Mr. Speaker, I rise today to recognize Captain Anthony W. Williams, Jr. as he concludes his tour as Army Legislative Liaison in the Office of Congressional Legislative Liaisons. Originally from Augusta, Georgia, Captain Williams attended Fort Valley State University where he graduated as a 2013 Distinguished Military Graduate. Today, Captain Williams resides in Albany, Georgia, and I am proud to call him one of my constituents.

Throughout his life, Captain Williams has attained an impressive list of educational degrees, to include a Bachelor of Arts Degree in Criminal Justice from Fort Valley State University, a Master of Science Degree in Logistics Management from the Florida Institute of Technology, and a Master's in Policy Management from Georgetown University.

During his career in the United States Army, Captain Williams has served in several duty stations across the country where he was selected to fill mission-critical roles. His first duty station was Fort Campbell, Kentucky, followed by Philadelphia, Pennsylvania, Fort Bragg, North Carolina, and the Pentagon where he served as a General Bradley Fellow, leading

the Department of Defense in the Global Posture Executive Council's Military Construction Prioritization Process before moving on to the Office of Congressional Liaisons in the U.S. House of Representatives.

As a Congressional Liaison, Captain Williams was responsible for liaising with 72 Members of Congress and their staff, covering eight states and two U.S. territories. He was a key player for developing engagement opportunities between Army Senior Leaders and Members of Congress, and he promoted legislative objectives and programs with a unique style of his own. Captain Williams did an exceptional job at executing communications and logistics support for Members and congressional staff as they attended CODELS and STAFFDELS. In fact, he received exceptional acclaim from my colleagues for his strategic excellence and logistical attentiveness during their CODEL to the INDOPACOM theater.

Beyond his adept coordination and organizational skills, Captain Williams proved to be innovative in his approach to the role of liaison. He took the initiative to incorporate his own strategies and programming that left a mark on Army Senior leaders and Members of Congress with whom he worked. Following his roots as a graduate of Fort Valley State University--the State of Georgia's 1890 land-grant university--Captain Williams promoted and facilitated lines of communication with the Congressional Black Caucus and the Bipartisan Historically Black College and Universities (HBCU) Caucus. Through his ability to clearly define the Army message, Captain Williams was able to assist the caucus members with questions about national and international issues pertaining to the Army and discuss Army issues impacting the African American community.

Truly, Captain Williams' personal example, commitment to excellence, and exemplary performance of duty reflects distinct credit upon himself, the Office of the Chief of Legislative Liaison, and the United States Army. Former Congresswoman Shirley Chisholm once said that ``service is the rent we pay for the space we occupy here on this earth.'' Captain Williams has paid his rent, and he has paid it well. Undoubtedly, he will continue in his service to the American people in whatever role he takes next.

Captain Anthony Williams has accomplished so much in his life, but none of it would have been possible without the grace of God and the enduring love and support of his wife, Courtney, and their three children, Trey, Journey, and Sydney.

Mr. Speaker, I ask my colleagues in the United States House of Representatives to join my wife, Vivian; and me, along with the more than 765,000 people of Georgia's Second Congressional District, in recognizing the tremendous contributions Captain Williams has made to help serve the U.S. Army and the American people during his career. We wish him and his family all the best as they move on to the next chapter of their lives.

Mr. Speaker, I rise today to offer my heartfelt congratulations and appreciation to a loving husband, dedicated father, exceptional mentor, devoted leader, faithful servant of God, and friend of longstanding, The Reverend Doctor Wayne Dean Baker, as he concludes 40 years of dedicated service as the Senior Pastor of the Spirit Filled Ministries Church in Columbus, Georgia. A special celebration commemorating this special occasion will occur at the church on Sunday, May 5, 2024.

Reverend Dr. Wayne Dean Baker, a man of humble beginnings, was born and raised in rural Russell County, Alabama. His thirst for knowledge led him to graduate from Oliver High School in 1966 and later, in 1971, from Grambling State University with a Bachelor of Science Degree in Business Administration. However, it was in the same year that his life took a significant turn when he met the love of his life and lifelong sweetheart, Rita Delynn Howard. They were united in Holy Matrimony in 1974.

Dr. Baker experienced another life-altering event in 1975 when he was converted to Christianity in a shopping center in Cleveland, Ohio. Subsequently, Dr. Baker was licensed to preach in 1976 and was ordained in 1979. His ministerial journey led him to Pastor several churches, including Pleasant Grove, Peace and Goodwill, and Wayman Chapel in the African Methodist Episcopal Church.

The scripture says, ``Where there is no vision, the people perish.'' Frustrated by the tenets of liberal theology, Dr. Baker founded Spirit Filled Ministries in 1984. During his tenure as Pastor, he has preached over Ten Thousand Sermons, but more importantly, he has brought countless souls to Jesus Christ. Under his guidance, the church has flourished spiritually, numerically, and in its physical facilities. Doctor Baker has used his television ministry at Spirit Filled to reach the community in furtherance of Kingdom business here on earth.

Dr. Baker has never been one to rest on his laurels and has constantly expanded his educational horizons for the advancement of God and His people. He enrolled in Moody Graduate School to pursue a Master of Arts in Ministry. In 2018, he earned his Master of Divinity from Luther Rice Seminary in Lithonia, Georgia. He also earned his Doctor of Ministry from Luther Rice. Furthermore, he has pursued Ph.D. studies at Columbia Biblical Seminary.

Dr. Baker's work for God has not been limited to the community of Columbus, Georgia, as he has taught, lectured and conducted revivals on a global basis, including in South Korea and Germany. A voracious writer and biblical scholar, Dr. Baker has authored eight books: Clay in the Master's Hand; Biblical Theology of Goals; Evangelism; Freedom Prayers; Ministry Handbook; New Members Handbook; The Case of Ham Revisited; and the White Jesus Myth Revisited. It has been said that ``Service is the rent that we pay for the space that we occupy here on this earth.'' Dr. Baker has paid his rent and he has paid it well.

