Mr. Speaker, I rise today to recognize a small business in my district that is an important part of the Sugar Hill community: Polly's Pancake Parlor.

Since it was opened in 1938 by Willfred and Pauline ``Polly'' Taylor, Polly's pancakes has served up some of the lightest, fluffiest pancakes in New England, attracting visitors from across the Nation. Beyond serving excellent food, Polly's helped popularize maple syrup as a sweetener, contributing to the success of New Hampshire's world- renowned maple syrup industry.

What truly makes Polly's standout is the generous hospitality. When you visit Polly's, you're treated like a member of the family. That is why I have relished the opportunity to bring my family and friends to Polly's both before and during my time in Congress. Polly's is an important part of the fabric of the White Mountains community, and I am proud to recognize this outstanding business.

Mr. Speaker, I rise today full of gratitude for having had the incredible privilege of representing New Hampshire's Second Congressional District for the past 12 years.

New Hampshire doesn't have a national sports team. I have long said politics is our pastime, and it has been such a joy to advocate for my friends, my family, neighbors, and our State in this arena.

My time in these Halls has been many things: rewarding, inspiring, challenging, and, yes, at times, frustrating. However, more than anything, it has been truly the greatest honor of my life.

When I was first elected, I promised to bring a new approach to Washington, to reach across the aisle, and to build bridges whenever possible. As I look back at the end of my time in Congress, I am immensely proud of that record.

Over the past 12 years, I have seen Congress at its most and least efficient. With the clarity of hindsight, I can say that our government really, truly does work best when Republicans and Democrats come together to solve our Nation's greatest challenges.

I grew up in a Republican household. My father, Malcolm McLane, served as the mayor of Concord and on our State's Executive Council, and my mother, Susan McLane, served for 25 years in the House and Senate in the New Hampshire State Legislature, and she even ran for the seat that I am now retiring from.

I know that they would be proud of my and many of our colleagues' efforts to restore bipartisanship, to reach across the aisle to pursue pragmatic solutions, particularly during times of deep political division.

There will always be new challenges and new opportunities for Congress to address. The work here is never truly finished, but thanks to the support of my colleagues, both Republicans and Democrats, we have made meaningful progress on a number of issues that don't always go viral or generate the most clicks online.

I founded the Bipartisan Mental Health and Substance Use Disorder Task Force with my Republican colleague, Frank Guinta, and continued the work with Brian Fitzpatrick and David Trone, to bring Democrats and Republicans together to tackle the addiction and overdose epidemic that has impacted every community across our country.

Thanks in part to the task force's tireless advocacy in providing resources for communities and making smart policy changes, we are finally beginning to see overdose deaths decline throughout the Nation. I am proud that one of my final votes in this Chamber will be for vital opioid response legislation to increase access to treatment included in this year's government funding package.

I also started the Bipartisan Task Force to End Sexual Violence, which has helped shed light on the pervasive culture of sexual violence that has flourished for too long in our schools, our universities, our military, and even here in Congress.

It was in this very Chamber that I first shared my own story of sexual assault publicly and fought to reform how Congress responds to sexual misconduct among Members and toward staff.

Through respectful conversation and honest dialogue, my Bipartisan Ski and Snowboard Caucus helped bridge the divide between our parties on the need to respond to the environmental and economic threats posed by climate change.

As chair of the New Democrat Coalition, my colleagues and I have repeatedly prioritized country and duty over party and politics, providing the votes to prevent a devastating default on our debt and a costly government shutdown not once, not twice, but three times.

Thanks to our focus and commitment to pragmatic solutions to improve the lives of hardworking families in our country, our New Democrat Coalition will be the largest it has ever been in the 119th Congress and will make it more than half of the Democratic Caucus.

In each of these endeavors, we made progress--incremental at times, but progress nonetheless. We didn't always agree on how to tackle the challenges, but we listened to each other, debated the ideas on the merits, and focused on the mission of delivering for our constituents.

Sadly, my time in these Halls in recent years has been defined more and more by extreme partisanship. As lawmakers, we must reject the cynicism and the notion that Congress and our institutions are destined for dysfunction and disorder. We must not lose sight of our purpose and why we are here--to fight for our communities, to lead by example, and to tackle the biggest challenges facing our country, not create them.

Now, at the end of my tenure, a little older and hopefully a little wiser, I urge my colleagues and the incoming Members of the 119th Congress to lead with courage in the face of division and recommit to building bridges, not tearing them down.

I thank my husband, Brad, and my sons, Zach and Travis.

I remind my colleagues: Be bold, be brave, but most importantly, be kind.

