Madam Speaker, it is with a heavy heart that Saint Louis and I rise to commemorate the life of councilwoman Hazel Erby.

There are no words that can truly encapsulate what Hazel Erby meant to the St. Louis region. She was a true personification of a public servant. She served with grace, class, integrity, and most importantly from a deep place in her heart--a place that was filled with love for her community. That love was always evidenced by the vigor, passion, and unrelenting disposition she would approach her work with. She was a community icon and a legislative trailblazer, unafraid of going where others would not venture to go and speaking when many stayed silent. During my run for office, she maintained her love and support of me and she was a bedrock of encouragement when I needed it most. I faced so many obstacles throughout my political journey and her unyielding support and encouragement to both me and my staff will be etched in my heart forever. Hazel Erby was driven by doing what's right for all people, starting with those among us who have the least because she clearly understood that's what matters.

``Mama Hazel'' 's legacy will be felt for years to come as it is in the work she accomplished and all of the lives she touched. She was deeply committed to equity in government funding and was instrumental in establishing legislation that outlined standards and requirements for minority participation in government contracts. She also played a key role in securing funds for a recreation center in St. Louis County. Hazel Erby had a vision for St. Louis County, and she worked tirelessly on and off platforms and stages to see that vision become a reality.

We are deeply saddened by the loss of this community giant, and I, like the rest of my community, am mourning her death. That said, I take great comfort and joy in the fact that she is left this world with an empty cup because she's poured so much of herself out for the betterment of our world. I'd say there is no better way to live. We are no doubt indebted to her for the service she's paid to our community.

Mr. Speaker, St. Louis and I rise today in support of our amendment to the INVEST in America Act.

Our amendment would save lives by reviewing the inadequate efforts to clean up Coldwater Creek in north St. Louis County and posting signs to prevent further hazardous exposure to our community.

The CDC estimates that 350,000 people have potential radioactive exposure from Coldwater Creek. That is nearly one in two residents in Missouri's First District--my district--and I am possibly one of those people. Too many of us have gotten sick or died because of exposure to this toxic water. No one should have to face such an injustice. St. Louis deserves better. St. Louis needs better.

Mr. Speaker, this amendment would immediately start saving lives, and I urge my colleagues to support it. Invest in America.

Madam Speaker, I rise to honor Mr. Halbert Sullivan, founder and CEO of Fathers & Families Support Center (FFSC) who passed away on April 15, 2021. Mr. Sullivan is a shining personification of triumphing over mistakes and using them as a catalyst for change. As the founder of FFSC, Mr. Sullivan was continually recognized for his groundbreaking work in the community, including being awarded with the Gold Pin for the President's Volunteer Service Award, a Lifetime Achievement Award from the National Partnership of Community Leadership, multiple honors from the NAACP, Missouri Association of Social Welfare, Washington University, and many others. In 2017, Mr. Sullivan was also named St. Louis' Nonprofit Executive of the Year. He was unquestionably a change agent whose work and impact reverberated in the lives of every person he touched. St. Louis has been made lastingly better because of his legacy and he will be sorely and widely missed.

Madam Speaker, I rise to honor and recognize Rose Mary Johnson, a recently retired educator.

Ms. Johnson has led a life of service and true love of community. She has spent several successful years teaching and serving in administrative roles in schools around the region. Shortly after beginning her teaching career, Johnson enlisted in the United States Army Reserves. It was here that she completed and retired with 31 years of service at the rank of Master Sergeant and with an array of medals and honors for her service.

In 1994, Ms. Johnson ran for the Jennings School Board on the platform that children needed to receive breakfast at school. She was successfully elected and has now just completed her 27th and final year on the board. Jennings Junior High was recently renamed Johnson Jennings Junior high school in her honor.

Rose Mary has been recognized by countless organizations for her unyielding commitment to her community, and since retiring she has continued to volunteer in various capacities.

For these reasons and more, St. Louis and I offer our deepest congratulations and gratitude to Rose Mary for her years of service. St. Louis has been enriched because of your contributions.

