Madam Speaker, it is with deep sadness that I take this time to remember one of Northwest Indiana's most distinguished citizens, Jim Hornak of Hammond, Indiana. On Monday, May 14, 2007, Jim passed away at the age of 56 as the result of an automobile accident. Known for his commitment to his union and his community, Jim will surely be missed by his family, friends, and the people with whom he worked.

Always a champion of developing the minds of young people in the community, Jim served as School Board President for the School City of Hammond. As a member of the board, Jim was fully committed to establishing and continuing educational programs that would afford the children of Hammond with the best opportunity for a productive future. Jim was focused on providing students the tools necessary to be successful in their academic careers. Furthermore, Jim was a firm believer that in order for students to achieve success and reach their full potential, they need the best teachers to serve as their guides. For this reason, Jim was a strong advocate for these teachers when it came to their professional development, and he constantly sought opportunities that would help make them better and more efficient in their position to help shape their students' futures.

Not only was Jim focused on improving his community's school system, he also played a major role in the betterment of his union, Carpenters Local 1406. Though he retired in 2006, Jim was a true leader among the carpenters of Northwest Indiana. For 20 years, Jim served as a business agent for the union. During that time, he also served as a board member for regional organizations and the Northwest Indiana Joint Carpenters Apprentice Program, as well as President of the Northwest Indiana District Council of the United Brotherhood of Carpenters and Joiners of America.

From his involvement in improving the school system in Hammond to his unwavering commitment to his fellow carpenters, Jim always has been a pillar of the Northwest Indiana community. Evidence of his devotion to his community was further demonstrated in his service as board chairman for the Millennium Project and his participation in several organizations, including: the Pirates, Lake Area United Way, Calumet Project for Industrial Jobs, Hammond Parks Foundation, and the Hammond Education Foundation.

Jim's commitment to the community and his colleagues is matched only by his devotion to his family. Jim leaves to cherish his memory his wife, State Senator Linda Lawson; parents, Paul and Theresa Hornak; sister, Paula (David) Barancyk; and daughters, Heather Hornak, Jennifer (Jeff) Bacino, and Laura Wozniak. Jim's adoring grandchildren, Jake Hornak, Maya Strong, and Genavive Bacino, also will treasure the memories of their grandpa, as will many other family members, colleagues, and friends whose lives he has touched.

Madam Speaker, I respectfully ask that you and my other distinguished colleagues join me in honoring Mr. James Hornak for his outstanding devotion to his community. His dedication to his family, friends, colleagues, and to all students in Hammond, Indiana, is worthy of the highest admiration. Jim's selflessness, his commitment to improving educational opportunities for children and improving the workplace for his fellow union members, as well as his devotion to his family are an inspiration to us all, and he will sorely be missed.

Madam Speaker, it is my distinct honor to take this time to remember one of northwest Indiana's most distinguished citizens, Lisa Rae Austgen of Lowell, Indiana. Lisa's numerous contributions to her community are worthy of the highest admiration, especially her service as the director of the Challenger Center of Northwest Indiana in Hammond, Indiana. Lisa passed away on Friday, May 11, 2007, and following services at the Sheets Funeral Home in Lowell, she will be laid to rest on Tuesday, May 15, 2007, at Plum Grove Cemetery, also in Lowell.

Lisa was an integral part of the success of the Challenger Learning Center of Northwest Indiana. Housed on the Purdue University--Calumet campus in Hammond, Indiana, the Challenger Learning Center provides a worthwhile educational resource to area schools. Under Lisa's direction, this 8-year old program has opened the window to space exploration to students who might otherwise have no exposure to our final frontier.

Lisa's passion for the Challenger Learning Center of Northwest Indiana is entwined into the legacy of this program. Completely devoted to improving and modernizing educational, opportunities for children, Lisa created programs at the center that simulated space missions, integrating information provided by the National Aeronautics and Space Administration, NASA, into real-life missions controlled and operated by students. These missions not only offered students the chance to experience life as astronauts, but also taught valuable life skills, such as teamwork and cooperation, that they are able to apply to other facets of their academic development.

Thanks to Lisa's selfless dedication to actively pursuing funding for the center, thousands of students throughout the First Congressional District have had the unique opportunity to participate in the programs at the center which instill and increase students' enthusiasm for science, math, and technology. Further, her innovative approach to education fomented a genuine excitement among the students' attitudes toward math and science. Lisa was truly the backbone of the Challenger Learning Center and will be sorely missed by all the individuals with whom she worked so diligently to provide this resource to the region.

