Mr. Speaker, I rise to pay tribute to a trailblazing public servant and pillar in the Summerton, South Carolina, community. Mayor Tony Junious tragically passed away on January 27, 2024. He was loved by everybody who knew him and will be sorely missed.

Born and raised in Summerton, Tony embodied the spirit of the town. Attending Clarendon County schools, he had an insatiable desire to learn and graduated from Scott's Branch High School as class President in 1995. Though Tony became a successful entrepreneur, it was his passion for education that led him to public service. The community elected him to serve on various Clarendon County School District Boards of Trustees. During his tenure, Tony increased high school graduation rates, began career readiness programs, volunteered at school events, mentored young leaders, and organized scholarship dinners for Scott's Branch High School Seniors. He was especially committed to younger students and ensuring they had a strong foundation to prepare them for the future.

After spending two decades advocating on behalf of Summerton's children, Tony ran for Mayor of Summerton with a bold vision of moving the town forward bolstering economic development, improving the water system, and bringing more healthcare options to the area. On April 5, 2022, Tony was elected the first Black Mayor of Summerton. In his first year, Mayor Junious achieved significant milestones; securing a $25,000 Hometown Grant, securing $12 million in infrastructure grants, initiating a Hood zone study, participating in the Broadband Internet Access Survey, establishing a Community Clean-Up Group, and passing an ordinance on firearms safety.

While Mayor Junious had big visions for Summerton, he had an even bigger heart. He had a gift for making every person in the town feel they belonged and that their voice was heard. With an infectious smile and a heart of gold, he emanated a sense of pride for Summerton that rippled through the entire community. Even during difficult times, his warm presence and astute leadership reassured everyone that no challenge was too big to overcome. Whenever Mayor Junious set his mind to something, rest assured he would achieve it.

A man of deep faith, Tony attended various churches throughout his life and was ordained an Elder and Minister. He recently received his Doctorate under the leadership of Apostle Elizabeth Gipson at the Open House of Prayer Healing and Deliverance Ministries, where he served as Chair of the Pastor aide committee.

Left to cherish Tony's memory is his loving wife, LaShenda Miller Junious, his mother, stepmother, grandmother, four sons, three daughters, stepdaughter, adopted daughter, grandchildren, brothers, sisters, and many more.

Mr. Speaker, I ask that you and our colleagues join me in recognizing the life of Mayor Tony Junious. In his honor, the people of Summerton have committed to moving forward with the vision Mayor Junious put in motion, a testament to the enduring impact of his legacy that will resonate for many years to come.

Mr. Speaker, I rise to pay tribute to a gifted carpenter, church leader, and good friend. Robert ``Marion'' Lee transitioned from this life on January 6, 2024. His love, kindness, warmth, and generosity will be well remembered and sorely missed.

Robert Marion Lee was born on December 20, 1932, in Charleston County, South Carolina. He was raised by his grandmother, Mary Middleton, and attended Charleston County schools. As a young boy, Marion learned the values of family and hard work, having worked on the family farm while also caring for his siblings. He maintained this devotion towards family as he became a father to his first son, Marshall Lee Cohen, and later married his wife of 49 years, Vermel Lee. This union was blessed with a daughter, Vera.

As an adult, Marion learned the trade of cabinetry and worked as a contractor. He built homes for countless families in Charleston County, and he took great pride in ensuring families had access to clean water in John's Island, Peters Field, Hollywood, and other rural areas. He later worked as a rehabilitation specialist and a building inspector until he retired to care for his wife. Marion was known for building picnic tables for members of the community and delivering them in his old blue truck.

I came to know Mr. Lee through his activities throughout the Sea Islands of Charleston County. He served on various residential home builder commissions, the St. John's Constituent School Board for District 9, the St. John's Precinct No. 2 Election Commission, the Sea Island Health Care Center Board of Directors, the Rural Missions Board of Directors, the SC Fire Commission, and the St. John's Water Company on the Board of Directors and as Treasurer. In addition, he and his wife fed and clothed people in need, visited the sick and shut in, and wrote encouraging letters to incarcerated individuals throughout their lives.

