Mr. Speaker, I rise today to honor Ian Anderson, whom I have named the 2024 Climate Crisis Champion for Solano County because of the important work he has done to combat the climate crisis by working to preserve agriculture and create policies which protect agricultural land for future generations in California's 4th Congressional District.

Mr. Anderson was born in Berkeley, California. He has a wife, Margaret, two children, and three grandchildren. He received his bachelor's degree in agricultural business from Cal Poly, San Luis Obispo.

Mr. Anderson is a champion for maintaining our local agricultural land and he has worked to commemorate the history of the Montezuma Hills farming community. He honors it by creating farm structures, sculptures, garden hardscape and home improvements using remnants of the past that others might discard. Further, he also organizes the annual fall festival, the ``Pumpkin Patch'' in this area, in conjunction with the Western Railway Museum. One of the many goals of this festival has been to get regional urban families out into the countryside to see first-hand the beauty of the farm and ranch lands. He and his wife graciously allow the festival to be held on their land. Mr. Anderson's dedication to ensuring that everyone understands the value and beauty of agricultural lands is incredible.

His leadership in this area also extends to his membership in many organizations that do meaningful work to preserve agricultural land and combat the climate crisis. He has a 25-year membership with the Solano Land Trust, which does important work to preserve wild and agricultural land in our community. He served as President for three years, and as the chair of its Agricultural Conservation committee for 10 years. He currently serves on the Trust's Ag Strategy Committee. His 10-year association with the Montezuma Fireman's Association included serving as the President of

Montezuma Fire Commission for two years. He also spent a decade as a member of the Solano County Agricultural Advisory committee and participated in Solano County's General Plan Update committee from 2006 to 2008. Lastly, he was a founding member of the Solano County Orderly Growth committee. Mr. Anderson's lifelong commitment to advocating on behalf of preserving land for future generations is why he is so deserving of this honor.

His life-long membership in various farm and agricultural organizations shows his understanding of the connection between agriculture and climate advocacy. He has been a member of the Solano County Farm Bureau for 45 years, a member of the California Wool Growers Association for 40 years, a member of the California Wheat Growers Association for 30 years, and of the California Grain Foundation for 12 years. His sustained dedication to conservation through his work with these organizations is admirable.

Mr. Speaker, it is evident that Ian Anderson is a leader dedicated to preserving agricultural land for future generations as well as combatting the climate crisis. Therefore, it is fitting that we honor him here today as Solano County's 2024 Climate Crisis Champion.

Mr. Speaker, I rise today to honor Lisa Micheli Ph.D., whom I have named the 2024 Climate Crisis Champion for Sonoma County because of the important work she has done to address the impacts of the climate crisis and extreme climate events like wildfires on California's 4th Congressional District.

Dr. Micheli was born in Boston, Massachusetts and moved to the Bay Area in 1988, and to Sonoma, California in 2001. She would go on to earn a master's degree in environmental water resources engineering and a doctorate in energy and resources from the University of California, Berkeley. She is a Fulbright Scholar who works closely with climate organizations from across the Earth's four Mediterranean regions. In addition to these impressive academic achievements, Dr. Micheli has a strong commitment to mentoring the next generation of climate leaders-- particularly young leaders from historically marginalized communities.

Dr. Micheli is a champion for North Bay climate and wildfire resilience. In 2009, she founded the Pepperwood Foundation and served for over a decade as its first executive director. It is now a leading institute for regional climate resilience in Northern California. She also founded the North Bay Climate Adaptation Initiative. In addition to founding those organizations, Dr. Micheii has also worked as a senior researcher for the Sonoma Ecology Center and as a director of the Rutherford Reach Restoration of the Napa River. Through her work, Dr. Micheli developed near real-time climate and wildfire risk data that have made our region a leader in preparedness and response to extreme climate events.

Her leadership extends to the boards of many agencies and organizations dedicated to combating the climate crisis, Dr. Micheli has served the City of Sonoma as a Community Services and Environment Commissioner and on the Board of Directors of both After the Fire USA and the Wildlands Network. Moreover, she has served on the steering committees of the California Biodiversity Network and the Golden Gate Biosphere Network.

