Mr. Speaker, I rise today to honor Charles G. (Chip) Roach who was recently awarded the Pennsylvania Association of Realtors Distinguished Service Award.

Chip Roach is most deserving of this award in that he has worked for over 25 years with the Pennsylvania Association of Realtors; has held leadership positions on local, state, and national associations; and has proven himself to be a local leader whose performance of service and involvement in political and community activities has been extraordinary. This legacy of service has been in Chip's family for five generations. Today, he has two children in the business with him and a son who works as a developer in Colorado Springs, Colorado.

Chip Roach is a broker for Prudential Fox & Roach Realtors and for the Trident Group, a multi-service homeownership company in the Philadelphia area. Trident Group is the fifth largest provider of home services in the nation, with more than 3,200 sales associates in 60 sales offices spanning three states.

Currently, Chip is a director of the National Association of Realtors and the Pennsylvania Association of Realtors. Not only does Chip help oversee preeminent realty associations, but he also is a director at the Philadelphia Committee to End Homelessness and is a former director of the Employee Relocation Council.

Chip has served as the Chairman of the Board of Trustees of Rosemont College, the Main Line Chamber, and of Genesis, a relocation network of over 25,000 sales associates in the United States. Today, Chip is also the President of Fox & Roach Charities. Under Chip's leadership, the Fox & Roach Charities have donated over one million dollars to different organizations that are involved with providing housing for families in need.

Outside of work and his community contributions, Chip enjoys spending time with his wife, three children, and five grandchildren. Chip has been described as an upbeat person with a positive attitude that inspires those he works with. His wife describes him as always ``on the go,'' and everyone always knows he is coming by his happy whistle and big smile.

Mr. Speaker, I ask that my colleagues join me today in honoring Chip Roach for his exemplary community service and the excellent

work he has done in the Pennsylvania Association of Realtors. The Pennsylvania Association of Realtors Distinguished Service and National Award Chip received is a most prestigious honor and one that appropriately acknowledges Chip's outstanding contributions to his profession and community.

Mr. Speaker, I rise today to honor the Volunteer Medical Services Corps, VMSC, of Lower Merion and Narberth, Pennsylvania, which is celebrating 60 years of service to their community.

In 1944, during the height of World War II, the residents of Narberth Borough felt it was their duty to provide routine transportation for those involved in the war to and from the ports of Philadelphia. The group quickly became incorporated as the Volunteer Medical Corps of Narberth with the main goal was to provide first aid care to those in need and to facilitate non-emergency transports.

In 1951, the corps leased property from the Borough of Narberth and built a new building that could accommodate their needs and growing business. Since 1951, times have changed and medical services have continued to grow in size and scope, and VMSC of Lower Merion and Narberth has proven itself versatile as it has grown with the times. In the 1960's and 1970's when EMS became a specialty, the State health department and the Lower Merion Police Department recommended that VMSC expand its role and provide all emergency care for Lower Merion Township. VMSC quickly became the provider of emergency medical services not only to Lower Merion Township, but Narberth Borough as well.

In the 1990's, the VMSC again grew considerably thanks to its paid staff and volunteers. The company moved to a new headquarters in Ardmore, Pennsylvania and, during that time, it integrated another ambulance company into its own. In 1999, Pleasant Valley Ambulance was integrated in to VMSC, providing ALS services to the Conshohocken Area. This move also helped to reduce response time and the volunteers were able to provide a more timely service. The integration of Pleasant Valley Ambulance also gave VMSC the ability to bring advanced life- support units to those in need.

In 2002, VMSC founded a bike patrol unit. The bike patrol teams consist of two EMTs or medics who can help reduce responder time in large or crowded medical emergencies. The state-of-the-art equipment includes a full range of cardiac medicine, bandaging and splinting supplies, oxygen, and a defibrillator. The bike patrol is extremely important because the EMTs on bikes have the capability of arriving at the scene of an accident well before an ambulance and they can provide life saving care.

Today, VMSC prides itself on providing high-quality, cost-effective emergency and non-emergency medical transportation services to the ill and injured citizens of Lower Merion and Narberth, Pennsylvania. Mr. Speaker, I ask that my colleagues join me today in honoring the Volunteer Medical Services Corps of Lower Merion and Narberth for their commitment to providing quality care, mutual respect, and open communication with their community. It is an honor to recognize an organization that selflessly provides for its community each day and in turn creates a better quality of life for the citizens of Narberth and Lower Merion Township.

