AI-Generated Summary

Updated April 15, 2026 at 6:56 PM UTC

This resolution lets the Speaker move two pending bills—one to update hydropower policy and another to clarify joint‑employer rules—directly to the Committee of the Whole for fast‑track consideration. It waives points of order, skips the first reading, and sets strict limits on debate and amendment procedures for each bill.

Key Provisions

  • Allows the Speaker to declare the House resolved into the Committee of the Whole to consider H.R. 3043, waiving all points of order and dispensing with the first reading; debate limited to one hour equally divided and controlled by the chair and ranking minority member of the Energy and Commerce Committee; amendment process follows the five‑minute rule with a committee‑substitute amendment considered as read and only specified amendments permitted.
  • Provides the same procedural treatment for H.R. 3441, waiving points of order, adopting the committee‑substitute amendment as read, limiting debate to one hour equally divided and controlled by the chair and ranking minority member of the Education and Workforce Committee, and allowing one motion to recommit.