Mr. Speaker, it is evident that Dr. Lisa Micheli is a leader dedicated to preventing and mitigating wildfires as well as to combatting the climate crisis. Therefore, it is fitting that we honor her here today as Sonoma County's 2024 Climate Crisis Champion.

Mr. Speaker, I rise today to honor Jill Orr, whom I have named the 2024 Woman of the Year for Solano County because of her excellent work in our community. Woman of the Year recognizes women who have made important contributions to California's 4th Congressional District in Arts and Culture, Professional Achievement, Entrepreneurship and Innovation or Community Service.

Ms. Orr was born and raised in Dixon, California, and still lives there with her husband Greg and their three sons. She is a fourth generation Dixon resident, having graduated from Dixon High School in 1974. She has held a real estate license since 1986.

Ms. Orr is a prominent leader in the business community. She is the immediate past president of the Dixon Chamber of Commerce and current president of the Downtown Dixon Business Association. She also owns her own business in Dixon, which employs 22 people. Additionally, she is the immediate past president of Native Daughters of the Golden West.

Notably, Ms. Orr has given back to our Solano County community as an elected official. She served as a Dixon City Councilwoman as well as a Dixon Planning Commissioner. She was also recently rewarded the Citizen of the Year award for her distinguished service to the Dixon community.

Ms. Orr has been very involved in our Dixon community in other ways as well. For example, she founded the very successful Annual Grillin' and Chillin' Dixon as well as Dixon Railroad Days. She has also chaired the yearly Wine and Art Stroll, as well as the Beer Stroll in Dixon. Further, she has chaired the Dixon Christmas Tree Lighting Festival for over 25 years. She also previously ran the Dixon Mayfair Parade. Her dedicated involvement in our community is commendable.

Ms. Orr's passion for service is evident through her life and work. She has always aspired to ensure that her memories of growing up in Dixon are maintained and are passed on to those who are now a part of our community. She also has a passion for supporting and uplifting businesses and ensuring that they are successful.

Mr. Speaker, we thank Ms. Jill Orr for her excellent service and passion for our community. Therefore, it is fitting that we honor her here today as Solano County's 2024 Woman of the Year.

Mr. Speaker, I rise today to honor the Rotary Club of Calistoga, as it celebrates its 100th anniversary.

Since its chartering on March 10, 1924, the Rotary Club of Calistoga has worked tirelessly to give back to our Calistoga community. As the second-oldest Rotary Club in Napa County, the club has worked to embody Rotary International's 5 areas of service--Club, Vocational, Community, International and Youth Services for 100 years.

The members of The Rotary Club of Calistoga are people of action that have joined a global network of millions of neighbors, friends, and leaders volunteering their skills and resources to solve issues and address community needs. They aim to provide humanitarian service, encourage high ethical standards in all vocations, and help build goodwill. They also generously serve our community with the time and the money they raise.

Over the course of its history, the Calistoga Rotary has repeatedly endeavored to serve its community. For example, the organization was the first to bring scouting groups to town. In 1933, it was the original sponsor of Boy Scout Troop 18, which it continues to sponsor today. The Rotary Club of Calistoga also supports international causes such as the Health, Hunger and Humanity Program, which has raised millions of dollars to help improve health, alleviate hunger, and enhance the human condition everywhere. The organization has also generously supported Calistoga schools and students. The Calistoga Rotary has donated money in the form of scholarships to local students throughout the years.

Mr. Speaker, the Rotary Club of Calistoga is deeply appreciated for their work on behalf of our community. It is therefore fitting and proper that we honor the Calistoga Rotary on its 100th anniversary.

Mr. Speaker, I rise today to honor Sharon Schauer, a member of the Yolo Crisis Nursery. Ms. Schauer is being honored at this year's Yolo Crisis Nursery Crab Feed for her limitless volunteer contributions, which have greatly benefited the Yolo Crisis Nursery and our community.

The Yolo Crisis Nursery was founded in 2001 as a child-abuse prevention program. The Nursery aims to help children thrive and become resilient after traumatic experiences. The Nursery fulfills its mission through signature programs such as Crisis Overnight and Respite Care, Wraparound Services for Families, and a Specialized Infant Day Care and Preschool.

