Floor Statements

Mr. Speaker, I rise today to honor Ministry of New Beginnings, located at 9704 Everglades Avenue in Baton Rouge, Louisiana, a congregation that has faithfully served the Baton Rouge community for more than two decades Ministry of New Beginnings was organized on April 29, 2002, under the leadership and vision of Reverend Vanna Breckenridge, who gave the church its name as members began preparing for their first worship service. The charter members who helped establish the church, President Reverend Vanna Breckenridge, Vice President Kelles Breckenridge, Chairman Deacon Leonard Harris, and Board Members Sister Corine Jackson and Sister Erma Patin, laid the foundation for Ministry of New Beginnings through their prayers, dedication, service, and unwavering commitment to the work of the Lord. Their faith and sacrifice helped make the vision of the church a reality.

The church held its first service on May 25, 2003, in a building that had been remodeled and dedicated to the work of the Lord, and Reverend Vanna Breckenridge was installed as pastor. As the congregation continued to grow, Ministry of New Beginnings established several ministries and auxiliaries, including the Deacon and Deaconess Boards, Sanctuary Choir, Usher Board, Kitchen Ministry, Male Chorus, and Sunday School, each deepening the spiritual life and fellowship of the church.

On December 6, 2007, Ministry of New Beginnings experienced a devastating fire. Yet through prayer, fasting, faith, and the outpouring of support from families, members, friends, and the community, the congregation was able to rebuild. What could have marked the end of the church instead became another testimony to God's faithfulness, and Ministry of New Beginnings continued moving forward by faith.

On November 3, 2024, Pastor Dr. Robert Williams, III was installed as Pastor of Ministry of New Beginnings, ushering in a new season of leadership for the congregation. Since accepting the call to lead, Pastor Williams has brought a renewed vision and a spirit of growth to the church. Under his leadership, membership has increased, and the Youth Ministry has been strengthened, developed, and positioned for continued growth, reflecting Pastor Williams' recognition that investing in the next generation is essential to the future of the church. On July 22, 2025, Pastor Williams introduced the Ministry of New Beginnings Youth Department to the Glory to Glory Youth Conference, founded by Pastor Dr Mark A. Lit, Sr., an annual gathering dedicated to providing support, spiritual growth, and empowerment services for at- risk youth and young adults through leadership training, spiritual development sessions, and interactive youth events.

Pastor Williams' vision extends beyond the walls of the church to the surrounding community. Among his goals is the development of a Community Food Pantry to help address food disparity and provide assistance to individuals and families in need throughout the area, reflecting the church's commitment not only to worship God but also to serve others and make a meaningful difference in the community. On August 22, 2026, the church launched its Dance, Mime, and Puppet Ministry, offering new avenues of worship and creative expression for members of all ages.

Mr. Speaker, I ask my colleagues to join me in celebrating Ministry of New Beginnings, Pastor Dr. Robert Williams, III, and the dedicated congregation for more than two decades of steadfast faith, resilience, and service to the Baton Rouge community. As Ministry of New Beginnings enters this new season, may it continue to stand on its foundation of faith while embracing a vision for growth, service, youth development, and community outreach.

Mr. Speaker, I rise today to honor Evening Star Baptist Church. In 1889, Green Dyer and Harrison Davis settled in the community now known as Baker, Louisiana. In 1890, there was no place to worship within the community, therefore, the new families traveled to Holly Grove Baptist Church or sometimes traveled to the Chaneyville Community to worship. The men traveled by horses to their former communities for service on Sundays. The women started a prayer meeting at the home of Mrs. Fannie Davis. The prayer meetings were so inspirational and uplifting that the women decided to hold their prayer meetings in the afternoons when the men returned.

At one of these prayer meetings, in 1895, the group decided to organize a church naming it `Evening Star Baptist Church' after witnessing a falling star in the sky. Green Dyer confessed his calling to minister God's word, and Evening Star Baptist Church ordained Reverend Green Dyer and installed him as their first pastor. He gave one-half acre of land, and Henry Davis gave one-fourth acre of land to build the first sanctuary of Evening Star. The building was twenty-four feet long and eighteen feet wide.

In September 1909, a storm destroyed the church. This was a great burden on Reverend Green Dyer's heart; and, in 1910, he died before the church was re-erected. He served as pastor of Evening Star for 15 years. Following Reverend Dyer's death, Reverend Jack Mitchell was elected pastor and served only one year. Reverends Bosky and Henry Millican served as acting pastors for short periods.

In 1913, Reverend George Youngblood was ordained and elected pastor of Evening Star. Reverend Youngblood served with commitment and dedication for 46 years. During the latter years of his pastorship, he became ill. Reverend Thomas J. Carter was ordained and elected assistant pastor to the aging Pastor Youngblood and served as assistant for 11 years.

On July 15, 1959, Reverend Thomas J. Carter was elected pastor. In 1962, under Reverend Carter's leadership, a new sanctuary was built at the present location Sister Florence Dyer Todd donated the land for the new sanctuary. Reverend Carter served Evening Star for 25 years. He died January 15, 1984. Reverend Lionel Lee, Sr. became an associate minister under Reverend Carter and served for eight years. After Reverend Carter's death, during the summer of 1984, Reverend Lionel Lee, Sr. was elected pastor.