Lisa is survived by her loving husband, Tom; two sons: Ethan and Ryan; one daughter, Cassie Karney; mother, Karen Stover of Elwood, IN; father, Max (Mary) Stover of Kokomo, IN; one brother, Mike (Billie) Stover of Elwood, IN; one sister, Jennifer (Shaun) Boetjjer of Galveston, IN; and several nieces and nephews. Lisa also leaves to cherish her memory many other family members and friends who will forever remember her devotion to, not only her community, but to her family as well.

Madam Speaker, I respectfully ask that you and my other distinguished colleagues join me in honoring Mrs. Lisa Austgen for her outstanding devotion to Indiana's First Congressional District. Her unselfish and lifelong dedication to the young people of northwest Indiana is worthy of the highest commendation. Lisa's selflessness was an inspiration to us all, and I am proud to have represented her in Congress.

Madam Speaker, it is with great honor and enthusiasm that I recognize Holy Trinity Croatian Church in East Chicago, Indiana, as its members celebrate the church's 90th anniversary. The festivities for the celebration begin on Sunday, June 3, 2007, with the celebration of Mass, followed by a dinner and dance reception at Villa Cesare in Schererville, Indiana to celebrate this exceptional milestone.

On February 14, 1910, a group of men met to discuss building a church for the Croatian people in East Chicago. Holy Trinity Lodge became one of the main supporters of this project, and it appears to be the reason for the church being dedicated to the Most Holy Trinity. The first church board, assembled on April 14, 1914, consisted of President Nikola Mihalic, Secretary Mate Zivcic and Treasurer Peter Skefich. It was at this time that Father Judnic, the first pastor of the parish, made arrangements to come to East Chicago on Sundays and offer the Holy Sacrifice of the Mass for the Croatian people. With the church beginning to grow, the first Baptismal celebration took place on November 12, 1916, the first burial on November 22, 1916, and the first marriage on November 26, 1916.

With the completion of the church, the next undertaking was the school. The first enrollment in 1918 was 140 children for the first six grades. In September 1918, Sisters Anges, Stanislaus, and Catherine, the Sisters Adorers of the Most Precious Blood, arrived at Holy Trinity. On June 1, 1921, Confirmation was administered for the first time in the parish by Bishop Alerding. Father Judnic continued as pastor until August 1922, when he was succeeded by Father Francis Baboric, who served the congregation until March 1924. On April 15, 1924, Reverend Francis Podgorsek took over as the new pastor of the parish. It was through his leadership that the present rectory was erected in 1925. Due to Father Podgorsek's failing health, Father Paul F. Bogovich arrived as the first assistant to the parish and served in that capacity until he was appointed Acting Pastor on February 6, 1946.

A monumental event took place at Holy Trinity in 1951, when the First Solemn High Mass was offered by the first son of the parish ordained to the Holy Priesthood, Father Benjamin Domsich. On March 17, 1963, Father Bogovich was vested the title of Very Reverend Monsignor by high recommendations from the Most Reverend Andrew G. Grutka. Another important historical event for Holy Trinity was the visit made by Cardinal Franjo Seper, Archbishop of Zagreb, Yugoslavia, on May 2, 1966.

Monsignor Bogovich lived his life for the church. His last Sunday Mass took place on May 26, 2002, and was offered in honor of his 62nd anniversary in the priesthood. Following his death, Father Matthew Kish stepped in and performed the Mass until October 2006. Holy Trinity now relies on a number of priests and senior priests to say Sunday Mass.

On November 19, 2006, the parish family came together to celebrate a First Communion Mass, the first of its kind in over a decade. Over the years, Holy Trinity has become home to a Girl Scout Troop, has actively participated in food drives for various local parishes, and at Christmas, has supported Catholic Charities helping needy families. Today, Holy Trinity follows in the footsteps of its founders. While Holy Trinity still treasures its Croatian customs, it has come to reflect the diversity of the surrounding community. Holy Trinity looks forward to a bright future and is proud of their many accomplishments.

Madam Speaker, I ask that you and my other distinguished colleagues join me in honoring and congratulating Holy Trinity Croatian Church on its 90th anniversary. Throughout the years, the clergy and members of Holy Trinity have dedicated themselves to providing spirituality and guidance through the protection of the Croatian traditions and faith. Their constant dedication and commitment is worthy of our admiration.