On a personal note, Dr. Baker has been a special friend for over four decades. We have enjoyed early morning competition on the golf course with friends during which he shared sage advice and counsel for which I will always be grateful. He never told me what I wanted to hear; he always told me what he felt I needed to hear. Dr. Baker has inspired and mentored many with his sterling example of what a man of God should be.

He has accomplished much in his life, but none of it would have been possible without the grace of God, the love and support of his wife of 50 years, Rita; his children, Zephaniah, Christian, Jonathan; his grandchildren, and other family members.

Mr. Speaker, I ask my colleagues in the House of Representatives to join my wife Vivan and me, along with the 765,000 people of Georgia's Second Congressional District in celebrating the extraordinary and prolific ministry of the Reverend Doctor Wayne Dean Baker as he enters a new chapter in his life after 40 years of service to God at Spirit Filled Ministries.

Mr. Speaker, I rise today to honor the life of a remarkable man, my colleague and dear friend, Donald Payne, Jr.

Donald was a kindhearted public servant who dutifully served New Jersey's 10th Congressional District. For Donald, like his father, whom he succeeded, representing his district was heartfelt and personal. From the district of that district, he provided invaluable insight to the most profound issues facing our country, from our national security and major infrastructure needs that keep the American people and commerce flowing, to the more personal challenges that we face, like the unique challenges of men's healthcare and overall health policy, and the path our country could chart to address injustice and create equitable opportunities for the country's underserved communities.

He was a vibrant voice in this Chamber every day, a sharply dressed messenger helping to educate us all, communicating the everyday lived experiences of Americans to help craft more compassionate policy, improve the quality of life for all, and help create a more perfect union.

He was beloved on both sides of the aisle and, of course, by his family and the people he served. Though he has transitioned from this life, it is my hope that his spirit remains alive in all of us in all that we do.

To God be the glory for the life and the legacy of Congressman Donald Payne, Jr.

Mr. Speaker, I rise today to honor a loving husband, outstanding father, proud grandfather, distinguished non- commissioned officer, dedicated public official, faithful servant of God, and friend of longstanding, The Honorable Clairmont Jerome ``Pops'' Barnes. Sadly, Pops transitioned from labor to reward on April 14, 2024. A public viewing was held on Wednesday April 23, 2024, at Taylor Funeral Home in Phenix City, Alabama, and a memorial service to celebrate his remarkable life was held on Thursday, April 25, 2024, at the Revelation Missionary Baptist Church in Columbus, Georgia.

The second oldest of five children, Clairmont Jerome Barnes was born on June 10, 1943, to the union of the late Pauline White and the late Eugene Barnes in Philadelphia, Pennsylvania. He was reared by his grandmother, Ms. Mary J. White, a woman of great importance in his life, who significantly shaped his worldview and instilled within him the values of justice, compassion, and determination.

Pops began his life of service when he joined the Army National Guard and enlisted in the United States Army in 1977. Demonstrating his adept leadership skills, he quickly rose through the ranks, ultimately retiring as a Master Sergeant in 1996. Following his retirement from the Army, Pops decided to secure a second bachelor's degree and begin the next chapter of his professional career of service. Desiring to use his time and skills to help those in need, Pops earned a Bachelor of Science degree in Nursing from Columbus State University at the ripe young age of 57 and served countless patients as a registered nurse.

In 2004, Pops answered the call to run for public elective office. He entered the race for the District 1 seat on the Columbus, Georgia Consolidated Government Council. During the campaign, Pops took the time and effort to knock on every door in District 1, so that he could meet someone in every household he was running to represent and serve. His efforts were rewarded and he was overwhelmingly elected Councilor for District 1. Among his accomplishments for District 1 include reopening the Boxwood Park, Belvedere Park and Primus King Recreation center; leading the effort to hire 100 additional police officers, and opening a police precinct in the heart of District 1 to dramatically cut the city's crime rate.

Pops also demonstrated a steadfast passion in advocating for Veterans, seniors, and individuals with mental illness. He restarted the Tri-City Veterans Day Parade in 2010; started a senior advocacy group to help seniors maintain their benefits, and periodically hosted the ``Focus on Health'' series from the studios of CCG-TV to provide health and wellness education to all citizens in the Chattahoochee Valley area. He also launched a youth vocational training program entitled ``Opportunity to Get Ahead'' using his own funds; reformed the city's employment policy to allow the hiring of non-violent ex- offenders; and consistently addressed right-of-way upkeep, drainage, street resurfacing, and pothole issues throughout District 1 on behalf of those he served.

In addition to his work as a City Councilor, Pops has been recognized for his community involvement and service with numerous social and civic organizations to include: American Legion; Disabled American Veterans Board; American Military Society Board; Red Cross Minority Recruitment Board; Concerned Citizens of South Columbus Board; and the Columbus Hospice Board. Because of his dedicated commitment to these and other organizations he was the recipient of several awards to include the Family Caregiver Award (2016); the Living Legends Award (2018); the United States Postal Service Purple Heart Award (2019); the Distinguished Older Georgian Award (2020); New Horizons Behavioral Health Impact Award (2021); the Columbus State University (CSU) Legacy Award (2023); the Columbus State University Alumni Award (2023); and the River Valley Regional Commission Council Chairman Appreciation Award (2023).

It has been said that ``The true person of success is not the person that climbs the ladder of this life with both hands but who climbs with one hand and reaches back with the other.'' Pops always reached back to help others throughout his life and never shied away from an opportunity to improve the quality of life for those in his community. On a personal note, Pops Barnes was always available and forthcoming regarding issues being considered by Congress. He always gave me sound, wise and honest advice. For that I will be forever grateful.