Mr. Speaker, I rise today to honor the Green Valleys Association on the occasion of their 40th Anniversary. For forty years, the Green Valleys Association has been working diligently to protect the watersheds and ecosystems in northern Chester County, Pennsylvania.

The Green Valleys Association was founded in 1964 by landowners who were threatened by the proposed damming of the French Creek in Chester County. The proposed damming would have transformed the area into a reservoir, so the landowners took a stand and created a formidable defense against the dam--a group called the French Creek Watershed Association. This spirit and drive has been, and still is, a part of all who work within the Association, now known as Green Valleys Association. Six years later, in 1972, the Association expanded to oversee all five of the northern and eastern Chester County's Schuylkill River watersheds. This area includes Pigeon Creek, Stony Run, Pickering Creek, French Creek, and Valley Creek. The region covered by the Association is largely rural and more than 70 percent of the population who live there depend on the activism of the Green Valleys Association to help protect their water resources. Today, the Association's activity spreads throughout 21 municipalities and over 155 square miles. The Green Valleys Association is unique in its work and purpose as it is the only watershed association in northern Chester County.

Throughout the past forty years, the Association has worked to protect the natural resources in northern Chester County by helping to limit the Warner Quarry expansion, protecting Valley Creek and by achieving ``Exceptional Value'' status for the upper French Creek. In fact, all of the watersheds under Green Valleys Association's oversight have been designated either ``High Quality'' or ``Exceptional Value.'' Exceptional Value is the highest protective designation offered by the Commonwealth of Pennsylvania.

The Green Valleys Association has also taken on the task of educating the public on resources and the environment. They provide the community with information on environmental laws; organize meetings on water resources, effective land-use planning and wildlife resources; and bring the community together for local participation in stream watches. They also provide summer camps and school programs for students introducing them to important environmental concerns. The Green Valleys Association has also developed the Sustainable Watershed Management program to be utilized as a tool for local municipalities to incorporate in regulations of water use.

Mr. Speaker, I ask that my colleagues join me today in honoring Green Valleys Association's role as an educator and a protector of the watersheds of northern Chester County, Pennsylvania. They have done tremendous work, and for that, they should be commended.

Mr. Speaker, I rise today to honor the Comcast Cable Communications for their contributions to community fellowship and well-being as demonstrated in their unique one-day Comcast Cares community project.

Comcast began their tradition of volunteer service in 1997 when Comcast employees and their families participated in the Philadelphia Cares Day. The Philadelphia Cares Day began as a day of city-wide community service in the Comcast headquarters hometown. As the number of employees continued to grow at Comcast, so did the number of Comcast volunteers. The Comcast volunteers are well-known for their enthusiasm, dedication, and for contributions to their community.

In 2001, the spirit of volunteerism and community grew and the Philadelphia Cares Day became company-wide, spread across the country, and was renamed Comcast Cares Day. Six thousand, one hundred Comcast employees participated in over 120 non-profit community projects in 26 states. This new initiative gave Comcast the ability to show their commitment and dedication to each community that it serves.

In Comcast's home state of Pennsylvania, Comcast employees worked on 13 different projects throughout the state. In Pottstown, Pennsylvania, 125 Comcast employees partnered with the Rickets Community Center and the Pottstown School District to paint and landscape the Pottstown High School, the Pottstown Middle School, and the Community Center. Volunteers also worked in Reading, Pennsylvania with the South Mountain YMCA to clear trails, rebuild a rock-climbing wall, and worked on general clean-up for Camp Conrad Weiser.

It was also in 2001 that Comcast received a total of 11 awards in recognition for their multiple community service initiatives. In 2002, Comcast was awarded the Cable Television Public Affairs Association's Golden Beacon Award, the Association's highest honor, honoring Comcast's service and continuing commitment to the communities they serve, as demonstrated in the 2001 Comcast Cares Day.

Mr. Speaker, I ask that my colleagues join me today in recognizing Comcast Cable Corporation for their commitment to volunteerism and community service, not only in Pennsylvania, but throughout the country.