From its inception, Evening Star Baptist Church has been an active member of the Fourth District Missionary Baptist Association, Louisiana State Baptist Association, and the National Baptist Convention, USA, Inc. Reverend Green Dyer and Reverend George Youngblood served as Secretaries of the Fourth District Baptist Association. Pastor Lee continued this tradition by serving as secretary of the association for ten years and was named General Secretary Emeritus.

Evening Star continued to grow in spiritual aspirations, community outreach, and ministries under Reverend Lee's leadership. Many milestones were accomplished, including paved parking lot and purchased van; outreach ministry to the nursing home and drug rehab center; Sisterhood and Brotherhood collaboration with Shady Grove First Baptist Church; establishment of male chorus and combined choirs; creation of the Board of Christian Education, Ushers' Ministry, and Deaconess Ministry; Pastor's Travel Expense Club; Church Mission Fund, Boy Scouts; Project Drug Free Lines; Saturday Street Prayer Ministry; Youth Council and Ministry; Summer Youth Employment; Summer Enrichment Program; Tutorial Program; Summer History Learning Project; Exercise Program; participation in local, state, national Congress of Christian Education, and international Baptist World Congress events; and rebuilding and renovating Evening Star Baptist Church from 1996 to 1997.

On July 7, 1996, Evening Star held its groundbreaking service for a long-awaited project. Renovations began on July 8, 1996, and on August 17, 1997, the congregation moved into the new sanctuary. In July 2001, after serving seventeen years, Reverend Lionel Lee, Sr. was called to his reward. In December 2002, Reverend Dr. Roderick A. Betts was elected and installed as pastor. Under Reverend Betts' leadership, Evening Star replaced its organ and sound system, established an Inspirational Choir, revived the Liturgical Dance Team, held Saturday Intercessory Prayer, established an Oratorical Ministry, and formed a Women Choir.

We acknowledge Evening Star Baptist Church for recently celebrating its 129th Anniversary. It is a thriving community church under the leadership of Pastor Aldora Sanford, who has served this great church since 2012. I ask my colleagues to join me honoring Evening Star Baptist Church for over a century for service, fellowship, and spreading of the word of God.

Mr. Speaker, I rise today to honor Freeman Baptist Church, located in Baton Rouge, Louisiana. The History of Freeman Baptist Church leads back to the days of Jesus Christ and his public ministry if one would be technical or critical. Scriptural procedure of the Church is depicted in the Old Testament. The church is the espoused bride of Jesus Christ and is guided by the Holy Spirit.

In the year of 1919 on the rolling hills of East Feliciana Parish in Ethel, Louisiana, the Little Evergreen Baptist Church was born, under the guidance of the Reverend Albert Freeman as Pastor. It was a one room, wooden church with a small membership but large in praising God. Sunday school and Church Services were held two times a month. Under the leadership of Reverend Albert Freeman, the church was renamed the Freeman Baptist Church. The founding members were: Reverend Albert Freeman--Pastor, Brother Ike Johnson--Head Deacon; Members--Brother Nathan Ross, Joe Clark, Newman Freeman; Sisters--Martha Freeman and Alberta Clark.

The adversity of trials and tribulations, ups and downs were prevalent but not prevailing because they knew God was in control. The death of the founders left them with consternation, but prayer kept them covered and the membership, though small, sustained.

Faithful leadership continued under Reverend Jessie O'Conner, Brother Charles Armstead, Sr., Head Deacon; Brother Charles Armstead, Jr.; Sisters Rhoda Taylor, Barbara O'Conner, Nancy O'Conner, Nathelda O'Conner, Mary Johnson, and Sister Ola M. Armstead, who was the sole remaining member from the original membership of Little Evergreen Baptist Church.

Reverend Richardson was small in stature but a powerhouse of spirit with preaching and singing like Paul and Silas fused together into one. He was a man with a vision, inspired by the Lord with the gift of preaching the gospel as well as a gift in carpentry. Reverend Richardson spearheaded the renovation of Freeman with the assistance of the men of the church and friends in the community, transforming it from a one room building to the church we sit in today. Under his leadership the little church by the side of the road grew spiritually, financially, and numerically.

Reverend Richardson and his associate ministers, Reverend Jessie O'Conner, Reverend Willie Mackie, and Reverend Eddie Lee, provided many spirit-filled services.

In 1996, Reverend Richardson faced health complications and being a man of spiritual discernment, advised the church that when his task in ministry was finished, he wanted the members to stick together and find a leader. During his illness, Reverend Mac Henry Wallace visited Freeman several times by invitation. In June 1997, Reverend Richardson transitioned from his earthly sojourn to his heavenly inheritance.

Continuing the legacy, Reverend Mac Henry Wallace accepted the call as pastor and was installed on September 12, 1997. Under Reverend Wallace's leadership, Freeman continued to have spirit-filled services. Over the years Freeman was blessed with several associate ministers who were great assets, helping the church move in the right direction.

In April 2002, the structural foundation of the church had to be reinforced. In August 2002, the church purchased two additional acres of property and in October 2002 completed paving the new grounds. On December 7, 2003, a rededication service was held for the newly renovated building.

In 2018, Reverend Wallace resigned as pastor. Without an immediate successor, Freeman stood on Romans 8.31--`If God be for us, who can be against us?' God sent Reverend Murion `Reverend Happy' Webb, a Holy Ghost-filled man of God, to shepherd Freeman until a new pastor was elected. In May 2019, Reverend Robert L. Scott, Jr. accepted the call to pastor Freeman. Pastor Scott is a dedicated leader with profound devotion to helping God's people, a prolific spirit-filled pastor, teacher, and mentor who utilizes his multifaceted gifts throughout the community.