Madam Speaker, it is with great admiration and immeasurable gratitude that I rise today to honor Mr. Quentin Smith for his many contributions to his community as an educator and civic leader, as well as to the entire country, as a member of the storied Tuskegee Airmen. His efforts as a veteran of the 99th Fighter Squadron, along with all of the Tuskegee Airmen, are worthy of the highest commendation.

For their efforts and their service, the surviving Tuskegee Airmen were recently recognized, though long overdue, with the Congressional Gold Medal in Washington, DC. These brave individuals had an overwhelming sense of patriotism and loyalty to their country. Unfortunately, these men, most of whom were college graduates or undergraduates, served at a time when they were not treated as equals. In a time when segregation existed in the military as well as in our communities, the Tuskegee Airmen, though not recognized at the time, are now rightfully remembered as one of the most successful units in our military's history, not only for their courage and sacrifice in the air, but for the role they played in the progress of the military and American society as a whole. It was not until 1948, when President Truman ordered the equal treatment and opportunity for all service members, that the significance of their efforts began to be realized. Though we as a nation continue to strive toward improving our society, the progress we have made is in large part due to the efforts of people like Quentin Smith and the Tuskegee Airmen.

Beyond his selfless service in the United States Military, I would be remiss if I did not speak of Mr. Smith's continued service to his community and the State of Indiana. As a civilian, Mr. Smith continued to serve his community as an educator, counselor, and principal at the elementary, middle, and high school levels, as well as Adjunct Professor at Indiana University, Northwestern University, Valparaiso University, and Calumet College of Saint Joseph. A highly regarded member of the educational community, Mr. Smith has served in many prestigious capacities, including: Chairman of the National Association of Secondary School Principals' Committee to Evaluate High Schools, President of the Gary Reading Council, and State Commissioner of Education, to name a few.

In addition, Mr. Smith has for years been a pillar of his community through his service as a member of many civic organizations. In fact, he has served as President of several organizations, such as: the Lake County Welfare Board, Gary Common Council, Lake County Community Development Committee, Gary/Chicago Airport Authority, Urban League of Northwest Indiana, and the Gary Human Relations Committee.

While he has recently been honored for his military service, Mr. Smith has been a recipient of many prestigious awards for his involvement in enriching the lives of his students and his community. These awards include: the Distinguished Hoosier award, presented by Governor Mitch Daniels, the coveted Dr. Martin Luther King, Jr. Drum Major Award, presented by the Gary Frontiers Service Club, and the Teacher of the Year award, presented by the Delta Sigma Theta sorority. In addition, Mr. Smith is also a member of the City of Gary's Hall of Fame.

Madam Speaker, Quentin Smith has dedicated his life to bettering his community and his country. From his service as a member of the 99th Fighter Squadron to his service as an educator and public servant, he has been a true role model for all Americans. I respectfully ask that you and my other distinguished colleagues join me in honoring Mr. Quentin Smith for his lifetime of loyalty, dedication, and service to his community and the entire country. For this, Quentin Smith is worthy of the highest admiration, and I am proud to represent him in Washington, DC.

Madam Speaker, it is with great sincerity and respect that I offer congratulations to several of northwest Indiana's most talented, dedicated, and hardworking individuals. On Friday, June 8, 2007, the Plumbers Local Union 210 will honor the graduating class of 2007 at the Annual Apprentice Graduation Banquet, which will be held at the Patio Banquet Hall in Merrillville, IN.

At this year's banquet, the Plumbers Local Union 210 will recognize and honor the 2007 Apprentice Graduates. The individuals who have completed the apprentice training in 2007 are: Kraig Bailey, Daniel Borowski, Micah Dolatowski, Steven Frederick, Michael Martin, Jr., Timothy Matson, Charles Standifer, Rickey Thomas, and Dustin Werner.

Northwest Indiana has a rich history of excellence in its craftsmanship and loyalty by its tradesmen. These graduates are all outstanding examples of each. They have mastered their trade and have demonstrated their loyalty to both the union and the community through their hard work and selfless dedication.

Madam Speaker, I ask that you and my other distinguished colleagues join me in congratulating these dedicated and hardworking individuals. Along with the other men and women of northwest Indiana's unions, these individuals have committed themselves to making a significant contribution to the growth and development of the economy of the First Congressional District, and I am very proud to represent them in Washington, DC.

