, the Junior League has created programs to curb substance abuse, assist mothers at risk of poverty, combat illiteracy, and empower women through many volunteer programs and projects.

Today, with more than 500 women, the Junior League has generated millions of dollars in donations that benefit cultural and community- based programs throughout western New York.

Happy centennial to the Junior League of Buffalo. Keep up the great work, and here is to 100 more.

Madam Speaker, I was unable to make votes due to arriving late to D.C. on January 22, 2019. Had I been present, I would have voted YEA on Roll Call No. 44; and YEA on Roll Call No. 45.

Mr. Speaker, I rise today to recognize Paul R. Delano, Jr. as he is promoted to Colonel in the United States Air Force Reserve.

Paul Delano, Jr. enlisted into the Air Force Reserve in 1986 and was assigned to the 914th Security Police Squadron at Niagara Falls Air Reserve Station. In 2007, Paul deployed as Commander of the 407th Expeditionary Force Support Squadron, supporting Operation Iraqi Freedom. Paul then became the first Force Support Squadron Commander assigned to the 914th Airlift Wing and in 2011, he deployed as Deputy Group Commander of the 651 Air Expeditionary Group to support Operation Enduring Freedom. Recently, he served as a House Legislative Liaison Officer for Secretary of the Air Force where he guided the staff of 67 members on Air Force priorities.

In addition to his service in the Air Force Reserve, Paul joined the Buffalo Police Department in 1988, serving as Lieutenant of Narcotics and SWAT. He has two daughters, Mary and Gina. Gina enlisted in the Air Force Reserve, following in her father's footsteps at the Niagara Falls Air Reserve Station.

I congratulate Paul on his promotion from Lieutenant Colonel to Colonel and his transition to Detachment 6 Commander at MacDill Air Force Base. I thank Paul Delano, Jr. for his service to our nation, his work for the Buffalo Police Department, and his unwavering support to the Niagara Falls Air Reserve Station.

Mr. Speaker, I ask unanimous consent to take from the Speaker's table the bill (H.R. 931) to require the Secretary of Health and Human Services to develop a voluntary registry to collect data on cancer incidence among firefighters, with the Senate amendment thereto, and concur in the Senate amendment.

Mr. Speaker, I rise today to recognize the heroic actions of Bob Cox on Capitol Hill earlier this year. While on vacation with his family in our nation's capital, Bob, a constituent of New York's 27th District, aided a Capitol Hill employee that abruptly collapsed. If not for his quick thinking, the outcome could have been much worse for the employee.

Due to his heroism, Bob will receive the Life Saving Award from a representative of the U.S. Capitol Police. This honor rightfully acknowledges Bob's exemplary act at our nation's capital earlier this year. The selfless medical service that he provided is truly commendable. As a registered nurse and trained EMT, he has undoubtedly played a part in making our community a better place to live and raise a family.

Again, congratulations to Bob on his recent recognition by the U.S. Capitol Police, and I thank him for all he has done.

Mr. Speaker, I rise today to recognize the 200th Anniversary of the founding of the Town of Shelby, New York. The history of this town has been molded by resilient and innovative individuals who worked persistently to make Shelby the place it is today.

The Bicentennial presents an opportunity for the residents of Shelby to reflect on their fascinating history and to envision the endless possibilities of the future. In 1812, Joseph Ellicott, an agent for the Holland Land Company, purchased 700 acres of farmland in the

Town of Shelby. He and his nephew, Colonel Andrew Ellicott built a saw mill and a year later the first grist mill, while also improving the water supply in the town. The residents were happy to welcome this innovative family into their community. The Ellicott's played a significant role in the early founding of the Town of Shelby and left a lasting impact that would allow it to thrive for over two centuries.

On this historic day, I would like to formally congratulate the Town of Shelby on its 200th Anniversary. In 1818, Shelby was officially founded thanks to the Ellicott family's industrious attitude. To this day, Shelby is still a strong farming community in Western New York.

Mr. Chair, my amendment would increase the Army Corps investigation account by $1.2 million.

Increased funding under this account will allow additional studies that were previously authorized in the Water Resources Development Act to be completed by the Army Corps.

One example is the Great Lakes Coastal Resiliency Study. This study was authorized in 1986, and, although it is a priority of the Army Corps, it has not been funded. This study pulls together Federal, State, local, and private resources to create a strategy to preserve and protect the shorelines of the Great Lakes.

Last year, my constituents in western New York felt the devastating impact of high lake levels. We saw the worst flooding we have seen in decades along Lake Ontario. The flooding destroyed homes and wreaked havoc on businesses along the shoreline. This study will create a comprehensive strategy to protect these communities so they do not suffer again.

I look forward to working with my colleagues in Congress, as well as the Army Corps, to ensure that studies like the Great Lakes Coastal Resiliency Study receive funding.