We pray that God will continue to bless us and each day bring us closer to Him, striving to retain the bright hope that burned so brightly years ago. Freeman Baptist Church remains committed to reaching out in love, winning souls for Christ, and doing only those things that will glorify our Heavenly Father. I ask my colleagues to join me in honoring Freeman Baptist Church, for its dedication to spreading the word of God.

Mr. Speaker, I rise today to acknowledge Jubilee Christian Center Church, a ministry founded on October 31, 2004, with a simple beginning, a clear calling, and a family committed to following God's direction. The church held its first gathering in the living room of Woodwork Avenue under the leadership of Co-Pastors Johnny and Shelly Hollins and their sons, Joseph and Joshua. Within one month, Jubilee Christian Center Church grew and relocated to the Days Inn on Gwenadele Drive. Just nine weeks later, the congregation expanded again, prompting a move to a three-suite storefront at 230 Little John Drive, where the sanctuary accommodated approximately 200 worshipers.

After three years on Little John Drive, Pastors Johnny and Shelly Hollins sought a permanent home for the growing ministry and were led to a four-acre tract of land on Florida Boulevard. As construction plans were being developed, a divine opportunity allowed Jubilee to purchase the adjacent commercial property at 14595 Florida Boulevard. The commercial building was renovated into a worship facility, and in July 2010 Jubilee Christian Center Church moved into its new permanent home. The church's mission of service beyond its walls has been a defining feature since its earliest years. Following Hurricane Katrina in 2005, Jubilee returned to the Days Inn to feed and minister to displaced residents and established a no-cost supply store to provide essential items to families affected by the storm.

Service has remained central to Jubilee's identity throughout its history. The Jubilee Men of Valor have traveled to communities impacted by hurricanes in Florida, Texas, and Louisiana's River Parishes. The church has hosted numerous back-to-school giveaways, supported families affected by the Great Flood of 2016, and continually sought opportunities to meet the spiritual and practical needs of the Baton Rouge community and beyond. Today, Jubilee continues its outreach through a monthly food distribution ministry serving more than 50 families. These efforts reflect the church's conviction that it is called not only to gather for worship but to demonstrate the love of Christ through service, compassion, and generosity.

Mr. Speaker, in February 2025 Jubilee Christian Center Church entered a new chapter in its history. After more than two decades of founding and leading the ministry, God directed Co-Pastors Johnny and Shelly Hollins to transition leadership to the next generation. Their son, Joseph Hollins, became Senior Pastor alongside his wife, Leading Lady Casey Hollins. This transition marked continuity and new vision, carrying forward the foundation planted in a family living room in 2004. From a living room to a hotel, to a storefront, and into its permanent home on Florida Boulevard, Jubilee Christian Center Church stands as a testament to faith, growth, service, and divine providence. I ask my colleagues to join me in honoring Jubilee Christian Center Church for its unwavering commitment to community, its legacy of service, and its devotion to advancing the Kingdom of God for generations ahead.

Mr. Speaker, I rise today to honor New Jerusalem Baptist Church, located in Baton Rouge, Louisiana. Matthew 16:18 says `upon this rock I will build my church, and the very gates of hell shall not prevail against it.' In the June of 1951, Reverend Luke D. Dummons was given a Divine call to build a place of worship. Reverend Dummons was walking in his garden in the cool of the evening when God spoke to him from Heaven and told him to build Him a Church that His people would know the Truth. In September the same year Reverend Dummons stepped out on faith as Abraham did. He took his last $50.00 and placed it on a House for God. On the 3rd Sunday in October 1952, the Church was dedicated to God by the Late Reverend Silas Alpine and the Late Reverend Charley Thomas.

The church was given the name New Jerusalem Baptist Church No. 2 and began with its first two members, Brother Clyde Edwards, Deacon, and Sister Inez Warner, Secretary. Since 1951 the church has grown both spiritually and physically. During the past 70 years, the church has been under the leadership of eleven pastors. Our present pastor is Reverend Robert Mayes.

Under the leadership of Reverend Myles Reed, the name of the church was formally changed to New Jerusalem Faith Fellowship on September 19, 1990. The church has licensed and ordained seven ministers, two of whom are now pastors. Five Missionaries have also been ordained from the church. New Jerusalem was blessed to have had an anointed Prophetess for 36 years before God called her home to rest. Mother Celane D. Dummons would often give us a Word from the Lord.

Despite repeated challenges, the church has endured, and efforts to undermine it have been unsuccessful. Because New Jerusalem was built on Jesus the Solid Rock, and He said in His Word that even the `gates of hell shall not prevail against His church.' This church believes and teaches the Full Gospel of Christ. New Jerusalem is a church committed to continual prayer and supplication in the Spirit and affirms the power of the sincere and fervent prayers of the righteous. I ask my colleagues to join me in recognizing New Jerusalem for its commitment to sharing the word of God.

Mr. Speaker, I rise today to recognize Philadelphia- Christian Ministries, founded in July 2008 as New Philadelphia Full Gospel Baptist Church by Bishop C L Shepherd, Sr. and Co-Pastor Paula Shepherd. In 2015, it adopted its current name to reflect its mission of Spirit-led worship and service The church is known for fostering a welcoming environment centered on the Holy Spirit and providing transformative experiences for its members.