Pops Barnes accomplished much in his life but none of it would have been possible without the grace of God, the love and support of his wife, Jannie Mae Barnes; his devoted children, Cheryl, Clairmont, Simi, Mary, Robbi, Carla, Phydellis, and Bruce; thirteen grandchildren, and nineteen great-grandchildren. But through their love, inspiration and support, Pops leaves a legacy that has made Columbus, our nation and the world better because he passed this way.

Mr. Speaker, I ask my colleagues in the House of Representatives to join my wife, Vivian, and me, along with the 765,000 people of Georgia's Second Congressional District in celebrating the extraordinary life of The Honorable Clairmont Jerome ``Pops'' Barnes and in extending our deepest condolences to his family, friends, and all who mourn his loss. May we all be consoled and comforted by an abiding faith and the Holy Spirit in the days, weeks, and months ahead.

Mr. Speaker, I rise today to honor a loving husband, outstanding father, proud grandfather, astute entrepreneur, distinguished military officer, faithful man of God and friend of longstanding, Chief Warrant Officer Three, (Ret) Carter Smyre, Jr. Sadly, CWO3 Smyre transitioned from labor to reward on April 12, 2024. A homegoing celebration attended by friends and family will be held on April 19, 2024, at the Ward Chapel AME Church in Columbus, Georgia.

The extraordinary life story of CWO3 Carter Smyre, Jr. began with his birth to the union of the late Staff Sergeant Carter Smyre, Sr. and Mrs. Selma Tinsley Smyre on June 7, 1925, in Griffin, Georgia. Following the example of his father, young Carter Smyre, Jr. set out to blaze his own path in the United States Army. One of his proudest moments was graduating from the U.S. Army Aviation School at Fort Rucker, (now Fort Novosel) Alabama. For 25 years, he served his country, rising through the ranks and ultimately being appointed by the Secretary of the Army as Chief Warrant Officer Three--a technical leader, trainer, operator, maintainer, sustainer, integrator, and advisor. CWO3 Smyre's life was always the epitome of the Army values of loyalty, duty, respect, selfless service, integrity, honor, and personal courage--values which give soldiers direction, purpose, and motivation to be, know, and do what is right. And for 98 years that has been his legacy.

Following his retirement from the Army, Carter Smyre owned and operated a grocery store, worked 10 years as a real estate agent at Carter Realty Company and then founded his own company, Smyre Realty Company which he operated for 42 years. He had immense joy when he was able to help others realize the dream of home ownership and because of his commitment to his craft and excellence, former Governor Joe Frank Harris appointed him to the Georgia Residential Housing and Finance Authority Board of Directors where he served the entire State of Georgia.

It has been said that ``The true person of success is not the person that climbs the ladder of this life with both hands but who climbs with one hand and reaches back with the other.'' Chief Warrant Officer Smyre always reached back to help others throughout the Chattahoochee Valley Area to include his beloved East Carver Heights Community, the Moderns Club and the Path Seekers Civic and Social Club to name a few.

On a personal note, CWO3 Smyre was a special friend and was ``family'' to my wife, Vivian, and me. He encouraged us to pursue our dreams and supported us every step of the way as he did for so many others who have been blessed by his wise advice, counsel, and mentorship. He led by example and because of that sterling example, others, including his beloved son, former State Representative Calvin Smyre, have thrived in service to others.

Carter Smyre accomplished much in life but none of this would have been possible without the grace of God, the love and support of his late wife, Mrs. Mildred Bass Smyre; his current wife, P.J. Glover; his devoted son, former State Representative and U.S. Representative/Public Delegate to the 78th United Nations General Assembly, Calvin Smyre; his late daughter Gwendolyn Smyre-Foster, grandchildren, great- grandchildren and other extended family members.

Mr. Speaker, I ask my colleagues in the House of Representatives to join my wife, Vivian, and me, along with the 765,000 people of Georgia's Second Congressional District in celebrating the extraordinary life of Chief Warrant Officer Three (Ret) Carter Smyre, Jr. and in extending our deepest condolences to his family, friends and all who mourn his loss. May we all be consoled and comforted by an abiding faith and the Holy Spirit in the days, weeks, and months ahead.

Mr. Speaker, I rise today to honor a loving husband, dedicated father, committed soldier and dear friend of longstanding, Colonel Ralph Puckett, Jr., USA (Ret.). Sadly, Colonel Puckett passed away on April 8, 2024. He leaves behind a legacy of service that will be emulated by many for years to come. A memorial service honoring his remarkable life will be held on April 20, 2024, at the National Infantry Museum Parade Field adjacent to Fort Moore, Georgia.

Colonel Puckett was born on December 8, 1926, in Tifton, Georgia. He graduated from Baylor High School and then enrolled at Georgia Tech before enlisting in the United States Army during World War II. Colonel Puckett graduated from the United States Military Academy at West Point in 1949. He was assigned as Infantry Lieutenant for the Eighth U.S. Army Ranger Company when the Korean War began.

On November 25, 1950, during the Korean conflict, the First Lieutenant began a multiday operation with the Eighth Army Ranger Company, a company composed of 51 U.S. and nine Korean Soldiers against a barrage of Chinese Troops on Hill 205. During the initial assault, Colonel Puckett exposed himself to enemy fire, rallying pinned down U.S. troops to advance and take the hill from its defenders. In the following hours, the temperatures dropped, and the Chinese attempted to retake the hill. Colonel Puckett radioed an artillery strike to stop the enemy's advance.

Over the course of the attacks, Colonel Puckett sustained several wounds to his left shoulder, feet, thighs, and buttocks. Despite being severely wounded, he was still able to command his company and call on artillery to avert enemy attacks before being carried to safety by two of his troops.