Mr. Speaker, I rise in support of H.R. 4731, a bill I introduced to reauthorize the National Estuary Program. I would like to particularly thank the gentleman from Tennessee (Mr. Duncan) for his efforts on this bill and for his work as chairman of the Committee on Transportation and Infrastructure's Water Resources and Environment Subcommittee.

H.R. 4731 is a simple reauthorization of a highly respected and successful National Estuary Program. A program whose authorization will expire at the end of fiscal year 2005. Like the previous authorization, the bill will authorize $35 million annually for the program and will extend the authorization through fiscal year 2010.

Estuaries are coastal bays, harbors, sounds and lagoons, places where rivers meet the sea. Estuaries and the lands surrounding them are places of transition from land to sea and from fresh to saltwater. Up to 80 percent of the fish that we catch spend at least part of their lives in estuaries. EPA's National Estuary Program was established by Congress in 1987 to improve the quality of estuaries of national importance. Section 320 directs EPA to develop plans for attaining and maintaining water quality in an estuary. This includes protection of public water supplies and propagation of a balanced indigenous population of shellfish, fish

and wildlife; allows for recreational activities on and in water; and requires control of point and nonpoint sources of pollution to supplement existing controls of pollution.

The National Estuary Program now boasts 28 estuaries in almost every coastal State around the country. Since 1987 the program has restored or protected 700,000 acres of coastal habitat. The EPA works with federal agencies, State and local governments, nonprofit institutions, industry, and citizens to address an estuary's environmental problems. The program is a watershed approach in which all affected interests participate in creating solutions that balance environmental objectives with competing issues.

Estuaries support many commercial and other activities. The shipping industry relies on estuaries and is a large source of employment and an integral part of the national economy. Estuaries also provide great opportunities for tourism and recreation. Finally, coastal populations depend on clean water drawn from an estuary's freshwater tributaries to support public infrastructure such as drinking water and water supplies for industrial facilities, wastewater treatment plants, and irrigation.

Much of my congressional district lies within the Delaware Estuary Study Area, so I am intimately familiar with the importance of protecting this particular estuary. The Delaware Estuary has sustained a human population for thousands of years, but by the end of the 19th Century, increased population and industrialization had transformed much of the upper Estuary watershed. Fisheries were in decline due to pollution, and drinking water supplies were contaminated by pollution which caused outbreaks of typhoid and other diseases in urban areas. Both the industrialization and pollution of the water led to a dramatic decrease in the recreational use of the Delaware River. And it became less of a regional focal point as fewer people had direct contact with it.

By the mid-20th Century, even more pollution flowed into the Delaware Estuary, and the urban reach of the Delaware was one of the most polluted stretches of river in the world, with essentially zero dissolved oxygen in the water during the warmer months of the year.

Throughout the 1960s and 1970s, increased State, interstate, federal and public interest led to dramatic improvements in the Estuary's water quality. Today, with the assistance of the Estuary Program, the Delaware Estuary is cleaner than at any time in the last century. Over 90 percent of the Estuary meets swimmable and fishable goals of the Clean Water Act. Public access to the Estuary is increased as a result of public parks.

Seeing the rebirth of the Delaware Estuary as a valuable natural resource is certainly encouraging, and I am encouraged not just by the progress made in the Delaware Estuary but in estuaries throughout the country. For this reason, I believe it is vitally important that we act quickly to reauthorize the National Estuary Program and allow this progress to continue.

Mr. Speaker, again, I would like to thank the gentleman from Tennessee (Mr. Duncan), the chairman of our subcommittee; and the gentleman from Alaska (Mr. Young), chairman of our committee, for their efforts and their leadership, and I urge all Members to support this important bill.

Mr. Speaker, I rise today to honor the Kimberton Fire Company of Kimberton, Pennsylvania on the occasion of their 75th Anniversary.

The Kimberton Fire Company began back in 1929 when a group of community leaders came together to discuss the need for a local fire company to protect the community and its vicinity from the inherent danger of fire. On February 5, 1929, the first officers were elected by the newly formed membership. At that time, they also voted to purchase one 1917 Brockway Combination Chemical and Hose Car for $300. These steps led to the Kimberton Fire Company's official incorporation three months later in May of 1929.