A man of deep faith, Marion joined Ferry Field Baptist Church in 1947, where he worshiped for 76 years. He was ordained a Deacon in 1967, served on the prayer and tarry service, and used his carpentry skills to repair and enhance the church's beauty. He was equally devoted to the church's youth, transporting carloads of children to Sunday school every week, and serving as Sunday school teacher and Superintendent. Marion also believed strongly in scripture's words to ``come as you are.'' As a young man, he often had to attend church service in work clothes, which imbued him with a commitment to making Ferry Field a welcoming place for all people, regardless of their attire. Marion loved singing hymns that embodied his love and trust in God and served on the Senior Choir and Male Choir for many years.

Left to cherish his memory are his two devoted children, six grandchildren, 12 great-grandchildren, nine great-great-grandchildren, four adopted grandchildren, God-grandchildren, nieces and nephews, cousins, caregivers, and the entire neighborhood of Lincrest Road.

Mr. Speaker, I ask that you and our colleagues join me in recognizing the life and legacy of Robert ``Marion'' Lee. Marion often remarked that he felt ``mighty blessed'' for all the people and experiences he encountered throughout his life. I and the entire Charleston community are likewise blessed for having known Marion. His rich legacy will continue to touch generations of Charlestonians for years to come.

Mr. Speaker, I rise today to pay tribute to a doting wife, devoted mother, and darling matriarch to many on her 104th birthday. Mrs. Ethel Hamilton Kelly of Charleston, South Carolina, will celebrate this milestone surrounded by family and friends on December 16, 2023. We joyfully celebrate her longevity.

Ethel Hamilton was born in 1919 in Colleton County, South Carolina, and was raised along with six siblings. She was joined in holy matrimony to lsiah Kelly, and together they had ten children. While Isiah worked various jobs, Ethel remained home to care for her large family. She instilled in all her children the importance of kindness and the ability to respectfully resolve disagreements with others. In addition to caring for her own children, Ethel regularly fed other children that frequented her home.

Ethel and Isiah raised all their children to be faithful servants of God. The Ten Commandments guide Ethel's life, and she believes adhering to them is of principal importance.

As Ms. Hamilton Kelly celebrates her 104th birthday, she remains in good health and retains her sharp mind. She continues to follow current events and votes in nearly every election. Her eight surviving children, twenty-two grandchildren, two sisters, and numerous other relatives will join her to celebrate this momentous occasion.

Mr. Speaker, I ask that you and our colleagues join me in celebrating the remarkable life of Ethel Hamilton Kelly. She continues to display her boundless maternal love to her family and others every day. We congratulate her on a life well lived and wish her continued good health and happiness in the days to come.

Madam Speaker, shortly after the war in Ukraine began, I attended our annual pilgrimage commemorating Bloody Sunday in Selma, Alabama, along with Steny Hoyer. Just before our departure to return to Washington, I was approached by one of our honored foot soldiers of that march from Selma to Montgomery who asked to have a private word with me. I assumed she wanted to discuss what we might or might not be doing about voting rights which is always the major topic of that event. Instead, she shared her serious concerns about the war in Ukraine and stressed that it was Congress' responsibility to act in defense of democracy at home and abroad.

I rise today to bring the concerns of that veteran of the war against voting suppression to the attention of this body. That longtime defender of our democracy here at home said to me that if we fail to do that which is necessary to stop Putin in Ukraine, then we may soon find ourselves in need of defending our homeland.

The failure to honor President Biden's supplemental request is endangering the safety and security of our closest allies. We need to do the right thing for freedom, for democracy, and for international stability before time runs out.

The American people know that for the sake of our democracy we can't let Putin win. This delay in funding is a gift to Putin, and every day that goes by without action strengthens his position and the resolve of other autocrats.

History teaches us that there are global consequences when we allow dictators and would-be dictators to infringe on freedoms without opposition.

Today the front line is Ukraine. Tomorrow it could be one of our NATO allies requiring a higher price in treasure and American lives.

We made a commitment to our friends in Israel also. We must support their efforts to eradicate Hamas, as well as provide necessary humanitarian assistance to the innocent Palestinians impacted by this conflict. This package will help accelerate efforts to ensure Israel's security and create space for stability in the region so we can begin, in earnest, the long process towards the two-state solution when this conflict ends. None of this will or can be possible until we honor our commitments to our allies.

Mr. Speaker, I rise today to pay tribute to a loyal South Carolina State University alumnus, inspirational leader, and legendary football coach on his retirement. Coach Oliver ``Buddy'' Pough will retire as head coach of the South Carolina State Bulldogs football team at the end of the 2023 season after 22 years.