Madam Speaker, it is with great respect and heartfelt gratitude that I take this time to honor the brave men and women of our law enforcement services. It is with the deepest admiration that I pay tribute to the men and women throughout Northwest Indiana and the entire country who have made the ultimate sacrifice in the line of duty. Each year, the Highland, Indiana Fraternal Order of Police, Donald R. Sheppard Lodge Number 122, and the Highland Police Department honor these individuals for their courage and their commitment to protecting their communities at all costs. Annually, two fallen officers of the Highland Police Department, Officer Donald R. Sheppard, killed in the line of duty in November 1971, and Officer Robert J. Markley, killed in the line of duty in March 1978, are remembered for their service to the Highland community and for their sacrifice.

This year, the Highland Fraternal Order of Police and the Highland Police Department will recognize these fallen heroes, as well as all of the law enforcement officers across the United States, who have given their lives for the protection of our great country. These fine men and women will be honored at a memorial service during Law Enforcement Memorial Week, on Saturday, May 12, 2007, at the Highland Town Hall/ Police Department.

As a nation, we owe an enormous debt of gratitude to the men and women of the law enforcement community. Currently, there are over 870,000 law enforcement officers in the United States. Each day, these selfless individuals start their shifts with one goal in mind: to serve and to protect the citizens of their communities. The one constant they face is the uncertainty of what each day will bring, knowing all too well that in any situation, there is the potential for danger. Still, these everyday heroes honor the commitment they have made to the people they serve.

Law enforcement officers throughout the nation have always exemplified dedication and loyalty, not only to those they serve, but to each other as well. Throughout the United States, many law enforcement organizations will hold memorials to honor their fallen brothers and sisters. In Indiana alone, more than 345 officers have been killed in the line of duty, while the total number of fallen officers in the United States is over 17,900.

These real life heroes are remembered for their courage and bravery as they gave their lives to protect their communities and our way of life. These men and women exemplify the valor and strength of our country and its citizens.

Madam Speaker, I ask that you and my other distinguished colleagues join me in commending and acknowledging the men and women of the law enforcement community, both in Northwest Indiana and throughout the United States. I also ask that you join me in honoring the memory of all fallen law enforcement officers throughout the United States, especially Officer Donald R. Sheppard and Officer Robert J. Markley, for making the ultimate sacrifice for their communities. These selfless individuals are worthy of the highest honor and respect.

Madam Speaker, it is with great respect and deep sadness that I wish to commend United States Marine Corps 1LT Shaun Blue for his bravery in the field of battle and his willingness to fight for his country. First Lieutenant Blue was killed in action during combat operations near Iraq's Anbar province on April 16, 2007. His sacrifice will be remembered by a community that has been struck hard by the devastating loss of one of its own.

A lifelong resident of Munster, Indiana, Shaun is remembered by his community as an intelligent, determined, and trustworthy leader. As a young boy, Shaun was active in the Boy Scouts, and it was at this time that his commitment and leadership abilities began to emerge. At Munster High School, Shaun was an accomplished student, graduating in the top 10 in his class and named a National Merit Scholar. As an athlete, Shaun participated on the cross-country and track and field teams, where his drive and dedication served as an example to his teammates and a source of pride for his school.

Following his graduation from Munster High School in 2000, Shaun went on to attend the University of Southern California, where he majored in philosophy. Shaun completed the ROTC program at USC with the intention of going on to serve as a leader for yet another group of his peers as an officer in the United States Marine Corps.

Having been on his second tour in Iraq, Shaun was fully committed to serving his country, and those with whom he served had the utmost respect and unwavering faith in his abilities. This respect was also shared by his superiors, as is evidenced by the numerous medals he was awarded, including the National Defense Service Medal, the Global War on Terrorism Service Medal, the Combat Action Ribbon, and the Sea Service Deployment Ribbon.

Shaun is remembered by friends as being a calm, thoughtful person, who was always willing to help others. An avid fisherman and hunter, Shaun was the type that loved to go camping, and he enjoyed all the wonders nature had to offer. Shaun's qualities demonstrated throughout his youth made him an ideal member of the United States Marine Corps. Shaun was a leader who consistently exemplified strength, not only physically, but mentally and morally as well, and he will continue to serve as an inspiration and example to those who knew him.

First Lieutenant Blue leaves behind a loving family. Shaun leaves to cherish his memory his adoring parents, Jim and Debbie Blue, and countless other friends and family members who will never forget the impact he had on their lives. Shaun will be greatly missed by a saddened but proud community and a grateful nation.