In May 1936, right after the Company purchased their first new fire apparatus, the Hale Pumper, fire broke out in the Kimberton firehouse. While the firehouse was completely destroyed, firefighters were able to save the pumper and were able to utilize their new equipment to extinguish the fire.

Today, the Kimberton Fire Company has a fleet of twelve emergency vehicles. This fleet has the capability to meet the needs of the Kimberton community that is comprised of six municipalities and covers over 32 square miles. The area protected by the Kimberton Fire Company ranges from the farmland to small towns and suburban developments.

Not only does the Kimberton Fire Company provide outstanding rescue and fire services, they also provide exemplary community service. The members of the Kimberton Fire Company serve as members of the Tanker Task Force and the State Forest Fire Crew. The Kimberton Fire Company is also the area's Emergency Operations Center and an evacuation center. Meeting space is provided at the firehouse for the Boy Scouts and for other groups such as Exploring and Venture group. The firehouse also opens its doors and hosts fundraisers and other community events. The Kimberton Fire Company believes strongly in investing in the youth of the community because they believe that today's youth will provide for a more improved community in the future. The Kimberton Fire Company is well-known for its fire and rescue teams, and also for being actively responsive to the unique needs of the Kimberton community. Lifelong friendships and solid community partnerships have been made and the Kimberton Fire Company is prominent in establishing and maintaining these local bonds.

Mr. Speaker, I ask that my colleagues join me today is congratulating the Kimberton Fire Company for its dedication and service to the Kimberton area community. It is an honor to recognize the Kimberton Fire Company for its 75 years of tremendous service to the people.

Mr. Speaker, I rise today to recognize Habitat for Humanity of Chester County, Pennsylvania's 15th Anniversary. For fifteen years, they have provided basic, well-built, affordable housing for low-income families and for those in need. Habitat for Humanity has made countless contributions to our community and, for that, they should be commended.

Habitat for Humanity is an organization that not only builds homes, but it also builds hope for those less fortunate. In turn, it gives those people in need a sense of dignity and of independence. This program is known for developing partnerships within the community and for its involvement in the promotion of Christian values. This great organization is led and sustained by volunteers of all faiths and it prides itself on serving all low-income families regardless of race, religion, culture, or gender.

Habitat for Humanity of Chester County began operations in 1986 as a part of the Greater Philadelphia Habitat for Humanity. Shortly afterwards in 1988, Chester County became a separate affiliate after completing its first home. Today, Habitat for Humanity of Chester County is one of six affiliates in the Delaware Valley and one of 1,600 United States affiliates of Habitat for Humanity International.

Since 1988, Habitat for Humanity Chester County has built 58 homes and refurbished an additional seven properties in the area. In 2003, the organization began construction on eleven new homes in Chester County. Eight of these homes will be located in the city of Coatesville and three in the borough of Phoenixville, Pennsylvania.

Volunteers from the community are a vitally important part of Habitat for Humanity. In 2000 alone, community volunteers in Chester County, Pennsylvania contributed more that 25,000 hours of work on the homes for those less fortunate. Habitat for Humanity brings volunteers and future homeowners in the community together in a positive and productive fashion, putting a face and a name on the issue of affordable housing.

Mr. Speaker, I ask that my colleagues join me today in recognizing the outstanding contributions that Habitat for Humanity has made not only in Chester County, Pennsylvania, but for their service to the needy throughout the world.

Mr. Speaker, I rise today to recognize my constituent, Don Miller of Downingtown, PA, as one of the American Chemistry Society's 2004 Heroes of Chemistry.

The Heroes of Chemistry Award was created in 1996 to recognize the innovation and hard work of scientists whose chemical work has produced successful commercial products.

Along with four of his colleagues at Wyeth, Don is being recognized by the ACS for his pioneering work in developing the world's first antibody-targeted chemotherapeutic agent. Don headed this team of scientists for 7 years, seeing the research all the way through to product approval by the Food and Drug Administration.

Born and raised in Pittsburgh, Don's love of science led him first to the University of Pittsburgh and then on to Purdue University for his PhD. His career as a scientist has taken him across the United States and around the world, but the driving force in his life remains in Downingtown with his loving wife, Eva, and his daughters, Skye and Rhiannon.