Coach Pough first joined the South Carolina State Football Team as an undergraduate student in the 1970s. As an offensive lineman, Pough helped lead his team to a league crown and back-to-back postseason appearances. After graduation, Pough's passion for the sport led him to seek a career in coaching. Over three decades, Pough coached at numerous South Carolina high schools and the University of South Carolina before returning to South Carolina State University as the school's 14th head coach in 2002.

Under Coach Pough's leadership, the team found almost immediate success. In 2004, the team tied for the Mid-Easter Athletic Conference (MEAC) championship. This was followed by back-to-back outright MEAC titles and FCS playoff appearances during the 2008 and 2009 seasons. Later, Coach Pough led the team to four additional shared MEAC titles and two additional FCS playoff appearances. After almost two decades as head coach, Pough secured his first Celebration Bowl Championship in 2021 and his fifth HBCU National Crown.

Coach Pough is ranked among the top HBCU and MEAC coaches of all time. He has won three MEAC Coach of the Year Awards, two National Coach of the Year awards, and two national HBCU titles. In 2019, Coach Pough became the winningest head football coach in South Carolina State University history. During his retirement, Coach Pough hopes to spend more time with his wife of 47 years, Josie, his sons, and his grandchildren.

Mr. Speaker, I ask that you and our colleagues join me in celebrating Coach Pough's remarkable career. He is well-regarded by his peers in South Carolina and across the Nation and has transformed the lives of countless student-athletes on and off the field. Coach Pough will remain a pillar of the SC State community and continue to make our beloved alma mater shine every day.

Mr. Speaker, I rise today to pay tribute to a committed educator, devout Christian, and dedicated public servant, Mrs. Mary Ellen Rivers Smith. Ms. Smith transitioned from this life on October 14, 2023. She was born in Charleston, South Carolina, on February 13, 1931, the third of four children born to Addell and Mitchell Rivers.

Ms. Smith was a proud graduate of the Charleston School System, having attended Simonton Elementary School, where I began my professional career, and the historic Avery Institute, the first accredited secondary school for African Americans in Charleston. The Avery Institute had a special place in her heart. Decades after graduation, Mrs. Smith donated several artifacts from her school days to what has become the Avery Research Center for African American History and Culture.

Ms. Smith matriculated at North Carolina Central University, then North Carolina College, in Durham, North Carolina, in 1952 and graduated with a Bachelor of Arts degree in Health and Physical Education with a minor in Education. An avid and talented singer, Mrs. Smith earned the nickname ``Songbird'' as a soloist in the University Choir. After graduation, she returned to Charleston to teach high school and shortly thereafter married Reverend Dr. Charles F. Thomas.

Mrs. Smith was deeply dedicated to uplifting and shaping young minds. Over her six-decades-long career as an educator, she taught in elementary and middle schools in South Carolina; Biloxi, Mississippi; Lanon, Philippine Islands; Minneapolis, Minnesota; and Omaha, Nebraska. After residing in Omaha for many years, she moved with her family to Huntsville, Alabama.

In Huntsville, Mrs. Smith became Education Director for the Comprehensive Childcare program. She retired from teaching in 1999 but continued her commitment to educating the next generation of young minds as a substitute elementary school teacher. Additionally, during this time, she met and married Frank C. Smith of Charleston. Her dedication to education and community service served as an inspiration to her five children, all of whom served as educators in various capacities.

Mrs. Smith accepted Christ as her Lord and Savior at a young age and was baptized at Calvary Baptist Church. Her love for the Lord would follow her throughout the entirety of her life. A longtime devoted parishioner of Morris Street Baptist Church in Charleston, Mrs. Smith was involved in the Senior Choir, Hour of Power Choir, Educational Ministry, Newsletter Ministry, Social Butterflies, Senior Ministry, Pastoral Aid, Senior Citizens, and Sunday School.

After relocating to the Washington, D.C. area to live with her daughter Jennifer, Mrs. Smith became a member of the Reid Temple AME Church. There, she participated in the Reid Temple Senior Services Bible study. However, Morris Street Baptist always remained dear to her heart.

Mr. Speaker, I ask that you and our colleagues join me in honoring the remarkable life of Mrs. Mary Ellen Rivers Smith. She is remembered fondly by her children, grandchildren, great-grandchild, beloved relatives, church family, and dear friends. Mrs. Smith lived a life full of love, devotion, public service, and grace. She will be sorely missed and well-remembered by all blessed to know her.