Madam Speaker, at this time, I ask that you and my other distinguished colleagues join me in honoring a fallen hero, United States Marine Corps 1LT Shaun Blue. First Lieutenant Blue is an inspiration to us all for his patriotism and willingness to fight for his country. He paid the ultimate sacrifice for the betterment of his country and the world, and his passing comes as a setback to the northwest Indiana community, which has already been shaken by the realities of war. First Lieutenant Blue will forever remain a hero in the eyes of his family, his community, and his country. Thus, let us never forget the sacrifice he made to preserve the ideals of freedom and democracy.

Madam Speaker, it is my distinct honor to commend seven exceptional teachers from Northwest Indiana who have been recognized as outstanding educators by their peers for the 2006-2007 school year. These individuals are: Margaret Hurt, Susan Kucharski, John Nawrocki, Faylene Altomere, Eileen Meier, Amanda Johnsen, and Michelle Strong. These honorees will be presented with the Crystal Bell Award at a reception sponsored by the Indiana State Teachers Association. This prestigious event will take place at the Andorra Restaurant and Banquets in Schererville, Indiana on May 8, 2007.

Margaret Hurt, from the Tri-Creek School Corporation, has been a superior role model to her students at Lowell High School for 26 years, where she has served as Social Studies Chair for 20 years. Margaret also serves as co-coach for the Lowell Spell Bowl team. She is always willing to give her time to prepare students for the future, mentor new teachers, and promote new projects that will improve her school.

Susan Kucharski has 29 years of experience as a teacher and is this year's recipient from the Lake Central School Corporation. Susan is currently a fourth grade teacher at Protsman Elementary School. She is known for her giving nature and always going the extra mile. She serves on the PL 221 School Improvement Team and Safety Committee and also plays the piano for annual musicals.

This year's recipient of the Crystal Bell Award from the School Town of Highland is Amanda Johnsen. Amanda is a fourth grade teacher at Warren Elementary School, where she has taught for 9 years. She has given extended time in the K-Kids Program, a partnership with the Kiwanis Club to develop student leadership and community involvement. Amanda serves as the school's Parent Teacher Organization liaison and led the girls' baseball team to a tournament championship.

John Nawrocki, a math teacher at Taft Middle School for 32 years, has been a great asset to the Crown Point Community School Corporation. He has served as Math Chairperson and moderator of the Math Bowl, and he has also served on the NCA/School Improvement Committee and ISTEP Cut Off Committee for the State of Indiana. John always goes to great lengths to make himself available to his students and faculty.

Eileen Meier, this year's recipient from the School Town of Munster, has been teaching for the past 24 years. Her expertise lies with foreign language, having taught German at Munster High School for the past 8 years. Eileen challenges her students to broaden their horizons and go the distance in reaching their goals.

Faylene Altomere is known for her dedication and consistency as a great educator. Faylene, a 43-year veteran of the teaching profession, is this year's recipient from the Hanover School Corporation. Faylene is currently a teacher at Jane Ball Elementary School and has played an active role in the lives of students from three generations of some families.

Michelle Strong is this year's Crystal Bell recipient from the North Newton School Corporation. Michelle is a beloved military veteran and art teacher at Lincoln Elementary School. She has shared her strength, positive nature, and love of art throughout her community and her school.

Madam Speaker, I ask you and my distinguished colleagues to join me in commending these outstanding educators on being recipients of the 2006-2007 Crystal Bell Award. Their years of hard work have helped to shape the minds and futures of Northwest Indiana's young people, and each of these outstanding educators is truly an inspiration to us all.

Mr. Speaker, I appreciate the gentleman making the announcement. I think Jim would want to be remembered as someone who was dogged on behalf of working people and the environment.

I appreciate the dean of our delegation asking for this moment of silence, and, again, deeply regret the loss of Jim Jontz.

Madam Speaker, it is with great pride and respect that I congratulate the members of Carpenters Local 1005 of Hobart, Indiana, who were honored at the union's 2007 Service Recognition Banquet. The union members of Northwest Indiana have consistently demonstrated the work ethic and quality craftsmanship on which the community prides itself. The banquet, which was held on Saturday, April 14, 2007, at the Avalon Manor in Hobart, Indiana, honored those members who have completed between 10 and 65 years of service with the union.