During his 22-year career, Colonel Puckett received many awards including the Distinguished Service Cross twice, along with two Silver Stars for valor, two Bronze Star medals, and five Purple Hearts. In 1992, he became one of the first people to be inducted into the United States Army Ranger Hall of Fame.

Because of his courageous valor and after many years of efforts on his behalf, Colonel Puckett was awarded the Medal of Honor by President Joseph R. Biden on Friday, May 21, 2021.

Colonel Puckett gave himself to his country and to so many for so long. As such, he is one of our nation's most decorated war heroes. Even after his military service ended, he found a way to give back to those who came after him. He remained very active with military affairs, including volunteering with the Ranger Brigade. Colonel Puckett also served as an executive with Outward Bound, a nonprofit educational organization that exposes students, especially those from cities, to wilderness settings.

Colonel Puckett accomplished much in his life, but none of this would have been possible without the grace of God, and the enduring love and support of his wife, Jean, and their children Martha and Thomas.

Mr. Speaker, I ask my colleagues to join my wife, Vivian, and me, along with the 765,000 people of Georgia's Second Congressional District in celebrating the life and legacy of Colonel Ralph Puckett, Jr., USA (Ret.). Moreover, we extend our deepest condolences to his family, friends, and all who mourn his loss. May they all be consoled and comforted by an abiding faith and the Holy Spirit in the days, weeks, and months ahead.

Mr. Speaker, I stand before you today to offer my heartfelt congratulations and well wishes to an exceptional mentor, devoted leader, Vietnam War veteran, faithful servant of God, and cherished longtime friend, Reverend Dr. Emmett Scott Aniton, Jr., as he concludes his 45 years of service at Friendship Missionary Baptist Church. A special celebration marking his 45th Anniversary and retirement from preaching the Gospel took place on April 7, 2024 at the church in Columbus, Georgia.

Born on March 8, 1940, in Oneonta, Alabama to Mr. Emmett Scott Aniton, Sr. and Mrs. Estella Aniton Woods, Rev. Aniton graduated from Southside High School in Etowah County, Alabama before earning his Bachelor of Theology from Selma University in 1964. Following his service in Vietnam, he furthered his education at Alabama A&M University, obtaining a Bachelor of Arts degree in Sociology.

Having answered the call to preach, Rev. Aniton began his ministry at First Baptist Church in Jacksonville, Alabama, where he served his congregation faithfully. In November 1978, he accepted the call to pastor at Friendship Missionary Baptist Church in Columbus, Georgia, where he has led with passion and dedication since April 1979. Under his guidance, the church has flourished spiritually, numerically, and in its physical facilities.

Rev. Aniton's impact extends beyond the church walls, with his involvement in various community organizations and leadership roles. He has been recognized with awards such as the NAACP Religious Affairs Award and the Rainbow PUSH Coalition Lifetime Achievement Award, among others. His commitment to service and leadership exemplifies the quote by George Washington Carver when he said. ``How far you go in life depends on your being tender with young, compassionate with the aged, sympathetic with the striving and tolerant of the weak and the strong. Because someday in your life you will have been all of these.'' Rev. Aniton has used his ministry to reach people from all walks of life. Spurred by the example of Jesus, he has used his life's work to help the ``Least of These.''

In reflecting on his achievements, Rev. Aniton acknowledges the unwavering support of his late wife, Mrs. Dorothy Rigby Aniton, his children, grandchildren, and extended family. Personally, I have been blessed to benefit from Rev. Aniton's wisdom and friendship for over four decades. He never told me what I wanted to hear; he always told me what he felt I needed to hear. Rev. Aniton has inspired and mentored many with his sterling example of what a man of God should look like. He is truly a man after God's own heart.

Mr. Speaker, I ask my colleagues in the U.S. House of Representatives to join me, my wife Vivian, and the 765,000 people of Georgia's Second Congressional District in expressing our deepest gratitude and best wishes to Reverend Dr. Emmett Scott Aniton, Jr. as he embarks on a well-deserved retirement after 45 years of devoted service at Friendship Missionary Baptist Church. May God continue to bless him and his loved ones as he enters this new chapter in his life.

Mr. Speaker, I rise today to honor a devoted wife, loving mother, doting grandmother, community servant, and Civil Rights icon, Mrs. Ada M. Jackson Lee. Family, friends, and community leaders commemorated the sixth anniversary of her passing and celebrated what would have been her 100th birthday on April 6, 2024, at Ada Lee Park in Warner Robins, Georgia.

The journey of the remarkable life of Ada Lee began on March 6, 1924, when she was born to the union of the late Mr. Lewis D. Jackson and the late Mrs. Annie B. Jackson in Wellston, Georgia.

A lifelong and persistent learner, Mrs. Lee graduated from Booker T. Washington High School and the Culinary Arts Program at The Fort Valley State University. She went on to work as an Urban Renewal specialist where she later retired.

She was married to the late Sylvester Lee and to this union three children were born. Daron Lewis Lee, Vircy Anne Ferguson and Doroethea Rita Scott. Mrs. Lee was a woman after God's own heart who served her community with distinction and pride. ``It has been said that service is the rent that we pay for the space that we occupy here on this earth.'' Mrs. Lee paid her rent, and she paid it well. She was nothing short of a trailblazer with several historic firsts for the Warner Robins community--first Director of the Warner Robins Day Care Center, she formed the first Girl Scout Troop for African American girls and the first Director of the Head Start Program in Warner Robins.

When Mrs. Lee saw a need in the community, she made sure that it was addressed. When she saw a need for a safe space for children to play, she approached the mayor and made it happen. Now that same park is named in her honor. She was a strong advocate for her community and for women. She truly believed in the words of Shirley Chisolm, ``If they don't give you a seat at the table, bring a folding chair.'' Because of her lifetime of service, she was recognized with many awards to include The Jacqueline Kennedy Onassis for Outstanding Volunteer Services, The NAACP Trailblazer Award, Ms. Senior Warner Robins as well as one of the fifty Influential Women in Middle Georgia.