Since the beginning of this anointed vision, the ministry has grown substantially--from four members to more than four hundred. Philadelphia Christian Ministries has purchased 4.05 acres at the corner of Hanks and Landis Drive for its future location and expanded its transportation ministry with two vans and a twenty-five-passenger bus. The Deacon, Deaconess, Music, and Usher Ministries have flourished with Holy Ghost-filled workers dedicated to the service of God. The development of the Sunday School and Creative Worship Ministry-- including mime, dance, and drama presentations--has encouraged youth to embrace meaningful activities rooted in the teachings of Jesus Christ. Men's and Women's ministries offer instruction and Bible study that nurture spiritual development of the whole person.

The ministry also established the Minister Charles Gunter Annual Guardian Angel Scholarship Award for high school seniors who demonstrate excellence and service both educationally and spiritually while actively participating in the church. Bishop and Co-Pastor Shepherd later founded the Philadelphia Foundation, a nonprofit organization designed to meet community needs beyond the church walls. Through the foundation, the ministry launched several impactful programs, including Joseph's Closet, which provides clothing and household items to the homeless and underprivileged, and Abigail's Hope, which supports abused women and children with essential resources.

Mr. Speaker, Philadelphia Christian Ministries shows its commitment to service through outreach programs like Homeless Programs, which offer gifts, meals, and emergency help to families in East Baton Rouge Parish. Additional programs include job placement, mental health referrals, and Christian counseling. The Fan Giveaway Program helps elderly residents during summer, and the Word Giveaway Program distributes Bibles to promote spiritual growth. I urge colleagues to recognize this ministry's dedicated work and wish its leadership continued success.

Mr. Speaker, I rise today to honor Richardson Chapel Church of God in Christ, located in Baton Rouge, Louisiana.

With a mind and heart to serve God's People through holiness, Elder Willie and Sister Clarissa Richardson began to gather the people and tell them of holiness in 1917. Sister Richardson would visit homes, read the Bible to the housewives, and help them with their chores to have more time to talk to them. The group of saints held services at several homes and places in Scotlandville. They even worshipped in a brush harbor. As the group increased, they rented a hall to have service.

Haggai 1:7-8 reads `thus said the Lord of hosts; consider your ways. Go up to the mountain and bring wood, and build the house, and I will be glorified, said the Lord.' Considering the ways of the Lord, the group decided to build a church building that the Lord would take pleasure in it. Elder Winbush served as pastor of the group as the money was being collected. Two lots were purchased. Elder James Edwards of Amite, Louisiana served as the next pastor and was blessed to see the building of the church in 1929. Then, it was called the Church of God in Christ. After the church was built, Elder Edwards pastored for five years.

Following Elder Edwards, Elder Stampley of Baton Rouge received an appointment from Bishop Lazard to pastor the church in the Scotlandville community. He remained for one year. The church then experienced much transition with various ministers leading the congregation including Elder Williams Holmes, Elder J. Davis, Elder E.C. Pounds, Elder Willie Graves, Elder E.D. Robinson, and Elder D.A. Morgan.

In 1939, Elder W.K. Gordon, Sr. received the appointment. During the pastorage of each of these ministers, Elder Richardson served as a faithful assistant and Sister Richardson as a consecrated church mother until their respective deaths. Elder W.K. Gordon, Sr. seemed to have been the Lord's choice for Scotlandville, in that the church grew tremendously under his leadership. When he came, the church was in need of repairs. He immediately set to work to correct this. New windows were put in and siding was added. In 1949, another renovation was done. During this renovation, a tilt was discovered in the church's structure. Then-Pastor Gordon brought in his minor son, C.H., and began the tedious task of restoring the structure to a workable position. Little was known that thirty years later, this lad would become Co- Pastor and Pastor.

After the deaths of its beloved founders, the church was renamed Richardson Chapel Church of God in Christ in their honor. After being 75 years old, 55 years in the ministry, and having built ten churches, now-Bishop W.K. Gordon, Sr. dreamed of building a new edifice at Scotlandville. His dream was fulfilled by that same son who at age fifteen helped secure a tilt during the 1949 renovation. In 1980, Elder Charles H. Gordon was appointed Pastor. God gave Pastor Gordon the vision to build a new edifice where he served as the General Contractor. The new edifice was completed and dedicated on May 18, 1986. Following the death of Pastor (then-Auxiliary Bishop) Charles H. Gordon in May 2023, Bishop Alphonso Denson, Sr., prelate of Louisiana Eastern First Jurisdiction, stepped in to serve as Pastor. In March 2025, Elder Leonard Powell, Sr. was appointed Pastor.

Mr. Speaker, I rise today to honor the St. James Baptist Church of Baton Rouge, located at 1105 North 44th Street, Baton Rouge, Louisiana. The St. James Baptist Church was organized in 1942 under the leadership of the late Rev. James Smith, originally located on Old Hammond Highway. On December 22, 1952, the congregation relocated to its present address under the guidance of the late Rev. Dell Parker, who faithfully served for 23 years.