Mr. Speaker, I rise to honor the trailblazing women throughout history who have fought for justice and equal rights. I am proud that many of these women were and are Oregonians.

There is Abigail Scott Duniway from Yamhill County, who became a vocal advocate for women's suffrage and was the first woman to register to vote in Oregon.

There is former Governor Barbara Roberts, who grew up in Sheridan and became the first woman elected to serve as Governor of Oregon.

There is Kathryn Harrison who helped gain Federal recognition for the Grand Ronde Tribe in my district.

These are just a few examples, but there are many more women leaders who are largely left out of history books. Recognizing their legacy is one important step.

But we must continue building on the progress they have already made.

That is why I will keep working to expand access to paid leave and affordable childcare, protect reproductive freedoms across the Nation, and put an end to violence against women and girls.

During Women's History Month and every day of the year in honor of those who came before us, I will keep up the fight.

Mr. Speaker, I rise today to recognize Linda Mallon on the occasion of her retirement as Executive Director of the New Hampshire Office of the Public Guardian.

Linda has long been at the forefront of providing guardianship and advocating for individuals who experience intellectual, cognitive, and mental health challenges. Her hard work and dedication helped develop the Office of the Public Guardian (OPG) from a small group in a borrowed space to a team of over fifty people serving over 1,200 incapacitated adults. From creating standard policies and procedures to budgeting and outreach, Linda fulfilled many different roles to support the office's work and help those in need.

I commend Linda on her retirement after 40 years with the OPG and her unwavering dedication and commitment to helping individuals who face these complex health challenges. On behalf of my constituents in New Hampshire's Second Congressional District, I thank Linda for her many years of service and for being a part of what makes the Granite State great. I am honored to recognize and congratulate Linda on her retirement, and wish her the best of luck in the years ahead.

Mr. Speaker, I rise today to recognize the important work of New Hampshire's poll workers and volunteers, who oversaw a safe, secure election in the first-in-the-nation primary that took place on Tuesday, January 23, 2024.

For more than 100 years, New Hampshire has been proud to host our country's first presidential primary, an honor our state takes very seriously. This primary would not be possible without New Hampshire's dedicated poll workers and volunteers. This year, like every time before, our poll workers demonstrated the power of our democracy and the importance of civic responsibility by dutifully and earnestly conducting this year's election.

I want to thank these citizens for stepping up for our democracy. New Hampshire's poll workers continue to set an example for the nation in their tireless efforts to count every vote and ensure that the voices of all Granite Staters are heard at the ballot box. These poll workers prove that despite ongoing efforts to polarize or politicize our elections, our American democracy is strong. Granite Stater poll workers help inspire increased voter confidence and turnout and ensure a smoother process for our state's elections. It is critical that all communities throughout our state are able to have their voices heard in our democracy.

Poll workers, local town officials, and volunteers are instrumental to our electoral process, preserving the right to vote for all Americans by remaining impartial and fair throughout the process, from overseeing voter registration to processing ballots. All Americans deserve to have their voices represented.

Mr. Speaker, I say thank you again to all of the poll workers and volunteers who stepped up to serve their communities and our democracy.

Mr. Speaker, I rise today to recognize and honor the 26 years of dedicated service of Concord's recently retired mayor and my dear friend, James Bouley.

Over the course of his decades of public service, Jim led with the vision and commitment necessary to transform New Hampshire's Capital City into the thriving and energetic community we enjoy today.

Over thousands of meetings, events, and hours of hard work, Jim effectively created meaningful change throughout the city. Under Jim's leadership, extensive improvements were made to Concord's Main Street. He revitalized downtown Concord and spearheaded renovations that made Main Street accessible for all, true to the spirit of New Hampshire. He worked to improve city facilities and oversaw the rebuilding of numerous community landmarks, such as the public library and Horseshoe Pond area.

Mayor Bouley is the definition of a true public servant. Known as a consensus-builder, Jim strove to ensure that all residents of Concord felt their views and values were heard and honored. On behalf of my constituents across New Hampshire's Second Congressional District, I thank Jim for his years of dedicated service and tireless commitment to

making Concord, the Capital Area, and New Hampshire a wonderful place to live, work, and raise a family. Jim's leadership, dedication, and professionalism have left a lasting legacy.

My best wishes to Jim and his family in all their future endeavors.

Mr. Speaker, I rise today to recognize and express my thanks to Andy Flick, the Executive Director of the New Democrat Coalition for the past two years.

Throughout his 15-year career in the House of Representatives, Andy has supported many New Dem Members and the Coalition as a whole in their work to break through gridlock and deliver for the American people.