She gave her time, talent, and treasure to many organizations to include Board Member of the Family Support Alliance for the Mentally Ill, Warner Robins Housing Authority, Houston County Democratic Advisory, Warner Robins Day Care Center, NAACP, SCLC and served as a member of the Christian Women United Association and the Georgia Council on Human Relations. She was also an honorary member of the Order of Eastern Star, Cinderella Chapter No. 406.

But more important than all of these accolades and memberships, Mrs. Lee was a woman of faith. A dedicated member of the Warner Robins Christian Methodist Episcopal Church, Mrs. Lee was a member of stewardess board, missionary board, Lay Council, We Care-Golden Age, Social Concerns Hospitality Circle and served as Founder of the Pastor's Aide Board. The scripture tells us in Proverbs 3:6 that ``In all thy ways acknowledge him and he shall direct thy paths.'' The Lord truly directed the paths of Mrs. Ada Jackson Lee. The Middle Georgia Community, The State of Georgia, our country, and the world are better because Mrs. Lee passed this way.

Mr. Speaker, I ask my colleagues to join me, and my wife Vivian, and the 765,000 people of Georgia's Second Congressional District in honoring the life and legacy of Mrs. Ada Jackson Lee. May her life continue to be an inspiration to her family, friends, and all those that she touched during her remarkable life.

Mr. Speaker, I rise today to honor a loving wife, dedicated mother, committed community servant, and effective higher education administrator, Dr. Marion Ross Fedrick. President Dr. Fedrick will be honored for her seven years of service at Albany State University during the annual Blue and Gold Gala that will take place on Saturday, April 6, 2024. Dr. Fedrick is leaving the university to become the new Executive Vice President and Chief of Staff for Georgia State University. She will also serve as Special Advisor to Chancellor Sonny Perdue for his Historically Black Colleges and Universities Initiative.

A native of Philadelphia, Pennsylvania, Dr. Fedrick has sought to better herself through education to serve others. She is a three-time graduate of the University of Georgia, earning a bachelor's degree in adult education, with a concentration in organizational development, a master's degree in public administration, and a Ph.D. in higher education.

Because of her commitment to excellence, she has excelled professionally. She has given her time and talents to several organizations to include Clark-Atlanta University, Emory University Hospitals, State of Georgia Office of State Personnel Administration, AT&T, and the Former Bell South Corporation. Dr. Fedrick also served as the University System of Georgia's Vice Chancellor of Human Resources.

On August 14, 2018, the trajectory of Albany State University changed forever when Dr. Fedrick was appointed at the 10th President of the University after serving as Interim President and Executive Vice President. It has been said that: ``Education is the passport to the future, it belongs to those who prepare for it today.'' Dr. Fedrick used her time at Albany State to prepare thousands of young people to embrace their futures with confidence. She has done this by being a leader who has embraced focusing on the whole being of the student-- academically, socially and spiritually. Dr. Fedrick has expanded access and opportunities for students by increasing campus-wide resources. Dr. Fedrick has truly lived by the words of Mary McLeod Bethune when she said that ``We have powerful potential in our youth, and we must have the courage to change old ideas and practices so that we direct their power toward good ends.'' Dr. Fedrick has helped all students who have come through the doors of Albany State during her tenure to direct their power towards the betterment of humankind.

Dr. Fedrick has truly advanced the University though a variety of initiatives to include a redesign of the university's academic colleges, approval of the University System of Georgia's first nexus degrees and the design and implementation of the University's integrated student success model. As a result of her ingenuity and visionary leadership, the University has achieved a sixteen percent increase in retention and a six percent increase in enrollment.

Dr. Fedrick is widely respected by her colleagues because of her enduring commitment to student success, racial and social equity and the power of community. She has used her powerful voice to be a spokesperson for access, equity, and fairness. Dr. Fedrick has helped to strengthen the bond between Albany State and the greater Albany community. Dr. Fedrick has been associated with and contributed to a wide variety of initiatives in the University System of Georgia to include the mental health task force and The Georgia COVID-19 Health Equity Council. This initiative helped the Georgia Department of Community Health to improve its outreach to communities most affected by the virus. This ensured the fair distribution and administration of the COVID-19 vaccine.

Dr. Fedrick has accomplished much in her life but none of it would have been possible without the grace of God and the love and support of her husband, Horace and her daughter, Grace.

On a personal note, I have worked with many University Presidents over the years. Dr. Fedrick has been one of the most effective presidents that I will have worked with during my time in Congress.

Mr. Speaker, I rise today to honor a loving wife, dedicated mother, pioneering educator, committed community activist, ardent community servant, faithful woman of God and friend of longstanding, Ms. Lenore DeVaughn Golden Shackelford.

Sadly, Mrs. Shackelford passed from labor to reward on Thursday, March 14, 2024. A homegoing service to celebrate her remarkable life will be held on Saturday, March 30, 2024, at the Beulah Missionary Baptist Church in Quitman, Georgia.

The Genesis of the life of Mrs. Lenore Shackelford began on April 17, 1929, as she was born to the union of the late Corine Golden and A.Z. Graddick. She was a proud product of the Brooks County School System, graduating from Brooks County High School in 1945.

A love of family permeated the life of Mrs. Shackelford, and she united in Holy Matrimony to Herbert Duane Shackelford and to this blessed union a son was born, the late Herbert Duane Shackelford II.

A lifelong and avid learner, Mrs. Shackelford attended and graduated from Savannah State College (now university) with a Bachelor of Science Degree in 1950. She also received a Master of Education, Guidance and Counseling from Florida A&M University in 1959. Mrs. Shackelford also attended Tennessee A&I, Valdosta State, and the University of Georgia.