Throughout its history, St. James Baptist Church has been blessed with visionary leaders committed to fostering spiritual growth, community engagement, and the expansion of ministry. Under Rev. Parker, the church underwent a major restoration from a wooden structure to a block building, thanks to the efforts of Deacon Joe Profit and Bro. Isaiah Tolliver. The church has benefited from the dedication and generosity of many, including Rev. Walter Collins, who contributed both time and resources.

In 1975, Rev. Jesse Lafayette, Sr., began his tenure as pastor, guiding the congregation through remarkable growth and the formation of numerous auxiliaries, such as the Deacon and Deaconess Board, Board of Christian Education, Pastor's Aide Committee, and several choirs and ministries. Under his leadership, the church expanded its outreach with the Youth Choir, Community Male Chorus, Home Mission, Bible Study, and the SJBC Basketball Team.

A milestone was reached in 1997 with the construction of an educational facility and expanded parking, made possible by the unified efforts of the church family and God's guidance. The legacy of Rev. Lafayette continues to inspire the congregation, even after his passing in 1998, as the church carried on its mission through the leadership of Rev. Ernie Knighten, Minister Brian Harris, Rev. Warren Lebrane, and eventually Rev. Robert E. Smith, whose tenure saw further growth in membership and the establishment of new organizations including the SJBC Youth Drill Team and Liturgical Dance Group.

In recent years, St. James Baptist Church has expanded its facilities and embraced new ways to connect, such as live streaming services on Facebook. The ministerial team has grown, welcoming Rev. Jennie Warren and Minister Darnell Chatman. Despite the loss of beloved Pastor Dr. Robert E. Smith in June 2023, the church remains steadfast in its faith and commitment.

On March 17, 2024, Pastor J.L. Franklin was called to lead St. James Baptist Church into a new era of ministry. His dedication and enthusiasm have ignited renewed hope, and the congregation is confident that his leadership will continue to build upon the strong foundation and heritage of the church. St. James Baptist Church remains unwavering in its proclamation of God's love and forgiveness, providing a place of faith and service for all who seek Him.

Mr. Speaker, I invite my colleagues to join me in celebrating St. James Baptist Church, Pastor J.L. Franklin, and the devoted congregation for their enduring legacy, transformative service, and steadfast commitment to the Baton Rouge community. As we strive to reach new milestones, we are inspired by the scripture, ``for the people had a mind to work,'' and look forward to continued growth in the Kingdom of God.

Mr. Speaker, I rise today to recognize a great church in my district, New Beginning Baptist Church, located at 7815 White Street in Baton Rouge, Louisiana. Established in 2002, the church traces its roots to the Weller Avenue Baptist Church, originally pastored by Rev. Joel Porter and under the supervision of the Southern Baptist Convention. After Rev. Porter's tenure, the congregation became Jefferson Missionary Baptist Church at Mohican, but faced challenges regarding pastoral leadership and the church's future. In May 2002, Rev. Donald Hunter, Sr. was elected pastor, beginning a new era of ministry and vision.

Faced with a pivotal decision, Pastor Hunter and the congregation chose to move forward independently, relocating to the T.J. Jemison Baptist Center in September 2002. Shortly thereafter, the church adopted its new name, New Beginning Baptist Church, and joined the Louisiana State Baptist Convention, gaining sovereign authority over its mission and future. Pastor Hunter introduced a vision that included seven ministries: Outreach, Children's, Women's, Senior's, Single's, Youth, and Men's Ministries, each with designated leadership and a Board of Christian Education to support their work throughout the year.

The church quickly became active in outreach efforts, collaborating with the Baptist Center to provide mid-week services and free lunches for students and the local community. In August 2005, God blessed New Beginning Baptist Church with the purchase of its own building and 3.5 acres on White Street. Dedicated members came together to refurbish the property, adding new bathrooms, bricks, signage, windows, choir robes, pews, and A/C units over the following years. Pastor Hunter organized a Building Committee in 2008, and by 2009, the church celebrated the completion of a new facility with classrooms, fellowship hall, kitchen, and more.

New Beginning Baptist Church is also a key participant in the Zion City Revitalization Project, working to improve the neighborhood by clearing abandoned properties and planting trees. This initiative aims to reduce crime and unemployment and expand educational and economic opportunities for local residents. The church remains steadfast in its commitment to serving the Baton Rouge community, preaching and teaching the Gospel, and following the leadership of Jesus Christ and the Holy Spirit. Its membership continues to grow, and it is the prayer of Pastor Hunter and the congregation that God's blessings will guide them in their ongoing ministry.

Mr. Speaker, I ask my colleagues to join me in celebrating New Beginning Baptist Church, Pastor Donald Hunter, and the dedicated congregation for more than two decades of transformative service and leadership in Baton Rouge.

Mr. Speaker, I rise today to honor Greater St. John Baptist Church, located at 307 E. Washington Street in Baton Rouge, Louisiana, a cornerstone of faith in East Baton Rouge Parish since its founding in 1917.

Organized by approximately twenty baptized believers and led by the late Reverend Gideon T. Carter, the church began humbly in a small cottage on Howard Street, paying just three dollars per month in rent. By 1919, the congregation had moved to its current site, thanks to the dedication and financial support of Reverend Carter, and soon erected a permanent

sanctuary through collective hard work and perseverance.