Mr. Speaker Pro Tempore, I rise today to pay tribute to a distinguished South Carolina bank for its unwavering commitment to advancing minority-owned businesses. Optus Bank of Columbia, South Carolina was recently awarded the Minority Business Development Agency (MBDA) 2023 Robert J. Brown Minority Business Enterprise of the Year Award. Their steadfast support of businesses in distressed areas has uplifted communities and the lives of many.

To recognize the important role of entrepreneurs and institutions in advancing minority-owned businesses, the Minority Business Development Agency at the United States Department of Commerce established Minority Enterprise Development Week in 1983. Since then, the Department of Commerce has commenced numerous awards to celebrate the outstanding achievements of minority entrepreneurs. The Robert J. Brown Minority Business Enterprise Award recognizes companies that have exceeded industry standards and achieved phenomenal financial success while showing a commitment to social responsibility and strong community involvement. The award is among the highest levels of recognition that a U.S. minority business enterprise can receive from the U.S. Department of Commerce.

Optus Bank was selected because of its commitment to closing the racial wealth gap, exacerbated by systemic disparities in the financial industry. Following in the footsteps of Victory Savings Bank, the first Black-owned bank in South Carolina, Optus is committed to providing access to capital to individuals and businesses excluded from the banking system. By turning deposits from community members into loans that serve local businesses, Optus provides funding for enterprises that may not be approved for traditional loans. Their unique community driven mission has allowed them to achieve great success while helping scores of minority-owned enterprises succeed in South Carolina.

Mr. Speaker Pro Tempore, I ask that you and our colleagues join me in celebrating Optus Bank and their unwavering commitment to serving communities and people in need. Their actions should serve as an example to other organizations dedicated to positively impacting the communities they operate in. South Carolina is more prosperous because of the efforts of Optus Bank and I wish them continued success.

Mr. Speaker, I rise to pay tribute to a passionate civil rights advocate, trusted community voice, and humble public servant. South Carolina State Representative David James Mack III transitioned from this life on September 20, 2023, in Charleston, South Carolina. He will be well remembered and sorely missed.

David Mack III was born on December 13, 1953, in Charleston, South Carolina to David J. Mack, Jr. and Dorothy Mack. Representative Mack attended Charleston public schools and pursued higher education at Howard University, where he graduated with a Bachelor of Science degree in 1975. There he joined Omega Psi Phi, my own fraternity, which he credited with having played a pivotal role in shaping his values and his work throughout his life. He embodied the cardinal principles he learned as a proud member of our Omega brotherhood: Manhood, Scholarship, Perseverance, and Uplift.

The value of community service was instilled in Representative Mack early in his life. After graduating from Howard, he returned to Charleston and began working at the Committee on Better Racial Assurance (COBRA). At COBRA, he dedicated himself to the organization's mission of bringing about equality in the Charleston community and providing services for individuals and families with Sickle Cell Anemia. Representative Mack served at the organization for 47 years in various capacities, including Part-Time Assistant Director, Coordinator of Sickle Cell Services, and Part-Time Hemoglobinopathy Counselor. He also served on COBRA's Board of Directors until his passing.

In addition to his work at COBRA, Representative Mack served the Charleston community in numerous ways. He worked with the Carolina Youth Development Center and served on the Boards of Directors of the Opportunities Industrialization Center and the South Carolina Substance Abuse Commission. He was also a passionate civil rights advocate and served on the Board of the South Carolina Coalition for Black Voter Participation. He was a member of the North Charleston Branch of the NAACP and Charleston Chapter of Rainbow PUSH.

Representative Mack was a firm believer in the notion that knowledge is power and relished the opportunity to communicate important information to the people of Charleston. He became the host of the WPAL Radio station talk show ``Open Rap'' in 1979, and ``Drive Time Dialogue'' in 1986. At Sunrise Communications of Charleston, where Representative Mack served as president, he created the PM Urban Edition talk show. Most recently, David created The David Mack Radio Show where he had conversations with civil leaders, academics, and health professionals in the Charleston community.