The ingenuity, perseverance and dedication of Don Miller, and all of his colleagues in the

various fields of chemical research, has had a tremendously positive impact on the quality of our health and lives and we all owe Don and his dedicated colleagues our utmost gratitude and appreciation.

Mr. Speaker, I rise today to honor Richard ``Rip'' Hamilton for his distinguished career in professional basketball and for the contributions he made to the 2004 NBA Championship team, the Detroit Pistons.

Rip Hamilton first made his mark in basketball when he was a high school student at the Coatesville Area High School in Chester County, Pennsylvania. During his senior year, he was voted to the First Team All-State Basketball team and participated in the McDonalds All- American game before his graduation in 1996.

Upon graduation from Coatesville Area High School, Rip continued to pursue his passion for basketball at University of Connecticut. At UCONN, Rip finished 2nd in career scoring and was the only Connecticut player to score at least 700 points per season twice in his career, and 500 points in his first three seasons. Rip spent three years at UCONN perfecting his game and, in 1999 after scoring 27 points in the Huskies' 77-74 championship win over Duke, Rip was voted the most valuable player of the Final Four. That same year, Rip was also voted 1st Team All-American by the AP and he was also awarded the Big East Conference and ECAC Player of the Year.

After three years playing basketball for UCONN, Rip was the 7th overall draft pick for the NBA. Rip then began his professional basketball career with the Washington Wizards. He spent three years with the Wizards and made his NBA debut scoring ten points against the Atlanta Hawks on November 2, 1999. On April 13, 2000, he registered a career-high 26 points against the Chicago Bulls. He set or tied career highs in every major statistical category except blocks in the 2000- 2001 season. Then in 2001, he was acquired by the Detroit Pistons where he became one of their star players as the shooting guard. Rip has been with the Pistons for two years now and helped lead his new team to the 2004 NBA Championship with a 100-87 win over the Los Angeles Lakers in game five of the NBA Finals.

Not only is Rip Hamilton an outstanding basketball player, he is also known for giving back to his community. Each year, Rip sponsors the ``Rip City Day'' in Coatesville, Pennsylvania. It is a citywide celebration with food and entertainment for everyone. Rip also annually sponsors basketball camps throughout Chester County, Pennsylvania to give high school students the same opportunities he was given during his childhood.

Mr. Speaker, I ask that my colleagues join me today in recognizing an outstanding citizen and athlete who exemplifies the dedication and hard work it takes to reach the pinnacle of his sport.

Mr. Speaker, I rise today to honor Manatawny Manor in recognition of 30 years of dedicated service to the senior citizens of Chester County, Pennsylvania.

On July 8, 1974, Manatawny Manor opened its doors to provide care for senior citizens in need. It was founded by two notable men: Thomas Natoli and Frank Genuardi. These men created Manatawny Manor with a vision of providing unsurpassed service to the senior citizens of Chester County. Originally, Manatawny Manor was a one-story structure with 99 beds and five nursing staff members. On its first night of operation, there was only one resident. Since then, the numbers of citizens that Manatawny Manor has cared for has greatly increased. In the past thirty years, Manatawny Manor has provided and cared for over 4,897 residents.

Just four years after Manatawny Manor opened, substantial improvements were made to the facility. In 1978, a 107 bed personal care unit opened and, in 1986, an adult day care facility was added. The day care facility made more services available to senior citizens and can accommodate up 28 clients.

Increased need for bed capacity in 1989 and 1996 led to renovation projects that expanded upon the original building, bringing the number of beds to 133. These additions and improvements were not focused solely on bed space, but also on improvements in the administrative offices, and the Rehabilitation Services Department.

In 1998, Manatawny Manor was purchased by the Lutheran Home at Topton, thus becoming a part of Lutheran Services Northeast. On January 1, 2000, through the affiliation of Lutheran Services Northeast and Tressler Lutheran Services, Manatawny Manor became a facility of the Diakon Lutheran Social Ministries. Diakon is a private, non-profit charitable organization of the Evangelical Lutheran Church of America. Diakon Lutheran Social Ministries has sought to provide the very best in long-term care through continuing care retirement communities, assisted living services, special care for those with dementia or Alzheimer's disease, short and long-term care skilled nursing, and outpatient rehabilitation.

Mr. Speaker, I ask that my colleagues join me today in recognizing Manatawny Manor and Diakon Lutheran Social Ministries for 30 years of exceptional long term care and service to the people of Chester County, Pennsylvania.