Carpenters Local 1005, which received its charter on March 7, 1972, is one of the largest Carpenters' locals in the State of Indiana. Every year, Local 1005 honors its members for their years of dedicated service. This year's distinguished honorees included Charles Ray, who was honored for his 65 years of service, as well as Charles Bonner, William Bruce, James Donnella, Chester King, Paul Malott, Oakley Moench, Robert Olson, Elbe Rice, Victor Stanzione, and Robert Szentesy, all members who were honored for 60 years of service. Those who were honored for 55 years of service include: Phillis Angelo, Willard Basco, Earl Cooper, John Demay, Lawrence Dewes, Robert Fedorchak, George Garbus, Duane Hanaway, and Jozef Wozniak. For 50 years of service, the honorees were: Ed Cicillian, Robert Covaciu, David Dunn, Bernard Floyd, Wyvil Gearhart, Carrol Kelley, and Howard Scheidt. Bobby Anderson and J.C. Stanley were recognized for 45 years of service, while several members were honored for 40 years of service. These honorees included: Phillip Bough, James Brannock, Harry Carey, James Fields, Jerry Fox, Joe Gabonay, Joe Harbison, Paul Kirchenstien, Robert Odell, Jack Postma, James Postma, Truman Shelton, Richard Tallant, Robert Todd, Donald Treadway, Loren Underwood, and James Vickers. For their 35 years of service, Roy Balcerak and Richard Kleckner were honored, while the 30-year honorees included: Lucas Amptmeyer, Don Ayers, Wesley Birky, Gerald Blend, Larry Bliss, Elmer Conley, Gerald Donohue, Dale Gearhart, Greg Hanas, Thomas Hill, Daniel Holden, Clyde Imboden, James Jablonski, Richard Liebharth, Leonard Lustgarten, Charles Nannenga, Joseph Pero, Mark Robertson, Rick Singleton, Jerry Vanderplough, Larry Vick, and Michael Zickuhr. Madam Speaker, I ask that you and my distinguished colleagues join me in congratulating these dedicated, honorable, and outstanding members of Carpenters Local 1005, in addition to the hard-working union men and women throughout the country. The countless hours of exceptional service the men and women of Carpenters Local 1005 have provided to their community deserve our admiration and respect. Their dedication and commitment are the epitome of the values we hold in Northwest Indiana, and I am proud to represent such fine men and women in Congress.

Madam Speaker, it is with great pleasure that I stand before you today to honor Mrs. Cindy Carlson upon her retirement from her position as Secretary for Sub-District 5, District 7 of the United Steelworkers. I have known Cindy for many years, and she is one of the most involved citizens I have ever known, especially when it comes to her service to the United Steelworkers. Cindy has been a member of the staff at District 7 for an astonishing 31 years, and her contributions to the organization are immeasurable. For her efforts and many contributions to Sub-District 5,

District 7 and the United Steelworkers, there will be a retirement celebration in Cindy's honor on Friday, April 20, 2007, at Andorra Banquets in Schererville, Indiana.

Cindy Carlson was born and raised in Saint John, Indiana. She began her career with the United Steelworkers of America in 1976 as Staff Secretary in what was then Sub-District 2 of District 31. From there, Cindy moved up to become the Secretary for the SubDistrict 2 Director, a position she held from 1981-1988. Then in 1988, recognizing Cindy's skills and abilities, Director Jack Parton assigned Cindy to the position of Secretary for the Assistant Director and the Civil Rights/ Safety and Health Coordinator. Though these new responsibilities would have been enough for most people, Cindy also took on the position of Secretary for the District 31 Steelworkers Organization of Active Retirees (SOAR). From there, Cindy went on to become Executive Secretary to the Director of District 31 in 1995. After redistricting took place in 1996, and District 31 changed to District 7, Cindy was reassigned to the Organizing Department. During this time, her experience and expertise was fully utilized, as she served in many secretarial capacities with District 7. Finally, in 2004, Cindy was awarded the position of SubDistrict 5 Secretary, which she held until her retirement on March 1, 2007. During this time, she also served as Secretary for the District 7 Women of Steel and for the Contracting-Out Coordinator, Mike Mezo.

In addition to the impressive career Cindy has had with District 7, she has also served as a dedicated member of the International United Steelworkers Clerical Union, Local 3657, where she once again utilized her many talents as a member of several committees. Cindy's knowledge of the Union and her field, along with her complete commitment to improving conditions for the steelworkers in her district, has made her one of the most well-respected individuals the First Congressional District has produced. While she will remain in contact with those with whom she has worked, her daily presence will surely be missed by all of her colleagues.