Representative Mack was elected to the South Carolina House of Representatives for District 109 in 1997 and served in the South Carolina General Assembly for 24 years. Deeply respected by colleagues on both sides of the aisle, he served with distinction on the

Labor, Commerce, and Industry; Judiciary; and Medical, Military, and Municipal Affairs committees. He was also a proud member of the South Carolina Legislative Black Caucus and was elected by his peers to serve as Chairman.

A man of faith, Representative Mack was a longtime member and leader of the historic Old Bethel United Methodist Church in downtown Charleston. He was beloved by his family, and together with his wife Sheryl Ann they had 3 sons--David IV, Brandon, and Daniel.

Mr. Speaker, I ask that you and our colleagues join me in recognizing the life and legacy of Representative David Mack III. The entire Charleston community and the state of South Carolina is grateful for his lifetime of public service. He leaves a rich legacy that will continue to touch generations of South Carolinians for years to come.

Mr. Speaker, I rise today to pay tribute to a proud South Carolinian, a devoted public servant, and a dear friend, Daniel ``Danny'' Lee Cromer. Danny transitioned to eternal rest on September 5, 2023, in Columbia, South Carolina. His brilliance and personality will be remembered by all who were fortunate to meet him.

Daniel Lee Cromer was born on August 19, 1958, in Greenville, South Carolina. He was a proud graduate of Carolina High School and of the University of South Carolina where he earned a Bachelor of Arts in Political Science in 1980. He furthered his studies in public administration and social work at his beloved alma mater.

In 1981, Danny embarked on what would become a lifetime career in public service beginning in the office of two governors of South Carolina, Governor Richard Wilson Riley, a Democrat, and Governor Carroll A. Campbell, Jr., a Republican. In those offices, Danny coordinated federal grant applications and intergovernmental review for all federal programs across the state of South Carolina.

Following my election to Congress in 1992, Danny moved to Washington, D.C. and joined my staff as Legislative Director, a position he would serve in for 18 years. Danny quickly developed expertise in federal spending and the appropriations process. He viewed his role as a champion of poor communities in South Carolina and was committed to channeling federal investment to people that needed it most. Building on his experience in my office, he served on the staff of the House Appropriations Committee before retiring in 2013. Danny was integral to many of my legislative accomplishments but perhaps his proudest achievement was his work creating the Gullah Geechee Cultural Heritage Corridor. Having worked for years on the legislation which passed in 2006, the Secretary of Interior appointed Danny to the Gullah Geechee Cultural Heritage Corridor Commission where he served for 14 years.

Danny was an iconic character on Capitol Hill. While a passionate Democrat, he was often called on by members of Congress and staff from both sides of the aisle to find solutions to thorny appropriations and legislative issues. Never shy with his opinions or his unique Southern sense of humor, Danny made an indelible impression on all who met him, from visitors to my office to colleagues. He was passionate about mentoring interns and young staffers, always taking time to teach and impart lessons from his experiences.

Danny was a devoted, longtime parishioner of St. Monica and St. James Episcopal Church on Capitol Hill, often inviting his friends and colleagues to join him for worship. His love for the church knew no bounds and he was particularly proud of his service on the vestry. He relished the high mass, organ music, and rituals of the Episcopal Church. After relocating to Columbia, he joined St. Timothy's Episcopal Church.

Mr. Speaker, I ask that you and our colleagues join me in honoring the remarkable life of Danny Cromer. Danny often quoted a Morman hymn: ``Do what is right, let the consequence follow.'' Danny lived by those words, and the people of South Carolina are better off because of his adherence to them. I will always remember Danny and he will be sorely missed.

Mr. Speaker, I rise today to pay tribute to a dedicated servant leader, good friend, and native son of South Carolina. South Carolina State Senator John L. Scott, Jr. transitioned from this life on August 13, 2023, in Charleston, South Carolina. His passionate work to improve access to education and health care will have profound implications for generations to come.

Senator John L. Scott, Jr. was born on October 21, 1953, in Richland County, South Carolina, to the late John L. Scott, Sr. and Gracie W. Scott. Senator Scott graduated from C.A. Johnson High School in Columbia, South Carolina, and attended my alma mater, South Carolina State University, where he graduated in 1975 with a bachelor's degree in accounting. He would go on to found J.L. Scott Realty Company, Inc., in 1981 and serve as owner and President of C&S Consulting Group.