Her long and storied career in education began in 1950 as a Social Studies Teacher at Morven Rosenwald High School. She was also an elementary school teacher at Empress Elementary School from 1954 to 59. Subsequently, she became a guidance counselor in 1959 at Washington Street High School in Quitman. Mrs. Shackelford continued her counseling career at Brooks County Junior High in 1970 and completed her fulfilling career at Brooks County High, retiring in 1989. It has been said that ``Education is the passport to the future, it belongs to those who prepare for it today.'' Mrs. Shackelford did an extraordinary job in preparing countless young people for their futures. Because of her dedication and stellar commitment to our young people, she received many awards and commendations. She also helped many young people receive scholarships that helped advance their educational dreams.

Mrs. Shackelford dedicated her life to the betterment of her beloved Brooks County. Always the community activist, she was instrumental in making Dr. Martin Luther King, Jr.'s birthday a holiday for Brooks County Schools in 1988. Continuing that activism, she was pivotal in getting the longest street in Quitman, (the former Washington Street) named after Dr. King. Mrs. Shackelford truly believed in these words: ``Activism is standing up for what you believe in, even when it is not the popular opinion.'' Mrs. Shackelford was not concerned about what was popular, she was concerned about what was right and just.

Shirley Chisholm once said that ``Service is the rent that we pay for the space that we occupy here on this earth.'' Mrs. Shackelford paid her rent, and she paid it well. Mrs. Shackelford gave her time, treasure, and talent to many organizations over the course of her life, to include: Order of the Eastern Star, Love Joy Chapter No. 426, where she was Worthy Matron. She also held two Grand Lodge offices, Grand Adah and Grand Lecturer. She was a member of Scott Azalea Assembly No. 289, Order of the Golden Circle of Valdosta, Georgia, where she received the ``Golden Lady of the Orient'' award, which was the highest honor that any Loyal Lady can receive in the State. She was a Charter member and past Commandress of Ossipe Court No. 186. She was also a member of the esteemed

Delta Sigma Theta Sorority, Inc. Always concerned about her professional development, she was a member of the National Teachers Organization; Georgia Association of Educators; Brooks County Association of Educators; Brooks County Retired Educators Association (serving as president for many years); the Georgia Retired Educators Association; Georgia School Counselors Association and Georgia Association of School Counselors.

Mrs. Shackelford loved her family and her community, but most of all she loved her God. At an early age, she joined the Beulah Missionary Baptist Church in Quitman, Georgia where she was a member of the trustee board, church clerk, secretary, choir member and served as a chairperson of several committees and programs, working closely with many of Beulah's pastors over the years. The Scripture tells us that ``She was full of good works and acts of charity.'' Mrs. Shackelford used her love of God to magnify His kingdom through her good works.

Mrs. Shackelford accomplished much in her life but none of it would have been possible without the grace of God and the love and support of her late husband, Herbert Duane Shackelford I, her late son, Herbert Duane Shackelford II, and her grandchildren, Herbert Duane Shackelford III, and Brianna Shackelford, along with a host of other loved ones and special friends.

On a personal note, Mrs. Shackelford was my longtime friend and supporter. Many of her closest friends, and I, endearingly referred to her as ``Miz Shack''. Over the years she blessed me with wise counsel and sage advice. She never told me just what I wanted to hear; she always told me just what I needed to hear. I will be forever grateful for the fidelity of her friendship over more than three decades.

Mr. Speaker, I ask my colleagues in the House of Representatives to join my wife, Vivian, and me, along with the people of Georgia's 2nd Congressional District, the State of Georgia and beyond in celebrating the life and legacy of Mrs. Lenore DeVaughn Golden Shackelford. Moreover, we extend our deepest condolences to her family, friends and all who mourn her loss. May we all be consoled and comforted by an abiding faith and the Holy Spirit in the days, weeks and months ahead.

Mr. Speaker, I rise today to honor a loving father, a doting grandfather, dedicated community servant and committed man of God, Deacon Kenneth Florence. Sadly, Deacon Florence passed from labor to reward on March 13, 2024. A homegoing service to celebrate his remarkable life will be held on March 23, 2024, at the Second Mount Zion Missionary Baptist Church in Albany, Georgia.

The genesis of the life of Deacon Florence began on November 13, 1952, with his birth to the union of the late Bernard and Willard Florence in Clewiston, Florida. He was raised from birth by the late Georgian Fudge of Sanford, Florida.

Deacon Florence was educated in the Florida Public School System where he graduated in 1972 from Seminole High School. After graduating from high school, he began his lifelong love of service by enlisting in the United States Army and was honorably discharged in 1974.

He relocated to what would become his second home, Albany, Georgia. He attended the ASU West Campus, formerly known as Darton College, before being employed at Proctor and Gamble for 27 years.

At an early age he gave his life to Christ and joined Morning Glory Missionary Baptist Church. After his move to Albany, he joined Second Mount Zion Baptist Church under the leadership of Dr. Theodus Drake, Jr. Deacon Florence truly understood that you can only serve God by serving his people. Deacon Florence demonstrated his love for God by serving in various ministries at the church to include Sunday School Superintendent and as the head of the Security Deacons' Ministry, Executive Ministry, Transportation Ministry and several youth ministries.

Deacon Florence also understood that his service and love for God had to extend beyond the church walls. His love for community was evident by his involvement in many social and civic organizations to include Albany Community Builders, the NAACP, Black Voters Matter, Keep Albany- Dougherty Beautiful, SOWEGA Rising, the 26 Club, Masonic Lodge, Little League baseball coach and various other organizations. It has been said that ``Service is the rent we pay for the space we occupy here on this Earth.'' Deacon Florence paid his rent and he paid it well. He never met a stranger and treated people how they deserved to be treated. Dr. George Washington Carver once said ``How far you go in life depends on your being tender with the young, compassionate with the aged, sympathetic with the striving and tolerant of the weak and strong. Because someday in your life you will have been all of these.'' Deacon Kenneth Florence could interact with people from all walks of life and make them feel special. He was special and his legacy will live on through all the people and organizations that he touched in his special way.