Now retired, Cindy is committed to spending her time with those closest to her, her family. A devoted wife, mother, and grandmother, Cindy's commitment to the United Steelworkers and its members is surpassed only by her dedication to her family. Cindy and her husband, Lyle, remain in Northwest Indiana. They have been blessed with one daughter, Heather, and her husband Chad, as well as Cindy's loving grandson, Alex, whom she truly adores. While Cindy will be enjoying her retirement with them, and with her mother, Ellen Hogan, there is no doubt that Cindy will remain committed to several organizations, including the Tri-Town Labor/Democratic Organization, which she founded in 2005, the Saint John Junior Women's Club, the VFW Post 717 Ladies' Auxiliary, and of course, SOAR.

Madam Speaker, Cindy Carlson has given her time and efforts selflessly to the members of the United Steelworkers for the past 31 years. At this time, I ask that you and all of my distinguished colleagues join me in wishing her the best upon her retirement and commending her for her lifetime of service and dedication.

Madam Speaker, it is with great respect and admiration that I wish to congratulate the members of the Hammond, Indiana Franklin D. Roosevelt Democratic Club as they celebrate the organization's 75th anniversary. To commemorate this special occasion, the Franklin D. Roosevelt Club will be having an anniversary banquet on March 24, 2007, at Dynasty Banquets in Hammond.

The Franklin D. Roosevelt Club of Hammond was founded on December 3, 1932, by 42 members of Polish ancestry. The mission of the Franklin D. Roosevelt Club is to ``maintain high standards and secure the best possible candidate for the Democratic Party.'' The Franklin D. Roosevelt Club has selflessly given its support to the northwest Indiana community. In addition, the Franklin D. Roosevelt Club has had many members who have served or are currently serving as elected or appointed officials in our government.

Throughout the past 75 years, the members of the Franklin D. Roosevelt Club have offered their dedication and support to their noble cause of serving their local community, while striving for a democratic government in their cities for years to come. The Franklin D. Roosevelt Club has had 19 presidents over its 75 year history. At this time, I would like to acknowledge the 2007 Franklin D. Roosevelt Club officers. They are: President Kay Pucalik, First Vice President Wally Skibinski, Second Vice President Mary Fabian, Secretary Shirley Ridenour, Treasurer Mary J. Hildebranski, Sergeant of Arms John Stevens, Chaplain Bobbi Costa, Membership Chairman Diana Beyer, and Trustees Tom Hildebranski, Brian Kupinski, and Bertha McCoy.

Madam Speaker, I ask that you and my other distinguished colleagues join me in congratulating the members of the Hammond Franklin D. Roosevelt Democratic Club on the 75th anniversary of their noble organization. These dedicated individuals continue to give their time and unrelenting efforts to serve their local community, as well as all of northwest Indiana. It is their commitment to the democratic process that makes their organization and efforts such a motivating force in the First Congressional District, and I am proud to serve as their representative in Washington, DC.

Madam Speaker, it is with great honor and pleasure that I congratulate Mrs. Marcella Stefanac Anderson on a momentous milestone, her 85th birthday, which took place on March 4, 2007. Marcella will be celebrating this milestone with family and friends on Saturday, March 10, 2007. Throughout the years, Marcella's presence in northwest Indiana has allowed her the opportunity to touch the lives of countless people.

Marcella Stefanac was born on March 4, 1912, in Powhatan Point, Ohio. She was an only child, born to Ivan and Albina Stefanac. An accomplished student, Marcella completed her bachelor of science degree at Washington University in Saint Louis, Missouri, and her master of science and doctorate degrees in education from Temple University in Pennsylvania. From there, she decided to go into the teaching profession. As a professor at Valparaiso University in Indiana for 22 years, Marcella was able to enhance the lives of many young people throughout the community. For her dedication to the students of Northwest Indiana, she is worthy of the highest admiration.

Equally as impressive, Marcella has always been seen as the foundation of her family. She and her husband, Jim Anderson, live in Hobart with their cat, Mickey. Jim and Marcella have one son, Bryn, who currently resides in Orange County, California. Marcella's family, as well as those whose lives she has touched, respect her for devoting unselfish love, time, commitment, guidance, and spirit to her family, her students, and her friends.

In addition to being greatly loved and admired by her family, her students, and her community, Marcella is also well known for her affiliations to several organizations, including the Alfred Adler Institute, where she provides private counseling services for those in need. From the ages of 66 to 83, Marcella also taught aerobics to senior citizens at the Pruzin Senior Center in Merrillville, Indiana. Marcella has always been known as a generous woman who is willing to help the people in her community. For her selflessness, she is to be commended.

Madam Speaker, Marcella Stefanac Anderson has always given her time and efforts selflessly to the community of northwest Indiana throughout her illustrious life. She has taught every member of her family and extended family the true meaning of service to others. I respectfully ask that you and my other distinguished colleagues join me in wishing Marcella a very happy 85th birthday.