Mr. Speaker, St. Louis and I rise today to wish a happy 25th birthday to Michael Brown, Jr.

The last birthday that Michael Brown celebrated was his 18th, a celebration that was supposed to mark the beginning of his journey to adulthood filled with years of joy making music, caring for animals, and spending time with those he loved. But just 81 days after his 18th birthday, he was shot and killed by a St. Louis police officer.

While I say that St. Louis and I rise today, we have never taken a seat, we have never rested, and we have never stopped striving for a just world, a world where Michael would have been celebrating his birthday today.

To Michael Brown, Jr.: We love you, we miss you, we will never forget you, and in your honor, we bring our struggle for justice from the front lines of Ferguson, which is why I am standing here to the Halls of Congress.

Stand up, don't stand down.

We do this for Mike Brown.

Mr. Speaker, I thank Chairwoman Waters for her and the committee's leadership on this bill.

Mr. Speaker, St. Louis and I rise today in support of the Comprehensive Debt Collection Improvement Act, critical legislation that would enhance debt collection protections for consumers, students, servicemembers, and small businesses.

This pandemic has devastated Black and Brown communities, like mine in St. Louis. As someone who was uninsured during this pandemic, got sick, and is still struggling with those medical bills, I know the hardship faced every day by people across this country.

My amendment to this bill would require the Consumer Financial Protection Bureau to present a report to Congress that analyzes debt collection practices using consumer complaint data. Debt collectors should not be able to call, email, text you to the point of harassment. Your medical debt should not be reported on your credit, especially in the wake of a global pandemic.

The CFPB has an obligation to protect our seniors, protect our frontline workers, protect our service workers, and protect our families by developing tools to combat predatory debt collection practices.

Mr. Speaker, St. Louis and I rise in solidarity with the Palestinian people and in memory of our brother, Bassem Masri, a Ferguson activist who was with us on the front lines of our uprising for justice following the police murder of Michael Brown, Jr.

Bassem was a St. Louis Palestinian. Bassem also lived in Jerusalem, Palestine. Bassem was one of us. He showed up ready. As a Palestinian, he was ready to resist, to rebel, to rise up with us as our St. Louis community mourned Mike Brown, Jr.'s state-sanctioned murder, and as we demanded an end to the militarized police occupation of our communities.

Palestinians know what state violence, militarized policing, and occupation of their communities looks like, and they have lived that reality of having to go through checkpoints while trying to live their lives. They know this reality and the reality of so much more.

So when heavily militarized police forces showed up in Ferguson in 2014, Bassem and so many others of our St. Louis Palestinian community, our Palestinian siblings showed up, too.

I remember sitting in a circle on the grass near where Michael Brown, Jr., was murdered, and I remember them describing to us what to do when militarized law enforcement shot us with rubber bullets or when they tear-gassed us. I remember learning that the same equipment that they use to brutalize us is the same equipment that we can send to the Israel military to police and brutalize Palestinians.

I remember Bassem putting his life on the line with us. I remember him live-streaming for the whole world to see our struggle. I remember our solidarity. And I remember the harassment, the extortion, the brutalization he faced for resisting with us.

That harassment, that extortion, that brutalization by heavily-armed militarized presence in our community, that is what we fund when our government sends our tax dollars to the Israeli military.

St. Louis sent me here to save lives. Bassem's loved ones in his community, our St. Louis community, sent me here to save lives. That means we oppose our money going to fund militarized policing, occupation and systems of violent oppression and trauma.

We are anti-war. We are anti-occupation. We are anti-apartheid. Period.

If this body is looking for something productive to do with $3 million, instead of funding a military that polices and kills Palestinians, I have some communities in St. Louis City and in St. Louis County where that money can go, where we desperately need investment, where we are hurting, where we need help. Let us prioritize funding there. Prioritize funding life, not destruction.

So, today, we remember Bassem. We remember his resistance in the face of militarized police occupation as a St. Louisan and as a Palestinian.