Throughout its rich history, Greater St. John Baptist Church has been guided by devoted leaders, including the late Eddie Hunter, Sr., Venus Hunter, Sonnie Green, Monroe Edward, Fortune Tyson, Mary Galloway, and Nelson Minor. After Reverend Carter's passing in 1943, Reverend Frank R. Winder was elected pastor, diligently serving until 1985.

Under his leadership, a new church building was constructed, further cementing the congregation's presence in the community. Subsequent pastors, Reverend Harry D. Horton, Sr., Reverend Larry Griffin, and Reverend Donald Ray Sterling, continued to lead the church in spiritual growth, outreach, and service. Today, under Pastor Sterling's leadership, the church has flourished, now boasting over 100 members and celebrating its 109th anniversary.

Greater St. John Baptist Church stands as a testament to unwavering faith, resilience, and service, always abounding in the work of the Lord, knowing that their labor is not in vain.

Mr. Speaker, I ask my colleagues to commemorate this milestone anniversary and pray that Greater St. John remains strong and steadfast for generations to come, continuing to walk by faith beneath the cross.

Mr. Speaker, I rise today to honor Faith Chapel Church of God, located at 995 Staring Lane in Baton Rouge, Louisiana, a steadfast congregation serving East Baton Rouge Parish since 1948. Faith Chapel's beginnings trace back to a letter sent by Rev. Rose Williams of Baton Rouge to Rev. George W. Burns, then pastor of Caffin Avenue Church of God in New Orleans. Rev. Williams' concern for a ``colored church'' affiliated with the National Church of God Fellowship (Anderson, Indiana) led Rev. Burns to establish prayer meetings at the home of Sis. Pearl Davis, near the current church site. These gatherings soon blossomed into Sunday School services and the formation of Faith Chapel Church of God.

Faith Chapel has distinguished itself with a rich history of children's ministry, notably transporting children, including those from the Blundon Home orphanage, to Sunday School since its inception. The church's first pastor, Rev. Charles Wilson, III (1949 to 1952), played a vital role in recruiting and transporting these children, a tradition that continued through the mid-sixties. Over the years, the Lord has blessed Faith Chapel with godly leaders, including Rev. Rose B. Williams and the late Rev. Dr. J.D. Brown, who served the longest of all senior pastors. During Dr. Brown's 35-year pastorate, the church eliminated its mortgage, erected an educational facility, and saw five of its members ordained to Christian ministry, with a sixth, Rev. Chibuike Azuoru, ordained and supported in establishing Christ the King Christian Center in Baton Rouge.

Dr. Brown also mentored numerous young preachers and led a prison ministry at Angola, leaving a lasting impact on prisoners and their families. Throughout his ministry, Reverend Rosella T. Williams faithfully served as Assistant Pastor, and though retired, she continues to support Faith Chapel through prayer ministry and mentoring young ministers. Today, Rev. Dr. Bartholomew M. Riggins, affectionately known as ``Pastor Bart,'' leads Faith Chapel, having been installed in 2011. Under Pastor Bart's leadership, the church has flourished, expanding its ministries and daily operations, resulting in spiritual and numerical growth, and fostering partnerships with area churches, hospitals, and government organizations.

Faith Chapel has been recognized as a leader in bringing healing and wholeness to the Gardere community, notably through its involvement in The Gardere Initiative. This partnership addresses substance abuse and other challenges impacting local families and neighborhoods. The church's ministries include neighborhood prayer walks, collegiate outreach, children's programs, marriage and singles ministries, men's and women's fellowship, tutoring, scholarship support for college students, bus ministry, breakfast ministry, and a growing electronic and social media presence.

Currently, Faith Chapel is engaged in a building campaign to construct a much-needed multi-purpose facility to meet its expanding ministry needs and allow for continued growth. The first phase of this building project is nearing completion, marking another milestone in Faith Chapel's enduring legacy of faith, service, and leadership in Baton Rouge.

Mr. Speaker, I encourage my colleagues to join me in celebrating Faith Chapel Church of God, Pastor Bart Riggins, and the devoted congregation for nearly eight decades of remarkable service that uplifts and inspires the Baton Rouge community.

Mr. Speaker, I rise today to honor the history of the Louisiana East First Jurisdiction in Louisiana, a legacy built on devotion, perseverance, and the unwavering faith of its founding fathers and mothers.

Louisiana East First Jurisdiction history began in the early nineteenth century when Elders E.D. Smith and C. Coleman traveled to southeast Mississippi preaching the doctrine of holiness. These pioneers were not focused on establishing a church; instead, they spread the message of holiness and fostered what became the Holiness Movement. Among their converts were brothers Henry Feltus and James Feltus, Sr. of Centerville, Mississippi. Though initially opposed, the brothers were soon converted and became staunch supporters. The acceptance of holiness in Mississippi occurred in 1907.

In 1910, Elder Henry Feltus began pastoring new converts of holiness at a gathering in Baton Rouge called the Railroad Avenue Church. Later that year, the founder and General Overseer of the Church of God in Christ, Bishop Charles Harrison Mason, journeyed to Baton Rouge and preached the doctrine of holiness. After hearing Bishop Mason's powerful and anointed teaching, Henry and James Feltus received the Baptism of the Holy Ghost.

However, the Feltus brothers were still serving under Overseer Elder E.D. Smith, who taught an erroneous doctrine that saints would never die a natural death unless they had sinned in some way. The brothers rejected this teaching and invited Bishop Mason to enlighten Elder Smith regarding the so-called `never die doctrine.' When Bishop Mason came to New Orleans in 1913 to address the doctrine, Elder Smith did not receive the correction. Consequently, the Feltus brothers chose to follow Bishop Mason. This moment marked the beginning of the Church of God in Christ (COGIC) in Louisiana.