Mr. Speaker, I rise today to recognize Lt. Col. Elizabeth J. Magners for her 60 years of exemplary service with the Civil Air Patrol.

Elizabeth Magners, born in Altoona, Pennsylvania, graduated from the Civil Air Patrol National Staff College at Maxwell Air Force Base, Alabama, in 1969. She furthered and completed her training at the Air University Extension Course Institute program for Civil Air Patrol officers at Gunter Air Force Base, Alabama. On June 20, 1944, Elizabeth Magners joined the Civil Air Patrol (CAP) and thereby commencing what is now 60 years of service. She served in the volunteer civilian auxiliary of the U.S. Air Force in various capacities, including commander of the General Carl A. Spaatz Squadron of Boyertown, Pennsylvania. She was a Public Affairs Officer of the Pennsylvania Wing and served on projects and assignments at Northeast Region and National Headquarters levels where she attained the rank of Lieutenant Colonel.

Elizabeth Magners has received numerous awards and honors during her six decades of service, including the CAP's Distinguished Service Award, the Exceptional Service Award, the Meritorious Service Award and numerous Commanders Commendation certificates. In addition to her service awards, she was also honored by the Freedoms Foundation at Valley Forge, Pennsylvania for her 24-year radio show entitled ``Wings Over Boyertown'' and her unit publication, ``The Question Mark.''

Elizabeth is a past president of the Lehigh Valley Chapter 274 Air Force Association, a life member of the U.S. Naval Institute, member of the Reading Chapter of the U.S. Navy League and a member of the 148th Fighter Squadron of the Pennsylvania Air National Guard Auxiliary.

Mr. Speaker, I ask my colleagues to join me today in recognizing Lt. Col. Elizabeth J. Magners for her 60 years of outstanding and dedicated service to her community, the Commonwealth of Pennsylvania and the nation.

Mr. Speaker, I rise today to honor Christopher Clark, the President and Chief Executive Officer of Johnson Matthey Inc., on the occasion of his retirement after 42 years of dedicated service to the company.

Johnson Matthey is a global advanced technology company with operations in such areas as catalysts for chemical processes; emissions control catalysts for automotive, diesel and stationary source applications; pharmaceutical materials; and materials for medical and industrial products. In 1909, Johnson Matthey opened its principal operating company in Pennsylvania. Today, its North American corporate headquarters is located in Chester County, Pennsylvania.

Mr. Clark's career with Johnson Matthey is long and distinguished. Throughout his 42 years with Johnson Matthey, he had a wide range of experience with all aspects of the Company's operations. Mr. Clark joined Johnson Matthey in 1962 and soon after was appointed product manager in 1969. Six years later, Mr. Clark was promoted to product group manager and from 1979 to 1984, he was the marketing manager of Johnson Matthey's Metal Products Division in the USA. Mr. Clark went to the UK in 1984 as the general manager of the company's noble metals fabrication business.

Mr. Clark was appointed executive director of Johnson Matthey in March 1990 and then in October 1991, he assumed responsibility for the company's Materials Technology Division. In 1996 he was promoted to chief operating officer and, in 1998, Mr. Clark was appointed chief executive officer of the company.

During Mr. Clark's tenure as CEO of Johnson Matthey, the company's operations in Chester County have undergone significant expansion. For example, the Emissions Control Technologies operations in Wayne, Pennsylvania have produced more catalysts for the automotive industry than any other facility in the world. Johnson Matthey has also established remarkable gas-processing technologies in West Chester, Pennsylvania under the leadership and supervision of Mr. Clark.

In May 2002, Mr. Clark was awarded the Society of Chemical Industries' Centenary Medal and, in June 2003, he was honored again with the International Precious Metals Institute's Junichiro Tanaka Distinguished Achievement Award for his significant contribution to the advancement of the precious metals industry.

Mr. Speaker, I ask that my colleagues join me today in honoring a highly successful businessman and exemplary citizen, Christopher Clark, for his many years of contributions and distinguished service to Johnson Matthey and to his community, state, and nation. And I may ask that we wish him the very best of success and happiness with his retirement.

