Introduced September 26, 2017

AI-Generated Summary

Updated April 15, 2026 at 6:24 PM UTC

The Veterans Opioid Abuse Prevention Act would let Department of Veterans Affairs (VA) health‑care providers and their authorized assistants query any state’s prescription‑drug monitoring program. The goal is to help VA clinicians prescribe controlled substances safely for veterans who are not in hospice or palliative care, thereby reducing opioid misuse.

Key Provisions

  • VA‑licensed providers and their delegates are treated as authorized users of the nationwide network of state prescription‑drug monitoring programs.
  • States may not block or limit VA providers’ access to their monitoring programs, nor may they punish providers (e.g., revoke licenses) for querying the data.
  • Providers must follow VA regulations when accessing the data.
  • A “covered patient” is defined as a veteran who receives a prescription for a controlled substance and is not in hospice or palliative care.
  • Key terms such as “controlled substance,” “delegate,” and “national network of State‑based prescription monitoring programs” are defined for clarity.