From that point forward, the Church of God in Christ operated as one jurisdiction under Elder Henry Feltus. Bishop Mason appointed him State Overseer and appointed Mother Eliza Hollins as State Mother. Known for her strict discipline and distinctive black attire, Mother Hollins strongly influenced women's ministry throughout the jurisdiction.

As membership grew, Overseer Feltus recognized the need for additional leadership. In 1914, he appointed Elders S. Lazard and C. Ealy as district superintendents. Overseer Feltus passed away in 1920, and Bishop Mason appointed his brother, Elder James Feltus, Sr., as the new State Overseer.

Like his brother, Overseer James Feltus, Sr. founded and developed several churches across Louisiana. Under his leadership, many pastors were appointed to lead assemblies embracing the Holiness Movement. In 1938, Overseer Feltus expanded the jurisdiction by creating additional districts and appointing Elders John W. White, C.B. Norris, and James Edwards as superintendents.

As the Church grew, administrative challenges increased. Out of respect for Overseer Feltus' service, Bishop Mason kept Louisiana as one jurisdiction during his lifetime. After his passing in 1946, Bishop Mason divided the state into two jurisdictions. Elder Seaners Lazard was appointed to lead the churches east of the Mississippi River, while Elder John Walter White was appointed to lead the churches west of the river.

During this period, Bishop Mason began conferring the title of ``Bishop'' upon those leading jurisdictions. Bishop Lazard led the Eastern Louisiana Jurisdiction for 21 years until his passing in 1967. The brethren overwhelmingly united behind Superintendent Willie K. Gordon, Sr., who had tirelessly assisted Bishop Lazard during his tenure. Bishop Gordon was highly respected for his generosity and his mentorship of many preachers. Under his leadership, the jurisdiction grew significantly.

In 1987, the Eastern Louisiana Jurisdiction was divided into three separate jurisdictions: Louisiana East First under Bishop James E. Gordon; Louisiana East Second under Bishop Joseph A. Thompson; and Louisiana East Third under Bishop Howard E. Quillen, Jr. Later, in June 2001, a fourth jurisdiction--the Greater New Orleans Jurisdiction--was established under Bishop Lindell Benford Brown.

Bishop James Earl Gordon served the Louisiana East First Jurisdiction with profound dignity. He was known for his generosity and loyal support of the national church. His capstone achievement was the purchase of a new, multi-million dollar jurisdictional headquarters--a 30-plus acre campus owned by the saints of God. After 27 years of service, Bishop Gordon entered the Church Triumphant.

In 2014, Bishop Alphonso Denson, Sr. was consecrated as Bishop of the Louisiana East First Jurisdiction by Presiding Bishop Charles E. Blake of the Church of God in Christ. Bishop Denson's leadership ushered in a new generation of vision for the 21st century church. With the help of the Lord, the jurisdiction continues to thrive, honoring its past while pressing boldly into its future.

Mr. Speaker, I ask my colleagues to join me in recognizing the Louisiana East First Jurisdiction for its historic legacy, its commitment to holiness, and for the visionary leadership that has guided its growth for more than a century.

Mr. Speaker, I rise today to honor Living Word Church (LWC) of Baton Rouge, a ministry birthed in prayer and sustained by prayer. On Wednesday, January 1, 1997, under the direction of the Holy Spirit, Living Word Church held its first service at the Prince Murat Hotel, formerly located on Nicholson Drive. Since that first meeting, God has added to the church in both numbers and spiritual maturity, abundantly blessing the ministry as it endeavors to fulfill its vision and God-breathed mission.

Living Word Church is a place of praise and thanksgiving, filled with a congregation that acknowledges the miracle-working power of the Almighty God. In May 1998, the church rented a facility located on Nicholson Drive, where services were held for three years. In February 2001, LWC purchased another building on Nicholson Drive. God blessed the ministry with individuals in the local body who oversaw the renovation process, along with able men of God who assisted. The church held its first Sunday service in the new location on Easter Sunday, April 15. 2001.

Out of a love for all people, LWC sponsored several community outreaches, including Hallelujah Nights, prayer breakfasts, health fairs, food and clothing distribution, Thanksgiving baskets, Christmas gifts, a church community basketball team, and other outreach activities. The ministry thrived on Nicholson Drive for fourteen years.

On April 6, 2015, a new facility was purchased on N. Sherwood Forest Drive. This location encompasses 7.95 acres of land and includes the main sanctuary, fellowship hall, a baseball field, and a gymnasium. LWC stands strong because of the unity among its leaders and membership. The Word of God goes forth in each service, and God continues to do great things as the ministry grows, knowing that greater things are still to come.

On November 19, 2025, Living Word Church expanded its commitment to serving the community through the opening of the Living Word Church Food Pantry. This ministry was created to meet the needs of individuals and families by providing food and support to those experiencing food insecurity. The opening of the food pantry represents another expression of pure love for God and commitment to serving His people.

The leadership and members of Living Word Church praise God for all that has been accomplished. The ministry has flourished since its humble beginnings at the Prince Murat Hotel. The favor, grace, and presence of God manifest there. LWC is a place of love, worship, and anointing, where lives are continually transformed through the Word of God.