Since joining the Friends of the Yolo Crisis Nursery group in 2016, Ms. Schauer has brought a superior level of professionalism to the organization through her management and leadership. Not only has she been an active member, but also she has served as a Co-Chair of the organization since 2020, as well as a Board Associate on the Yolo Crisis Nursery Board of Directors.

Ms. Schauer's talents and contribution to the Yolo Crisis Nursery are invaluable. She is the only member of the volunteer organization to have a critical role in planning all fundraising events. Ms. Schauer is a skilled project manager with a background in business and finance. As a result of this, she has made every Crisis Nursery event a resounding success through her budget management and keen attention to detail.

Ms. Schauer's vision for expanding the resources of Yolo Crisis Nursery came to life when she added a fall Barn Dance to the organization's annual calendar of events. The result of this event is that it strengthened our community and raised awareness for child abuse prevention programs offered by the Yolo Crisis Nursery. The Nursery has provided more than 5,000 care packages of basic needs as part of their services and 3,000 safe stays in the Nursery's loving, home-like environment for children whose caretakers found themselves temporarily unable to provide a secure environment.

Through Ms. Schauer's selfless leadership, she has motivated the group of volunteers at the organization to raise approximately 10 percent of the annual operating budget for the Yolo Crisis Nursery through their unique events and community outreach.

Mr. Speaker, I thank Ms. Schauer for her dedicated service and philanthropic actions in our community. Therefore, it is fitting and proper that we honor her here today.

Mr. Speaker, I rise today to honor the Rotary Club of Dixon, as they celebrate the 20th anniversary of their Annual Crab Feed.

Since its chartering in 1930, the Rotary Club of Dixon has worked tirelessly to give back to the Dixon community. The Rotary Club of Dixon is an organization of men and women who are united to provide humanitarian service, encourage high ethical standards in all vocations and help build goodwill and peace worldwide. It generously serves our community with time and the money it raises.

The Rotary Club of Dixon held their 20th Annual Crab Feed on February 24, 2024. This event serves as the organization's largest fundraiser of the year, and all members work tirelessly to ensure the event's success. The Dixon Rotary uses the money it raises at this event and others to fund high school scholarships, the Dixon 4th of July Fireworks, its work on behalf of local veterans, and the eradication of polio worldwide. They have generously given over $90,000 to our community in 2022 and 2023.

The Dixon Rotary is dedicated to serving the veterans and armed service members in our community. This can be seen when the Sacramento Valley National Cemetery opened in 2006. Members of the Dixon Rotary arrived to place wreaths on the graves of fallen service members. Ever since this event, Dixon Rotary has continued to support the cemetery and has donated thousands of dollars to continue this tradition. Further, they annually purchase Christmas gift cards to give to the veterans living in the three different veterans' homes in Dixon. Dixon Rotary generously supports the Veterans Standdown, which is an event dedicated to connecting homeless and at-risk veterans with services and support by making breakfast for attendees. The organization also assists at events at the Travis Air Force Base by preparing and serving food to airmen and their families.

The Rotary Club of Dixon has worked tirelessly to support Dixon schools and students. Every year, the organization donates between $12,000 and $15,000 in high school scholarships, $1,500 and $2,000 to new teachers for their classrooms, $1,000 to Bids for Kids, and $6,000 to Camp Royal, the leadership training opportunity provided to outstanding high school students through Rotary. Throughout their history, Dixon Rotary has been committed to supporting educational programs.

Mr. Speaker, the Rotary Club of Dixon is deeply appreciated for their work on behalf of Dixon's veterans, current armed forces members, and students. It is therefore fitting and proper that we honor the Dixon Rotary's outstanding work in our Solano County community, and the 20th anniversary of its annual Crab Feed today.

Mr. Speaker, I rise today to honor Harriet Roberts, an esteemed Tribal Citizen of the Yocha Dehe Wintun Nation. Harriet Roberts is being honored at this year's Yocha Dehe Fire Department Awards for her longstanding dedication

and leadership within the Tribe and its enterprises.