I knew Senator Scott well through his transformational work in the state. From 1988 to 1990, he served as Vice Chair for Richland County Council. He was elected to the South Carolina House of Representatives in 1990, where he served until his election to the South Carolina State Senate in 2009. Throughout his nearly 33 years in elected office, Senator Scott sponsored legislation to promote access to education and affordable housing, improve career outcomes for HBCU students, and further rural equity. He was recognized with many awards and accolades throughout his service, from the Order of the Palmetto, South Carolina's highest civilian honor; to receiving the South Carolina National Guard Association Senator of the Year award; to receiving honorary Doctorates from various universities.

His dedication to the betterment of the Palmetto State extended to our South Carolina Military Department, as Senator Scott commanded the Joint Services Detachment from February 18, 2017, to January 19, 2019. During that time, he actively recruited to increase enrollment, improved unit efficiency and readiness, and provided critical support for the Youth ChalleNGe Academy Program.

Senator Scott was a man of faith and a longtime member of New Ebenezer Baptist Church in Columbia, South Carolina. He was an active participant in the church, serving as Church Clerk from 1980 to 1995, on the Trustee Board from 1980 to 2005, and as a Deacon from 2005 until his passing. He is lovingly remembered by his wife, Joan Crouch, son, John L. Scott, III, extended family, political colleagues, and the members of our shared brotherhood, Omega Psi Phi fraternity.

Mr. Speaker, I ask that you and our colleagues join me in recognizing the life and legacy of Senator John L. Scott, Jr. Senator Scott embodied the Biblical teaching to ``Be devoted to one another in love. Honor one another above yourselves,'' and as such devoted his life to improving the welfare of every South Carolinian. He will be sorely missed and well remembered.

Mr. Speaker, I rise today to pay tribute to a faithful servant, trusted counselor, and cherished community leader, Deacon Benjamin ``Ben'' Swinton. Deacon Swinton, a lifelong friend and supporter, transitioned from this life on July 26, 2023, in Sumter, South Carolina. His compassion and kindness will be sorely missed.

Mr. Benjamin Swinton was born on September 10, 1929, in Sumter, South Carolina. He attended Sumter City Schools and graduated from Lincoln High School in 1954, where he was a gifted athlete. Upon graduating high school, Mr. Swinton pursued higher education at North Carolina A&T University and completed his coursework at Morris College in Sumter, graduating Magnum Cum Laude. Mr. Swinton also dutifully served our nation in the United States Army.

After graduating from Morris College, Mr. Swinton pursued a career in public service. He served as a counselor and planner at the Wateree Community Actions Agency before joining the South Carolina Vocational Rehabilitation Center, where he served for 21 years before his retirement. In these capacities, Mr. Swinton was uplifting to many members of the Sumter community.

Deacon Swinton was a man of faith. He was a lifelong member of the Salem Missionary Baptist Church and served the Church as a Sunday School teacher, a combined choir member, the Director of Christian Education, and Sunday School Superintendent. Additionally, he served on the Deacon Board with distinction.

Mr. Swinton was also a dedicated family man. He is survived by his loving wife, Dollie Woods Swinton to whom he was married for 68 years. Together they had 1 son, Benjamin Anthony Swinton, who preceded him in death. He is also survived by a daughter, Juanita Balls Williams, brothers Harry W. Swinton and Roosevelt (Naomi) Swinton, and many grandchildren, great-grandchildren, nieces, and nephews.

Mr, Speaker, I ask that our colleagues join me in honoring the remarkable life of Deacon Benjamin Swinton. His long life of service as a counselor and spiritual leader made an indelible impact on his community and will be remembered by all who were fortunate to know him.

I rise to take note of the sad irony that the extreme Republican majority is bringing this appropriations bill to the floor on the 75th anniversary of President Truman's desegregation of the Armed Forces.

President Truman's heritage would suggest that he would be an unlikely champion for civil rights. He grew up in a segregated town in Missouri, in a family that owned slaves and defended slavery.

When our 33rd President heard of the blinding of Sergeant Isaac Woodard, Jr., a decorated Black World War II veteran who was brutally attacked by a police officer while traveling home to

Winnsboro, South Carolina, on a Greyhound bus--still in his uniform after being honorably discharged--Truman was moved to forsake his upbringing and desegregate the Armed Forces.

President Truman courageously recognized and acted to further our Nation's fundamental obligation to our servicemembers and veterans, regardless of their backgrounds.

We should be working to build upon the progress he made, but regrettably, the MILCON-VA bill that the majority is bringing to the floor today would constitute a significant step backward.