As Chair of the New Democrat Coalition, Andy and I worked hand-in- hand to find new solutions to the persistent challenges facing our country, Congress, and Coalition. From standing up our policy task forces and working groups to ensuring each and every New Dem had the resources to succeed, he has made an incredible and long-lasting impact on our Members.

Under Andy's guidance, he has grown the Coalition's staff, tackled issues from inflation to infrastructure, and has ultimately helped turn the organization into one of the most powerful forces in Congress. His work to see old problems through a new lens has been at the center of our policy program and we will carry on his vision in the years to come. He truly embodies the spirit of the `Can Do Caucus.'

As a result of his impressive work ethic, extensive knowledge of Capitol Hill dynamics, and policy prowess, he caught the eye of the Vice President's office, where he now serves as the Director of Legislative Affairs.

As we look toward the future, we know Andy's influence will leave a mark on the NDC and he will always be known for his exemplary service to the House, multiple Member offices, and the Coalition.

New Dems will be forever grateful to Andy for his astute insights, friendly demeanor, and political savvy, and there is no doubt he will bring this same positive attitude to his new role.

I wish Andy all the best in his future endeavors and look forward to continuing our shared work to move our country forward and ensure everyone has the chance to thrive.

Mr. Speaker, I rise today to recognize the life of Lieutenant Jessica Wyman of the Nashua Fire Department, who, on November 28, 2023, passed away after her battle with cancer.

Lieutenant Wyman was not only an exemplary public servant working two jobs as a firefighter and an ER nurse, but also a trailblazer for women in the fire service. She was the first female firefighter to be promoted to the rank of Lieutenant in Nashua Fire Department history. She also led week-long summer camps to help women get involved in the fire service.

Lieutenant Wyman will be remembered as many things: a hero, a professional, a civil servant, a trailblazer, a community leader, and a friend. My heart is with Jessica's husband, Chris, her family, and the Nashua Fire Department. May she rest in peace.

Mr. Speaker, I rise today to urge my colleagues to vote in favor of the SUPPORT Act, comprehensive bipartisan legislation to address the overdose crisis across this country.

In 2022, nearly 110,000 Americans died because of substance use disorder or overdose. No community in this country is immune to this crisis. As we head into the holidays, thousands of families will have an empty seat at their table. We can and must do more to help save lives, expand access to treatment, and address the substance use disorder crisis. That is why passing the SUPPORT Act is so critical.

While I wish this legislation had been passed earlier this year before these programs expired, I am pleased that the House is now taking up this legislation to reauthorize the SUPPORT Act and to ensure that local communities nationwide have the tools to address substance use disorder at the local level.

Tackling the overdose crisis requires an all-of-the-above approach. I hope this legislation can serve as a building block to strengthen our national approach to this crisis and help save lives.

Mr. Speaker, I thank Chairman Guthrie and his team for his partnership to get this over the finish line. I urge my colleagues on both sides of the aisle to support this important legislation and to work with us to address this crisis.

Mr. Speaker, I rise today to recognize the life and bravery of New Hampshire's own Bradley Haas, who was killed in the line of duty while protecting the staff and patients at New Hampshire Hospital on November 17, preventing what likely would have been a tragic mass shooting in our psychiatric hospital.

There is no doubt that Chief Haas' courage saved countless lives. Our community, our State, and our country owe him and his family a debt that can never be repaid.

Throughout his life of service, Chief Haas always devoted himself to working for others. He will be remembered as many things: a hero, a patriot, a community leader, and, most of all, a friend. May he rest in peace.

Motion to Permit Closed Conference Meetings

Mr. Speaker, I rise today to honor Merrimack County in New Hampshire's Second Congressional District celebrating 200 years since its founding. For two centuries, Merrimack County has offered a wonderful place for families, businesses, and more to call home.

Merrimack County, named for the Merrimack River, was organized in Concord 1823. It was formed by taking towns from northern Hillsborough and Rockingham Countries to create something new, a spirit of innovation that continues to this day. Nearly 154,000 people call Merrimack County home. The County has two cities and 25 towns, including our state capital, Concord. Merrimack is the third-largest county in our state by land area. The highest point of the County is Mount Kearsarge, at 2,937 feet.

A dedication ceremony with special guest speakers, barbeque meals, a tree planting, musical presentations by the Concord Community Music School, a K-9 demonstration, informational booths, a youth activity corner, `touch-a-truck,' and raffles will all be part of the events commemorating the occasion.

Today and every day, I am proud to call Merrimack County home. Here's to many more years.