Throughout her tenure, Ms. Roberts has served on various Boards and Committees, serving eighteen years on the Health & Wellness Committee and Yocha Dehe Wintun Academy Board, thirteen years on the Cache Creek Casino Resort Board of Directors, nine years on the Community Fund Board of Directors, Facilities & Infrastructure Committee, Property Farm & Ranch Committee, and Youth Adult Assistance Program Committee, eight years on the Events Committee, and six years on the Fire Commission and Cultural Resources Committee.

The Yocha Dehe Wintun Nation has for generations lived on lands which include Yolo, Solana, Lake, Colusa, and Napa counties. As longtime stewards of the land, Yocha Dehe has become a growing agricultural presence in the Capay Valley of Yolo County. The Tribe is an important member of our community and provides essential services--such as critical fire and emergency services--to the entire Capay Valley community. I am grateful for the critical work Yocha Dehe Wintun Nation has done on behalf of its community and citizens. As a respected Tribal Citizen of Yocha Dehe, Harriet Roberts has been a beacon of strength and wisdom, her contributions spanning generations and leaving an indelible mark on her community. Her work on behalf of the Tribe is inspiring and humbling. Ms. Roberts traces her lineage back to the Lorenzo family, which has been rooted in the Capay Valley since time immemorial. She is admired and loved by her children, grandchildren, nieces and nephews for her wisdom, guidance, and service to the Yocha Dehe Wintun Nation.

Mr. Speaker, I thank Ms. Roberts for her dedicated service and philanthropic actions in our community. Therefore, it is fitting and proper that we honor her here today.

Mr. Chairman, I agree with my Democratic colleagues that the child tax credit portion of this bill should be stronger. Be that as it may, in a divided government, you don't always get exactly what you want, and this bill is an improvement over the status quo.

I am especially pleased at the inclusion of my legislation providing critical relief to wildfire survivors which passed the Ways and Means Committee unanimously.

Mr. Speaker, I urge my colleagues to pass this bill.

Mr. Speaker, I rise today to honor Daniel Eagle, an officer with the Clearlake Police Department. I have named Mr. Eagle as a Public Safety Hero of the Year for Lake County in California's 4th District as a result of his extraordinary selflessness, dedication and service to others.

Mr. Eagle was born in Clearlake, California, and grew up in Lake County, California, graduating from Middletown High School in 2013. Mr. Eagle attended college in New Mexico where he obtained a bachelor's degree in criminal justice management.

From an early age, Mr. Eagle had the desire to become a police officer and to help our community. Today, at the Clearlake Police Department, Mr. Eagle serves as a police officer, field training officer and canine handler. Mr. Eagle has been with his canine partner, Zeus, for several years now. Mr. Eagle is also the president of the Police Officer Association and enjoys working with local leaders on community improvement projects.

Mr. Eagle has a passion for traffic enforcement and investigations. This includes infractions such as driving under the influence (DUI), stolen vehicles and traffic collisions. Mr. Eagle has conducted numerous DUI investigations which resulted in the prosecution of over 25 DUI arrests. For his selfless work, Mr. Eagle received an award from Mothers Against Drunk Driving in 2023. Mr. Eagle was also presented with the Law Enforcement and Prosecution Recognition award. Mr. Eagle's dedication to our community continues as he strives to address traffic- related issues within the city of Clearlake, making it a safer place to live, work and visit.

Outside of his service, Mr. Eagle enjoys playing golf with friends, restoring vehicles and participating in off-road activities. Mr. Eagle is proudly married to Taylor Eagle and is the father of a 2-year-old daughter named Brinley.

Mr. Speaker, we thank Mr. Eagle for his persistence, service and commitment to our community. Therefore, it is fitting and proper that we honor him here today.

Mr. Speaker, I rise today to honor Chrissy Valadez, a paramedic and fire captain with the Northshore Fire Protection. I have named Ms. Valadez as Public Safety Heroes of the Year from Lake County in California's 4th District because of her extraordinary selflessness, dedication and service to others.