Mr. Speaker, I rise today to recognize the 150th Anniversary of the hamlet of Lake View in the Town of Hamburg, New York. The history of this hamlet has been shaped by earnest individuals who worked diligently to make Lake View the great place it is today.

The fervor of the railroad era brought prosperity to many communities across the country, especially the hamlet of Lake View. The Lake View rail stop connected the hamlet to many important railways allowing the community to reap the benefits of the businessmen traveling between the cities.

I would like to take this opportunity to congratulate the residents of Lake View on their 150th Anniversary, and thank them for their commitment to the American ideals of prosperity and success.

Mr. Speaker, I rise today to recognize the 10th anniversary of The Batavian, the first online only, local news source for Batavia and Genesee County, New York.

The Batavian was launched on May 1, 2008, with Howard Owens as publisher and Philip Anselmo as editor, with the goal of providing local residents with timely news and information. Their mission was to ensure that every citizen had a chance to contribute to the community by posting news and opinions about events, whether of local interest or national or international importance. Through these civil discussions, communities can grow stronger.

Today, over 12,000 people visit the web site each weekday and more than 150 local businesses support it with sponsorships. The Batavian has also been honored by the Inland Press Association, The Genesee County Chamber of Commerce, and the Business Improvement District, for its success in journalism and contribution to the community.

I thank The Batavians publisher Howard Owens, current editor Billie Owens and their dedicated staff for their commitment to preserving the mission of the First Amendment of the United States Constitution, and I congratulate them on achieving a decade of success.

Mr. Speaker, I rise today to recognize the 70th Anniversary of the founding of the Jewish state of Israel. In May of 1948, after centuries of foreign rule, persecution, and conflict, David Ben-Gurion declared the establishment of the state of Israel, which President Harry S. Truman also recognized on the same day.

While the state of Israel has faced much conflict since its founding, and violence between Israelis and Palestinians is common, the resilience and strength of the state and its people is astounding. The founding is a direct result of the hard work and perseverance of the Jewish people, who fought for their rights in the face of persecution. This passion and determination is why we are here today, celebrating the 70th Anniversary of the state of Israel.

The people of Israel plan to celebrate the anniversary with a ``70 hours of Israeli Celebrations'' ceremony, bringing together both the citizens of Israel as well as Jewish people all around the world. The theme of this celebration is ``Heritage of Innovation'', which highlights the success of the state at spearheading new technology in the fields of medicine and agriculture. I congratulate Israel on its 70th Independence Day, and wish them many more years of prosperity.

Mr. Speaker, I rise today to recognize the Towns of Aurora, Holland and Wales, New York on their bicentennial anniversaries.

The Towns of Aurora, Holland and Wales, New York were founded on April l5, 1818, when the Town of Willink, New York was split into three different towns. Each of the towns has their own rich history, and I am honored to represent them here in Congress.

The Town of Aurora was home to Millard Fillnore, twenty-seven years before he became the 13th President of the United States. Today, Millard Fillmore's home is currently a National Historic Landmark in Erie County, New York.

Holland, New York, named after the Holland Land Company, is home to the Holland Speedway. Here, families and NASCAR enthusiasts can spend an afternoon enjoying the races or racing their own cars for fun.

Wales, New York, named after the Wales of Britain for its rolling hills and green pastures, prides itself on its rural, dairying environment and family friendly atmosphere.

I thank the Towns of Aurora, Holland, and Wales for their commitment to preserving 200 years of history, and I congratulate them on their Bicentennial Anniversaries.

Mr. Speaker, I rise today to recognize the 47 brave young men who lost their lives on April 19, 1989 aboard the USS Iowa. It is important to remember those who were killed in the line of duty especially those serving in the United States Armed Forces. The deaths of the 47 sailors aboard the USS Iowa are truly a tragic and upsetting story.

The USS Iowa, originally constructed to fight in World War II, was modernized and recommissioned for battle in 1984. However, during the overhaul of the ship, many of the necessary repairs were either rushed or instead used to upgrade the ship's power plant. This led to serious maintenance issues with the main gun turrets.

On April 19, 1989, there were a series of explosions aboard the USS Iowa during a live-fire exercise off the coast of Puerto Rico. The first explosion came from the ship's second turret resulting from a maintenance problem, and due to a buildup of carbon monoxide gas, there was a second explosion and a fire. Tragically, all 47 members aboard the USS Iowa lost their lives.

One of the victims was Buffalo native, Nathaniel Clifford Jones, Jr. I want to take this opportunity to express my deepest condolences to the Jones family for the passing of Nathaniel. His service on behalf of the men and women of this country will not be forgotten. We should all commend the service that these brave young men made on behalf of the United States of America.