This ill-conceived legislation, in addition to reducing funds for the military construction projects that are fundamental to our servicemembers' quality of life, is also an attack on the dignity of our veterans.

It attacks the dignity of women veterans by blocking reproductive healthcare when their health is endangered.

It attacks the dignity of veterans in need of gender-affirming care by blocking the VA from providing it, even if it is recommended by a doctor.

It attacks the dignity of veterans and all Americans of color and others who have been historically underserved, marginalized, and adversely affected by persistent poverty and inequality by blocking the Biden administration's ongoing efforts to advance equity.

President Truman recognized that our national security is enhanced by respecting the dignity of all American patriots who sacrifice to defend it. This legislation being brought today by the extreme Republican majority is at odds with that principle.

If the Members of today's extreme Republican majority were in office in 1948, I fear they would have attacked President Truman's desegregation order as an unacceptable diversity, equity, and inclusion measure, which section 417 of this legislation would ban.

I fear that if this bill were enacted into law, it would prevent the military from discussing the blinding of Sergeant Isaac Woodard and its influence on President Truman because the topic would be deemed critical race theory, which would be banned by section 415, rather than the historical fact that it was.

Will this section ban our military leaders from making repairs to the GI Bill benefits that were denied Black World War II veterans?

Mr. Speaker, when President Truman was informed of Isaac Woodard's blinding, he reportedly exclaimed: ``My God, I had no idea it was as terrible as that. We have got to do something.'' Sadly, this extreme Republican majority seems to find new ways to be terrible every week.

I rise in opposition to the consideration of this awful bill because Democrats know we have got to do something to prevent them from pushing us off our trek toward a more perfect Union that President Truman so courageously advanced 75 years ago today.

Mr. Speaker, I rise today to pay tribute to a trailblazer, fearless business owner, voting rights advocate, and my good friend, Elise Jones Martin. Mrs. Martin transitioned from this life on June 1, 2023, in Palo Alto, California. Having lived in Columbia, South Carolina, for the majority her life, Mrs. Martin was a pillar of our community who was widely loved and respected for her tenacity and compassion.

Elise Jones Martin was born on February 7, 1915, in Hartsville, South Carolina. She was raised in a loving home by her mother, Fannie Jones, who worked as a seamstress to support her and her siblings after the passing of their father. By age 20, Mrs. Martin had graduated from cosmetology school in New Jersey and settled in Columbia, South Carolina, where she opened her first beauty shop. A successful business owner, she owned several successful beauty shops in the state. She would go on to open Elise Beauty Shop in downtown Columbia and become the first Black person to own a business on Main Street.

In addition to her business acumen, Mrs. Martin was deeply dedicated to her education and passing the gift of knowledge onto others. She took classes at South Carolina State University, Allen University, and Benedict College. Mrs. Martin would go on to become a beloved cosmetology teacher of 27 years at Columbia's Booker T. Washington High School. In addition, Mrs. Martin often kept in touch with her former students, offering insight and guidance as they embarked on future endeavors.

Throughout her life, Mrs. Martin was a highly involved member of the community and volunteered her spare time to bettering the lives of others. She was involved with many groups, including the Columbia Housing Authority, the Clyburn Golf Center Committee, the Columbia Zoning Commission, the Citizens Advisory Committee for Community Development, the City Beautification Committee, the Drew Park Board, and the Jones-McDonald Community Club, which was co-founded by her mother. Additionally, she was a recipient of the Enduring Spirit Award from the Columbia Museum of Art and received accolades from the Columbia City Council and the American Cancer Society.

Having grown up in the Jim Crow South and enduring difficulty at the polls, Mrs. Martin closely cherished her civic activities. She became a prominent voting rights advocate in South Carolina. In addition to spending decades registering people to vote and guiding them through the voting process, Mrs. Martin served as a poll worker for more than 30 years, well into her nineties. She famously met Barack Obama whilst he was running for President, telling him proudly, ``You are a good man. You've got good brains and don't you stop.''

Mr. Speaker, I ask that you and our colleagues join me in honoring the incredible and inspiring life of Elise Jones Martin. She is remembered fondly by her three children, grandchildren, and great- grandchildren, the products of a more than 50-year loving marriage to the dearly departed Montez Martin, Sr. Throughout her life, she remained steadfast in her dedication to her state and extending the greatness of this country to all Americans. She will be sorely missed and well-remembered.