Ms. Valadez was born in Klamath Falls, Oregon, to Robert and Tina Allen, She attended Mendocino College Fire Academy and Paramedic program and earned her associate degree in emergency management from Coastline College in Costa Mesa, California. Ms. Valadez began her career in 2003 with Lucerne Fire Department which consolidated and formed Northshore Fire Protection District in 2006. She has served as Northshore Fire Protection District's EMS Liaison since 2007. She is also a part of the Lake County Emergency Medical Care Committee and has been a Field Training Officer precepting paramedic interns since 2008. Having worked for nearly 21 years in Lake County, she has assisted in many of the major wildfires, including the 2018 Ranch Fire that devastated our community.

Ms. Valadez has been serving her community for over two decades. She teaches CPR to a wide range of community members including high school students and school staff. She's also been educating community and tribal organizations on Narcan administration, tackling the opioid crisis head-on. As the driving force behind the Every-15-Minutes program at Upper Lake High School, she has been helping students understand the dangers of driving under the influence. Ms. Valadez is currently finishing her bachelor's degree in science education with an end goal of teaching health science and emergency medical services (EMS) to high school students.

Three years ago. Ms. Valadez started working on a new passion in her spare time. She serves as a Regional Advisor for International Student Exchange, facilitating and supporting high school students in Lake and Mendocino Counties who are studying abroad in the United States for a cultural exchange experience. She is a local point of contact for any inquiries and emergencies, ensuring that the students have a positive and enriching experience while adjusting to life in a new culture. Ms. Valadez also organizes events and activities to promote cultural exchange and community integration to better connect international students and their host communities.

When she is not on duty, Ms. Valadez enjoys spending time with her husband, Ronnie, and three daughters, Regan (14), Charlotte (9) and Clara (2). Her crew members at the firehouse describe her as a dedicated worker who does her best to provide solutions even in the most stressful of times. She is a wonderful daughter, a caring sister, an amazing mother and a loving wife, and our community is grateful for her hard work and service.

Mr. Speaker, we thank Ms. Valadez for her persistence, service and commitment to our community. Therefore. it is fitting and proper that we honor her here today.

Mr. Speaker, I rise today to honor Andrew Tomelloso, a fire captain with the Dixon Fire Department. I have named Mr. Tomelloso as a Public Safety Hero of the Year for Solano County in California's 4th District as a result of his extraordinary selflessness, dedication and service to others.

Mr. Tomelloso was born in Vallejo, California and grew up in Dixon, California where he earned his high school diploma. Since then, Mr. Tomelloso has completed the National College of Technical Instruction Paramedic Program, the State Fire Marshal Company Officer Program and is a certified California Specialized Training Institute Hazmat Technician. He is currently enrolled at Columbia Southern University to complete an AS/BS degree. Mr. Tomelloso is the proud father of 15-year- old Owen Tomelloso and 14-year-old Marina Tomelloso.

Mr. Tomelloso began his career assisting emergency room patients, until he joined the Dixon Fire Department in February 2014 where he has since been serving as a firefighter and paramedic. Mr. Tomelloso's calm demeanor and approachability within the Dixon Fire Department makes him a valued leader and a respected colleague. As a newly promoted captain he is playing an essential role in helping make the department stronger, more resilient and more capable. Mr. Tomelloso is the Dixon Professional Firefighters Association (DPFA) Local 4665 Vice President, the grant committee chair, the Dixon Fire Department public education lead and a Solano County Hazmat team member as well as being the Solano County Rotary Firefighter of the Year for both the years of 2017 and 2020.

As a captain and paramedic, Mr. Tomelloso is tasked with public education within the fire department. He demonstrates incredible willingness to contribute and respond to the needs of our community in fire safety, adult and youth education programs and CPR training. Mr. Tomelloso's dedication to the Dixon Fire Department and our community has resulted in top caliber public education that improves the lives and wellbeing of our citizens.

Mr. Tomelloso is a standup citizen working with the community CPR program and contributing to public outreach events such as school festivals, Dixon May Fair, fire prevention week and senior resource fairs. Additionally, he was a member of the Solano County Urban Search and Rescue Team and the former president of the Dixon Firefighters Charitable Fund. Currently Mr. Tomelloso serves as the lead chair for both the Dixon Fire Department CPR program and DPFA annual Santa run.

