Claiming Age Clarity Act

Introduced September 10, 2025

AI-Generated Summary

Updated December 4, 2025 at 9:15 AM UTC

The Claiming Age Clarity Act directs the Social Security Administration to update the language it uses about retirement ages and benefits. By swapping current terms for clearer ones—like “minimum monthly benefit age” and “standard monthly benefit age”—the bill aims to make it easier for the public to understand when they can start receiving benefits and how those benefits are calculated. The changes apply to all SSA rules, regulations, guidance, and other published materials, both online and in print.

Key Provisions

  • The Social Security Administration must replace the term “early eligibility age” with “minimum monthly benefit age” in all its rules, regulations, guidance, and other materials.
  • The terms “full retirement age” and “normal retirement age” must be replaced with “standard monthly benefit age.”
  • The phrase “delayed retirement credit” cannot be used; references to age 70 as the maximum age for receiving delayed retirement credits must be changed to “maximum monthly benefit age.”
  • These changes must be completed by the later of 12 months after the law is enacted or January 1, 2027.