Madam Speaker, it is with deep sadness and the utmost respect that I take this time to remember a dear friend and one of Indiana's most distinguished citizens, State Senator Anita Bowser of Michigan City. On Sunday, March 4, 2007, Anita, a member of the Indiana General Assembly for the past 27 years, passed away at the age of 86 after a courageous battle with breast cancer. Known for her commitment to preserving the rights of all citizens, Anita will surely be missed by her family, friends, and the people she so loyally served.

Though well-known for her career as a public servant, Anita's life of service to her fellow citizens goes far beyond her impressive career as an elected official. A revered scholar, Anita received her bachelor's degree from Kent State University and a law degree from the McKinley School of Law, as well as a master's degree from Purdue University and a master's degree and doctorate degree from the University of Notre Dame. It should come as no surprise, then, that Anita chose to use her vast knowledge to give back to her community by becoming an educator. Anita, who taught political science classes at Purdue University North Central for many years, touched and enriched the lives of her students, many of whom went on to very successful careers in an array of fields. As an instructor, she taught her students with the same passion, commitment, and energy that she demonstrated as a member of the Indiana General Assembly. Her passion for teaching and for challenging her students will forever be remembered, and her unwavering commitment to the betterment of society will forever live in the hearts and minds of those she mentored.

First elected to the Indiana General Assembly as a member of the Indiana House of Representatives in 1980, it was apparent upon her arrival that a true champion of civil rights had come to Indianapolis. Following a remarkable career as a State Representative, Anita was elected to the State Senate in 1992. As a member of both the House and Senate, Anita served on many committees, and prior to her passing, she was the ranking member on the Senate's Pension and Labor Committee, where she fought tirelessly for workers' rights. Additionally, though she received many awards and accolades for her efforts in promoting and preserving civil rights, Anita has the distinct honor of being the first woman to act as House Speaker in the history of the State of Indiana.

Throughout her illustrious career, aside from being known as an eloquent speaker, Anita was often referred to as the ``Conscience of the General Assembly,'' Undoubtedly, this moniker stemmed from her desire to better society through supporting legislation aimed at what is just and what is right. This desire for equality and inclusion was demonstrated time and time again, even in her final speech from the podium, when she reminded her colleagues that the State constitution was intended to preserve rights, not to take them away.

Madam Speaker, I respectfully ask that you and my other distinguished colleagues join me in honoring State Senator Anita Bowser for her outstanding devotion to her community and the State of Indiana. Her unselfish and lifelong dedication to her family, friends, students, and those she so faithfully served in her elected positions is worthy of the highest commendation. Anita's selflessness and her commitment to preserving the rights of all people are an inspiration to us all, and I am proud to have called her my friend.

Madam Speaker, it is with great pleasure that I stand before you to recognize the Portage Youth Commission's first annual Youth Leadership Summit. This remarkable event, which will bring together students from over 40 area high schools, will take place on Saturday, March 17, 2007, at Woodland Park in Portage, IN.

The Portage Youth Commission was established in 2002 after local officials recognized the need for greater participation from the youth in the community. They knew the youth had a very influential voice, and that voice needed to be heard. Advised by Mayor Doug Olson and Councilwoman Olga Velasquez, the commission, made up of high school students from the city of Portage, has become a very significant component of the Portage community. Through their efforts, the commission has successfully founded a Youth Service Day and an annual charity art auction, and they have also sponsored various other events focused on the community's youth.

With this year's Youth Leadership Summit, the Portage Youth Commission hopes to set the tone for years to come. During this event, students from all parts of Northwest Indiana will come together to share experiences and learn valuable leadership skills that will benefit them throughout their lifetimes. The goal of the commission is that by learning from each other, as well as teaching each other, these students will realize that they are the leaders of tomorrow, and it is up to them to take responsibility for the progress of their communities and their Nation.

A special guest at this year's event will be Brett Eastburn, a motivational speaker who will address the students on the need for leaders to emerge in their generation. The summit will also consist of various exercises and activities aimed at promoting leadership qualities and a roundtable discussion on the importance of leaders in society.

Madam Speaker, at this time, I ask that you and my other distinguished colleagues join me in recognizing the efforts of the Portage Youth Commission and the organizers of their first annual Youth Leadership Summit as they strive to educate the youth of Northwest Indiana on the importance of true leaders in our society. Their inspiring efforts are to be commended.