From school programs to Fire Prevention Week events, to presentations with homeowner groups, to coordinating the Santa Run during the holidays to spread a bit of joy, his professionalism and dedication to making our community a smarter and safer place goes far and above the call of duty.

Mr. Speaker, we thank Mr. Tomelloso for his persistence, service, and commitment to our community. Therefore, it is fitting and proper that we honor him here today.

Mr. Speaker, on January 29, 2024, I did not vote on Roll Call votes 20 and 21 as my flight was significantly delayed. Had I been present I would have voted: AYE on Roll Call No. 20, H.R. 5528, the Safe and Smart Federal Purchasing Act; and AYE on Roll Call No. 21, S. 3427, the Overtime Pay for Protective Services Act.

Mr. Speaker, I rise today to honor John (J.C.) Greenberg, a Battalion Chief with CAL FIRE's Sonoma-Lake Napa Unit. I have named Mr. Greenberg as a Public Safety Hero of the Year for Napa County in California's 4th District as a result of his extraordinary selflessness, dedication, and service to others.

Mr. Greenberg was born and grew up in Vallejo, California. He earned an associate degree in Fire Science Technology from Santa Rosa Junior College. Mr. Greenberg also achieved Bachelor of Science degrees in Business Administration and Financial Management from California State University, Chico.

Mr. Greenberg has dedicated much of his life to protecting our community from fire danger, working as a member of the Napa County Fire Department since the year 2000. In 2019, he became a member of the Napa Firewise Foundation (NCFF) Board of Directors which maps out Napa County's wildfire risks to public lives, residential communities, critical infrastructures, habitat protection and protection of the economies of tourism and agriculture. Mr. Greenberg is the operations branch director of CAL FIRE Incident Management Team 5 and a helitack crew member with the CAL FIRE Aviation Program. Over the past four years Mr. Greenberg has spearheaded efforts made by Napa Firewise and CalFire to reduce wildland fire impacts via pre-fire fuel reduction. These projects protect the public along evacuation routes, enhance defensible space among community sub-divisions of residential structures, re-establish historical dozer lines for containment of future wildland fires and manage our rural lands utilizing prescribed fires and grazing.

On July 5, 2023, a vegetation fire threatened multiple residents and Silverado Middle School in the Coombsville area of Napa County. This fire started during peak hours at 1:35 pm and was influenced by a 13- mph wind on a grassy slope surrounded by residential homes. Lead by Mr. Greenburg, the City of Napa Fire Department, CAL FIRE and the Napa County Fire Department quickly defended the structures under threat and provided perimeter control from further fire growth. This response demonstrated the effectiveness of strong cooperative relations among centralized emergency responders and Mr. Greenberg's quick and effective leadership certainly prevented further damage to our community.

Mr. Greenberg is married to Natalie Greenberg and the two reside in Napa County with their two boys, 13-year-old Andrew Greenberg and 10- year-old Grant Greenberg.

Mr. Speaker, we thank Mr. Greenberg for his persistence, service and commitment to our community. Therefore, it is fitting and proper that we honor him here today.

Mr. Speaker, I rise today to honor the Clarksburg Fire Protection District. I have named them as Public Safety Heroes of the Year from Yolo County in California's 4th District because of their extraordinary selflessness, dedication, and service to others.

The Clarksburg Fire Protection District is an all-volunteer organization that has provided fire protection to the community of Clarksburg and the surrounding area for the past 78 years. Currently, the fire protection district has 23 trained volunteers who respond to fires, medical emergencies, vehicle accidents, and public service calls. The fire district has proven its effectiveness by responding to multiple emergency calls simultaneously, up to five at one time, without calling for aid from other agencies.

As the only chartered division of government in the Clarksburg township, the fire district has led numerous community events to organize discussions about the needs of the area. 90 percent of the fire district's volunteers live in the community creating a ``neighbors helping neighbors'' dynamic in many of the emergency responses. The volunteer firefighters are also very active in other aspects of our community and support numerous charitable and civic organizations.