Deacon Florence accomplished so much in his life, but none of this would have been possible without the Grace of God and the love and support of his family, friends, and church members who will miss him dearly.

Mr. Speaker, I ask my colleagues in the U.S. House of Representatives to join my wife Vivian, and me, along with countless others in saluting and honoring Deacon Kenneth Florence for service to God and Humankind. We extend our deepest condolences to his Family, Friends, loved ones and all who mourn his loss. We pray that they all will be consoled

Mr. Speaker, I rise today to honor a devoted wife, loving mother, doting grandmother, community servant, and Civil Rights icon, Mrs. Ada M. Jackson Lee. Family, friends, and community leaders will celebrate the Fourth Anniversary of her passing and 100th birthday on April 6, 2024, at Ada Lee Park in Warner Robins, Georgia.

The journey of the remarkable life of Ada Lee began on March 6, 1924, when she was born to the union of the late Mr. Lewis D. Jackson and the late Mrs. Annie B Jackson in Wellston, Georgia.

A lifelong and persistent learner, Mrs. Lee graduated from Booker T. Washington High School and the Culinary Arts Program at The Fort Valley State University. She went on to work as an Urban Renewal specialist where she later retired.

She was married to the late Sylvester Lee and to this union three children were born. Daron Lewis Lee, Virey Anne Ferguson and Dorothea Rita Scott. Mrs. Lee was a woman after God's own heart who served her community with distinction and pride. ``It has been said that service is the rent that we pay for the space that we occupy here on this earth.'' Mrs. Lee paid her rent, and she paid it well. She was nothing short of a trailblazer with several historic firsts for the Warner Robins community--first Director of the Warner Robins Day Care Center, she formed the first Girl Scout Troop for African-American girls and the first Director of the Head Start Program in Warner Robins.

When Mrs. Lee saw a need in the community, she made sure that it was addressed. When she saw a need for a safe space for children to play, she approached the mayor and made it happen. Now that same park is named in her honor. She was a strong advocate for her community and for women. She truly believed in the words of Shirley Chisolm, ``if they don't give you a seat at the table, bring a folding chair.'' Because of her lifetime service she was recognized with many awards to include The Jacqueline Kennedy Onassis for Outstanding Volunteer Services, The NAACP Trailblazer Award, Ms. Senior Warner Robins as well as one of the fifty Influential Women in Middle Georgia.

She gave her time, talent, and treasure to many organizations to include Board Member of the Family Support Alliance for the Mentally Ill, Warner Robins Housing Authority, Houston County Democratic Advisory, Warner Robins Day Care Center, NAACP, SCLC and served as a member of the Christian Women United Association and the Georgia Council on Human Relations. She was also an honorary member of the Order of Eastern Star, Cinderella Chapter No. 406.

But more important than all of these accolades and memberships, Mrs. Lee was a

woman of faith. A dedicated member of the Warner Robins Christian Methodist Episcopal Church, Mrs. Lee was a member of stewardess board, missionary board, Lay Council, We Care-Golden Age, Social Concerns Hospitality Circle and served as Founder of the Pastor's Aide Board. The scripture tells us in Proverbs 3:6 that ``In all thy ways acknowledge him and he shall direct thy paths.'' The Lord truly directed the paths of Mrs. Ada Johnson Lee. The Middle Georgia Community, The State of Georgia, our country, and the world are better because Mrs. Lee passed this way.

Mr. Speaker, I ask my colleagues to join me and my wife Vivian, and the 765,000 people of Georgia's Second Congressional District, in honoring the life and legacy of Mrs. Ada Johnson Lee. May her life continue to be an inspiration to her family, friends, and all those that she touched during her remarkable life.

Mr. Speaker, I stand before you today to offer my heartfelt congratulations and well wishes to an exceptional mentor, devoted leader, Vietnam War Veteran, faithful servant of God, and cherished longtime friend, Reverend Dr. Emmett Scott Aniton, Jr., as he concludes his 45 years of service at Friendship Missionary Baptist Church. A special celebration marking his 45th Anniversary and retirement from preaching the Gospel will take place on April 7, 2024 at the church in Columbus, Georgia.

Born on March 8, 1940, in Oneonta, Alabama to Mr. Emmett Scott Aniton, Sr. and Mrs Estella Aniton Woods, Rev. Aniton graduated from Southside High School in Etowah County, Alabama before earning his Bachelor of Theology from Selma University in 1964. Following his service in Vietnam, he furthered his education at Alabama A&M University, obtaining a Bachelor of Arts degree in Sociology.

Having answered the call to preach, Rev. Aniton began his ministry at First Baptist Church in Jacksonville, Alabama, where he served his congregation faithfully. In November 1978, he accepted the call to pastor at Friendship Missionary Baptist Church in Columbus, Georgia, where he has led with passion and dedication since April 1979. Under his guidance, the church has flourished spiritually, numerically, and in its physical facilities.

Rev. Aniton's impact extends beyond the church walls, with his involvement in various community organizations and leadership roles. He has been recognized with awards such as the NAACP Religious Affairs Award and the Rainbow PUSH Coalition Lifetime Achievement Award, among others. His commitment to service and leadership exemplifies the quote by George Washington Carver when he said ``How far you go in life depends on your being tender with the young, compassionate with the aged, sympathetic with the striving, and tolerant of the weak and the strong. Because someday in your life you will have been all of these. Rev. Aniton has used his ministry to reach people from all walks of life. Spurred by the example of Jesus, he has used his life's work to help the ``Least of These.''