Mr. Speaker, I rise today to announce that I have just filed a discharge petition on the resolution providing for the consideration of H.R. 2403, the Enhanced Background Checks Act of 2023.

Saturday, June 17, will mark 8 years since the massacre at one of the country's most historic churches, Emanuel AME Church in Charleston, South Carolina.

That racially motivated attack took nine parishioners' lives and injured three others as they participated in a Bible study. It also exposed a loophole in our firearm background check system known as the ``Charleston loophole,'' that allows individuals to purchase firearms prior to an approval of their background check.

Tragically, that very loophole enabled the gunman, who I might add was not eligible to purchase a firearm, to acquire a firearm and commit that horrendous act.

The Brady Act mandates criminal background checks for all gun sales at licensed firearm dealers through the National Instant Criminal Background Check System, NICS. Though most checks process within minutes, and 97 percent are completed within 3 business days, if NICS has not completed its background check in 3 days, regardless of the reason, the dealer can proceed with the firearm sale.

In Charleston, just because a gunman's background check had not been completed within the 3 days, the shop had already sold the gun before he was deemed to be ineligible.

Every year, thousands of weapons are purchased through this loophole that otherwise should be prohibited due to criminal records or other factors--more than 5,200 in 2021 alone. Though this problem was discovered too late for the 12 victims at the Emanuel AME Church, we must narrow this loophole to prevent future tragedies.

Since 2015, I have introduced the Enhanced Background Checks Act, and it passed the House in the 116th and 117th Congresses. This bill provides the FBI with crucial additional time to complete the background check on a potential firearms purchaser before a licensed dealer can transfer a gun.

If a background check has not been completed after 10 business days, a purchaser may request an expedited review by the FBI. This request for an expedited review will trigger a more intensive FBI investigation, designed to resolve the case within an additional 10- business-day period.

If the additional 10 business days elapse without a response from the NICS system, only then may the dealer sell or transfer the gun to the purchaser. Transactions for prospective purchasers who do not request an expedited review cannot proceed until their background check is resolved.

While I would hope that House Republican leadership would recognize the harm caused by the Charleston loophole and would bring this bill to the floor for a vote, this discharge petition would make that happen even if they remain unwilling. With strong support in the Democratic Caucus, we just need a handful of Republican colleagues willing to put partisanship aside and do the right thing for the American people.

I would respectfully ask that they reflect upon the nine parishioners who lost their lives at Emanuel AME Church 8 years ago. I hope they will conclude that to prevent lives from being needlessly lost in the future, they must ensure that the Enhanced Background Check Act of 2023 be enacted into law to finally close the Charleston loophole. That starts with signing this discharge petition.

Madam Speaker, I close my comments by indicating that on Saturday, while I will be pausing in the morning to say a prayer for the families of these nine souls, I will go to Bethel AME Church in Columbia to celebrate the homegoing of Ms. Elise Martin, who when she lived in Charleston and came into my life, often worshipped at Emanuel AME Church.

Fortunately, the good Lord allowed her to live for 108 years. The pastor of Emanuel AME Church lost his life.

Mr. Speaker, I thank the gentleman for yielding me the time.

Mr. Speaker, I rise today because my colleagues across the aisle are once again seeking to put politics over people and inflict undue economic harm, this time by denying much-needed student loan debt relief.

President Biden's targeted student loan debt relief plan is designed to help low- and middle-income borrowers, with 90 percent of the relief going to those earning less than $75,000 per year.

In my home State of South Carolina, over 680,000 borrowers are eligible, of which over 67 percent are Pell grant recipients. Over 48,000 borrowers in my district alone have been fully approved for relief.

If enacted, H.J. Res. 45 will rescind life-changing relief for hardworking borrowers, renege on the payment pause by forcing them to pay several months of installments with interest, and claw back earned credit from public servants toward the Public Service Loan Forgiveness program. For many, this will mean thousands of dollars in payments with little to no notice. Cruelty seems to be the point.

Mr. Speaker, President Biden's student loan debt relief plan will help alleviate the yoke of student loan debt for millions of Americans. Challenges to the program, both in court and posed by those in Congress, are meritless.

Higher education shouldn't be a luxury for a privileged few. Borrowers deserve our help, and I urge my colleagues to vote down this resolution.