As evidence of their importance to our community, in the end of 2022, extreme wind and weather events left Clarksburg without power and operational wells for days. The fire district responded by delivering water to the community for sanitation and opening the fire station as an emergency depot and warming station. Another instance of service came in recent years when a fire threatened Clarksburg. Within two minutes, firefighters were on the scene and suppressing the fire, beating the National Fire Protection Association rural response time standards by a wide margin.

Along with serving Clarksburg, the fire district participates in several mutual aid and automatic aid agreements with neighboring districts, neighboring departments, the county of Yolo, the state of California, and some federal agencies.

Mr. Speaker, we thank the Clarksburg Fire Protection District for their persistence, service, and commitment to our community. Therefore, it is fitting and proper that we honor them here today.

Mr. Speaker, I rise today to honor Nick Deguilio, a Deputy with the Napa County Sheriff's Department. I have named Mr. Deguilio as a Public Safety Hero of the Year for Napa County in California's 4th District as a result of his extraordinary selflessness, dedication and service to others.

Mr. Deguilio was born and grew up in Napa, California, where he spent most of his younger years playing football. After graduating from Justin Sienna High School. Mr. Deguilio attended college at University of California, Santa Cruz, obtaining a bachelor's degree in history in 2004.

In 2008, Mr. Deguilio and his brother Dominic attended the Police Academy before embarking on his career as a Deputy Sheriff at the Santa Cruz Sheriff's Office where he spent the next four years. Mr. Deguilio then made the move to the Sonoma County Sheriffs Office where he spent nine years before being hired by the Napa County Sheriffs Office in 2021.

In the early afternoon on July, 16, 2023, Mr. Deguilio responded to a medical call from an adult male that had sustained a hand cut from a boat propeller. Not knowing the severity of the injury, and without a dispatch broadcast, he recognized the potentially urgent situation, notified his colleagues and raced to the scene. Within seven minutes. Mr. Deguilio arrived and took control of the incident. While evaluating the patient's injury, consisting of a partial hand amputation, he requested an air ambulance and applied a tourniquet to stop excessive bleeding. Mr. Deguilio remained attentive to the patient, who was in apparent shock and somewhat unresponsive, before being relieved by Cal Fire and other responding deputies. The patient was then transported by helicopter to a hospital where he underwent multiple surgeries. The quick thinking and actions by Mr. Deguilio helped stabilize the victim and prevented a possibly far worseoutcome.

Exactly two months later Mr. Deguilio responded to a stabbing at a remote residence in Napa County. Initial details from a call to 911 were that the caller's husband had been stabbed by an unknown person in their backyard and that the husband was attempting to hold the suspect down. Mr. Deguilio was first to arrive on scene and decided to attempt to locate the victim and suspect without waiting for backup. He found the injured resident, who had taken the weapon and was holding the suspect down. Mr. Deguilio took control of the knife and immediately handcuffed the suspect when the resident fell to his hands and knees. He promptly cut open the resident's bloodied shirt, finding a 3-inch open stab wound on his upper back. Not knowing the severity of the stab wound, Mr. Deguilio immediately applied a ``chest seal'' to the resident's back, applying continual pressure while awaiting further medical assistance. As deputies arrived at the scene, he learned the suspect had also been stabbed during the altercation. Once medical personnel arrived and began aiding the resident, Mr. Deguilio moved to provide first aid to the suspect, applying another ``chest seal'' to the suspect's stab wound. Mr. Deguilio's quick decision-making certainly saved lives.

Mr. Deguilio's actions during both incidents show selfless dedication and service at the highest of levels to our community and the Law Enforcement profession.

Outside of work Mr. Deguilio is heavily involved in his child's Little League team as the coach. He recently competed with his brother in the Top Cop Challenge pistol match in Amador County. The brother duo placed second in the team competition and placed second and third in the individual competition. They then donated their five-thousand- dollar winnings to the First Responder Support Network/West Coast Post- Trauma Retreat. Mr. Deguilio is proudly married to Kati Deguilio,

and they share three children: 12-year-old Vincent, 10-year-old Joseph and 6-year-old Gus.

Mr. Speaker, we thank Mr. Deguilio for his persistence, service and commitment to our community. Therefore, it is fitting and proper that we honor him here today.