Mr. Speaker, I rise today to recognize the Brandywine Heights High School Marching Band. The Marching Band was selected as one of the few bands to represent the Commonwealth of Pennsylvania at the official dedication of the World War II Memorial over Memorial Day weekend.

The Brandywine Heights High School Marching Band is unique in that is one of few bands in the country that is modeled after a Revolutionary war music regiment. The Marching Band is steeped in this tradition and is able to maintain its revolutionary style by wearing authentic reproductions of Continental army uniforms and by marching with precise military bearing. The only songs performed by the marching band are patriotic, again keeping with the tradition set forth by the Continental soldiers in the 18th century.

The Brandywine Heights High School Marching Ensemble consists of four parts: the Marching Band, the Fife and Drum Corps, the Band Front, and the Bugle Corps. The Marching Band consists of 70-80 musicians and to maintain its military bearing, the band strives for not only for uniformity in dress, but also in marching. The goal of the Marching Band is to be recognized as a single unit rather than as individuals. In order to achieve this, the band performs the ``Drill of Attention,'' which is a check list to focus band members and assemble them with correct stance and posture.

The Fife and Drum Corps consist of ten to fifteen fifes and three drummers. They play a selection of fife tunes that were played over 200 years ago by their revolutionary counterparts. As one of the very few fife bands in the country, the corps has done much to enhance the image of the band as a whole.

The Band Front consists of an honor guard, flag corps, and majorette squad. The honor

guard carries the national and state flag as well as many revolutionary artifacts. The flag corps performs routines with flags that represent each of the original thirteen colonies and the majorette squad performs precise routines with flags in synchronization with the band.

In 2003, the band introduced a new aspect to their ensemble, the Bugle Corps. The Buglers have many responsibilities, most importantly calling to the band to formation and playing taps.

The Brandywine Heights High School Marching Band has made quite an impact on their community and has been given the opportunity to perform in numerous local and national parades. In 2002, the band was awarded 1st place in the King Frost Parade and 2nd place in the Miss America Parade. The Fife and Drum Corps was given the prestigious honor to perform at the ceremony marking the movement of the Liberty Bell to a new location in Philadelphia and the Band Front won first place at the Ephrata Fair parade.

Mr. Speaker, I ask that my colleagues join me today in recognizing the Brandywine Heights High School Band for their unique style, hard- work and dedication, and great enthusiasm that have made the band one of the most successful and unique bands in Berks County, Pennsylvania.

Mr. Speaker, on rollcall Vote Number 182 on passage of H.R. 3722, the Undocumented Alien Emergency Medical Assistance Amendments of 2004, I inadvertently voted ``yes'' when I fully intended to vote ``no.'' The rush of constituent meetings off the floor at the time of this vote caused confusion resulting in this erroneous vote.

Mr. Speaker, on the occasion of Memorial Day, I rise to recognize a fallen soldier from my district, First Lieutenant David R. Bernstein, formerly of Phoenixville, Pennsylvania.

Lieutenant Bernstein, 24 at the time of his death, was a member of the 1st Battalion (Airborne), 508th Infantry Regiment, 173rd Infantry Brigade of Camp Ederle, Italy. He, along with Pfc. John D. Hart, 20, of Bedford, Mass., were killed in Taza, Iraq on October 18, 2003 when enemy forces ambushed their patrol using rock-propelled grenades and small arms fire.

Although I never had the opportunity to know Lieutenant Bernstein, what I have read about his life demonstrates what a tremendous and exemplary young man he was. He was a member of the West Point swim team for his 4 years at the United States Military Academy and enjoyed running, bicycling and competing in triathlons. He was also an accomplished student as exhibited by his selection as his high school valedictorian at Phoenixville High School and finishing fifth in his class at West Point. Lieutenant Bernstein, like so many fallen soldiers throughout our history, looked forward to a bright future, but sacrificed that future for the welfare, safety and liberty of our Nation.

I take this opportunity today to thank Lieutenant David R. Bernstein for his heroic service and sacrifice to our Nation and to also offer my condolences to his parents, Richard and Gail, and the entire Bernstein family.

Mr. Speaker, on this Memorial Day, I will remember First Lieutenant David R. Bernstein as an example of the sacrifices made by so many to keep our Nation strong and free. I ask my colleagues and the public to join me in remembering and honoring our Nation's fallen heroes.