Mr. Speaker, I ask my colleagues to join me in honoring Living Word Church for its steadfast faith, service, and spiritual impact on the Baton Rouge community, and in wishing its leadership and congregation continued blessings in the years to come.

Mr. Speaker, I rise today to acknowledge New Gideon Baptist Church of Baton Rouge, Louisiana, founded on December 24, 1886, under an oak tree at Perkins Road and Pickett Street. A congregation of eight believers assembled under the leadership of Reverend Ronald Fields, who faithfully pastored from 1886 until 1907. The early decades of the church saw steady growth, including an increase in membership under Reverend John J. Johnson, who served from 1908 to 1923. From 1924 to 1948, Reverend Fred C. Matthews, Sr. led the congregation, during which time church property was sold and services were temporarily held at a Methodist Church on Valley Street. In 1946, property on Balis Drive was purchased, and by 1947 groundbreaking for a new structure commenced. Although construction initially halted, New Gideon advanced steadfastly through faith and perseverance.

In 1949, Reverend Oscar Livous became pastor, completing the new church facility and serving until 1959. Reverend John David Lands then led the church for 33 years, guiding major expansions including the enlargement and remodeling of the second building--construction completed in March 1965. Under Reverend Lands's leadership, the congregation continued to grow, reaching a capacity that necessitated a larger facility. In 1983, adjacent property was purchased and groundbreaking for a new sanctuary was held. In 1984, the current New Gideon Baptist Church building was completed. Reverend Lands transitioned to be with the Lord on August 1, 1992, marking the end of a profoundly impactful era.

Reverend Joseph J. Mitchell was elected pastor in April 1993 and served faithfully until September 29, 1999. In 2000, Reverend Thomas N. Bessix began his tenure, leading the church until May 2015. Under Pastor Bessix's leadership, New Gideon experienced tremendous growth in membership and ministry, establishing comprehensive Christian Education initiatives including Noon Day Bible Study, Fulfillment Hour, New Members Orientation, and annual leadership conferences. A major milestone came in 2006 with the groundbreaking of the Education Life Center (ELC) during the 120th Church Anniversary. The ELC dedication weekend took place May 9, 2008, to May 11, 2008. Pastor Bessix also championed modern evangelism, establishing New Gideon's presence across the worldwide web through its website, Facebook, Twitter, and livestream broadcasting to expand its reach in sharing the Gospel.

Mr. Speaker, God blessed New Gideon Baptist Church on February 7, 2016, with the election of its eighth pastor, Reverend Brandon D. Collins, whose preaching and leadership transformed lives until his departure in 2025. On October 9, 2025, Reverend Thomas N. Bessix was once again elected Senior Pastor and installed on November 23, 2025. His empowered leadership marks another milestone in the legacy of New Gideon Baptist Church, continuing its mission to uplift the community, expand ministry, and faithfully proclaim the Gospel of Jesus Christ. I ask my colleagues to join me in commemorating New Gideon Baptist Church for more than a century of spiritual devotion, perseverance, and service to God's people.

Mr. Speaker, I rise today to honor House of Judah Ministries. It is an interdenominational Christian church founded in Baton Rouge, Louisiana, in 1999 by its Founder and Senior Pastor, Apostle Dr. Lawrence D. Hardy. From its inception, the ministry has been guided by a clear and enduring mission: ``Touching Lives and Meeting Needs Through God's Eyes.''

From its earliest days, House of Judah Ministries has remained committed to fulfilling God's purpose by reaching people from all walks of life. Its vision is to lead change, equip, and empower God's people, and make a positive and lasting impact in the communities it serves. Over the years, the ministry has extended its reach far beyond the four walls of the church through biblical teaching, prayer, worship, discipleship, spiritual development, community outreach, and compassionate service to individuals and families.

Throughout its history, House of Judah Ministries has developed and supported a wide range of ministries and areas of service, including Worship and Praise Ministry, Children's Ministry, Youth and Young Adult Ministry, Men's and Women's Ministries, Evangelism and Community Outreach, Prison Ministry and Reintegration Support, Health and

Its current place of worship is located on Anselmo Lane, Baton Rouge, Louisiana, where it continues to provide a place for worship, biblical instruction, spiritual growth, and community connection.

Under the leadership of Apostle Dr. Lawrence D. Hardy, the influence of The House of Judah Ministries has extended well beyond its local congregation. Apostle Hardy is recognized as a pastor, teacher, apostle, prophet, entrepreneur, and spiritual father. Through his ministry and leadership, he has touched churches, civic organizations, government leaders, and communities throughout Louisiana and beyond. In 2026, the Louisiana Senate formally commended Apostle Hardy for his exceptional leadership and spiritual guidance during the Louisiana Legislature's Regular Session.

Mr. Speaker, I ask my colleagues to recognize the House of Judah Ministries for remaining faithful to its founding mission. Through changing seasons, expanding ministries, new locations, and unwavering commitment to community service, the church continues to stand as a place of worship, healing, empowerment, restoration, and spiritual growth. Its history is marked by lives touched, families strengthened, disciples developed, and communities served. As it looks toward the future, The House of Judah Ministries remains committed to honoring its foundation, embracing its God-given vision, and continuing its mission: ``Touching Lives and Meeting Needs Through God's Eyes.''