In reflecting on his achievements, Rev. Aniton acknowledges the unwavering support of his late wife, Mrs. Dorothy Rigby Aniton, his children, grandchildren, and extended family. Personally, I have been blessed to benefit from Rev. Aniton's wisdom and friendship for over four decades. He never told me what I wanted to hear; he always told me what he felt I needed to hear. Rev. Aniton has inspired and mentored many with his sterling example of what a man of God should look like. He is truly a man after God's own heart.

Mr. Speaker, I ask my colleagues in The U.S. House of Representatives to join me, my wife Vivian, and the 765,000 people of Georgia's Second Congressional District in expressing our deepest gratitude and best wishes to Reverend Dr. Emmett Scott Aniton, Jr. as he embarks on a well-deserved retirement after 45 years of devoted service at Friendship Missionary Baptist Church. May God continue to bless him and his loved ones as he enters this new chapter in his life.

Mr. Speaker, I rise today to recognize and honor two distinguished public servants, community leaders, and dear friends of longstanding, Georgia State Senator David E. Lucas and Macon-Bibb Commissioner Elaine Huckabee Lucas. Their collective service of over more than six decades to the people of Macon-Bibb, the State of Georgia and humankind was recognized on Sunday, March 10, 2024, at 5:00 p.m. during a community celebration at the Saint Peter Missionary Baptist Church in Macon, Georgia.

State Senator David E. Lucas was born to the union of the late David Lucas and Beatrice Poole Lucas, both educators on April 23, 1950 in Byron, Georgia. He graduated from Lanier High School in Bibb County in 1968 and went on to earn a Bachelor's Degree in Political Science from Tuskegee University, attended Atlanta Law School in 1980, and has been awarded an Honorary Doctorate from the Mercer University Medical School. At Tuskegee, he was on the 1971 SIAC Championship football team and after graduation in 1973, he returned home to Macon. In 1974, he was elected to the Georgia House of Representatives, becoming the youngest member of that body. He has tirelessly represented Bibb County and Middle Georgia in both the Georgia House and State Senate for almost 50 years, becoming the most senior member.

Throughout his career Senator Lucas has fought for civil rights, voting rights and equal opportunity. He championed policies that uplift Georgia's seniors and improve healthcare access and outcomes in urban and rural communities. In the General Assembly, he has served on committees crucial to the economic development and wellbeing of our state, including Insurance, Energy, Utilities, Telecommunication, Appropriations and Transportation. I was blessed to serve with him for 16 years and can say without reservation, that there is no one who knows how to leverage the inner workings of state government for his constituents better than State Senator David Lucas.

In addition to his public service, Senator Lucas is a self-employed independent Insurance Agent and owner of TBL Inc., an entertainment promotions business. He has been a social studies teacher, football, basketball, and tennis coach; owner of the Macon Chiefs semi- professional football team and the Georgia Titans basketball team; and a charter member of the 100 Black Men of Macon-Middle Georgia. He has been married to the love of his life, Commissioner Elaine Huckabee Lucas for more than 47 years and reared four children--David, Jr., Aris, Leonard and Albert (deceased) with 13 grandchildren and five great-grandchildren.

Commissioner Elaine Huckabee Lucas is a lifelong resident of Macon and the wife of Senator David Lucas. She is and has been his support and helpmate throughout their marriage, keeping him grounded during his numerous career and life pursuits. But, this ``Queen'' of East Macon is a monumental public servant in her own right. Born to the union of Ella Appling Huckabee and Leonard Huckabee, she graduated from Miller Senior High School, completed work in English at Macon Junior College and received her BS Degree, Magna Cum Laude from Savannah State College in Elementary Education. She earned a Master's Degree from Fort Valley State University and an Education Specialist Degree from Georgia College and State University. She is certified in early childhood education, middle grades, data collection and counseling. She taught elementary school for 18 years, was an elementary and high school counselor for 12 years, coordinated counseling and advisement for the Bibb County Teen Parent Center for 5 years, and after retirement, was counselor, graduation specialist and community service coordinator at the Hutching Career Center for 8 years.

First elected to the Macon City Council in 1983, Commissioner Lucas has continued her uninterrupted elective service, making history as the first female commissioner of the Macon-Bibb Consolidated Government. She has served on key committees including Community Resources and Development; Appropriations; and Employee Development and Compensation. She served as President, Vice President and Treasurer of the Georgia Association of Black Elected Officials; The Macon Bibb Board of Health; Martin Luther King Commission; Cemetery Preservation Board; and the Recreation Planning Committee. Her prolific record portrays a champion for voting rights, civil rights and equal access to services for all citizens. She is a founding member and first president of the Bibb County Voter Registration and Education League, member of NAACP, SCLC, Bibb County Democratic Executive Committee, and Golden Life Member of Delta Sigma Theta Sorority, Inc.

In 2011, she opened EL High School Academy where over 1,800 school dropouts have reentered school and earned their high school diplomas. She is a 40-year blood donor, organ donor, and runs E. Lucas Consulting and Lenny's Handy Services in partnership with her son, Lenny.

Commissioner Elaine Lucas and Senator David Lucas are indeed a power couple and truly icons in the Middle Georgia area. Active members of Steward Chapel AME Church, they are indeed persons of faith. Moreover, they are my trusted friends of longstanding for over 50 years. It has been said that ``You make your living by what you get. You make your life by what you give!'' David and Elaine Lucas have truly made their lives by giving so much to so many for so long.

Mr. Speaker, I ask my colleagues in the House of Representatives to join my wife, Vivian, and me, along with the 765,000 people of Georgia's Second Congressional District in recognizing and honoring the careers, service and legacies of State Senator David E. Lucas and Commissioner Elaine Huckabee Lucas. To God be the glory for the things they have done in support of humanity.