We lost him to a health crisis, but we remember his words today. Until all our children are safe, we will continue to fight for our rights in Palestine and in Ferguson. We stand with you in solidarity.

Mr. Speaker, on behalf of YWCA USA, I include in the Record a letter of support for H.R. 7.

Mr. Speaker, St. Louis and I rise in full support of H.R. 7, the Paycheck Fairness Act.

As a nurse, I earned around 60 percent of what my White male counterparts in the same position earned. I have often imagined how many people in my district experienced the same burdens, like how much overtime and missing wages we could have accrued every single month.

We have been chronically underpaid and chronically undervalued. I have stood up to fight for underpaid nurses before and I stand here today to fight for underpaid women, especially women of color everywhere.

Pay Black, pay Brown, pay indigenous, pay AAPI women what we're worth. Run us our money and run us our money now.

Madam Speaker, first of all, we shouldn't be talking about good police and bad police. There should just be police who are doing their job to serve and protect the people. So let's make that clear.

There is no such thing as good police. There is no good nursing. When you go get food, you don't go look for: This place has a good chef; this one has the bad chef; I am going to go where the bad chef is.

We don't need this good police/bad police. We need police if we are going to have police. But I will move on.

Madam Speaker, St. Louis and I rise today in support of the en bloc amendment to H.R. 1, the For the People Act.

Our country's unhoused community members are criminalized, disregarded, and demonized. I have been unhoused and, in those bleak days, I felt as though my own government had forsaken me.

My amendment to expand voting access to our unhoused community is rooted in love, a love that says you do not need an address for your vote to matter.

We must ensure our unhoused community members and our neighbors are protected from States that want to suppress their votes.

Madam Speaker, I urge a ``yes'' vote.

Madam Speaker, St. Louis and I rise to offer an amendment to H.R. 1, the For the People Act, which would restore the right to vote to our community members serving sentences for felony convictions.

I want to extend my deepest gratitude to Congressman Jones for this partnership.

Madam Speaker, America does not love all of its people, and we see that. Right now, more than 5 million people are legally barred from participating in our elections as a result of criminal laws. That is, 1 in 44 Americans, 500,000 Latinx Americans, 1.2 million women, and 1 in 6 Black folks.

Madam Speaker, this cannot continue. Disenfranchising our own citizens, it is not justice.

Mr. Speaker, St. Louis and I rise today in support of the Equality Act because all people deserve to live safely and freely.

When we say that Black lives matter, we mean that every Black life matters; that Black trans lives matter; that Nina Pop's life mattered.

When we protect the lives of our trans family, our unhoused neighbors, our sex workers, our youth, we build a country where everyone can thrive, not just survive.

For so many in St. Louis, this bill will be the difference between life and death. Missouri has not only stalled justice, but actively denied justice for our LGBTQIA-plus community. This legislation will mean the difference between having a safe place to call home and being unhoused because, to date, in the year 2021, that kind of discrimination still exists.

We rise to tell our LGBTQIA community: Not only do you matter, but you are loved and you are cared for, and we got your back.

Mr. Speaker, I thank Chairman Nadler and Representative Cicilline for their work on this.

Mr. Speaker, St. Louis and I rise today in support of the National Apprenticeship Act of 2021 and in support of our amendment.

For more than 80 years since the New Deal, the Registered Apprenticeship Program has sought to build pathways into dignified and stable work. But we know that the promise of good jobs with good pay and benefits has never been fully realized in America.

The pandemic has unevenly devastated communities like Missouri's First District, including families of color, unhoused communities, people with disabilities, and heavily incarcerated communities.

Mr. Speaker, as we rebuild our economy, we must target jobs to them. Our amendment will ensure childcare is not a barrier to successful reentry home. It centers the more than 5 million young children in this country who have had a parent incarcerated by adding childcare as an essential transitional service.

Mr. Speaker, as a single mother, as a nurse, as a former childcare worker, I know what it is like to miss a day of work because a sitter fell through or I couldn't afford childcare.

When you are a single mother, not working is rarely an option. Not working means you can't feed or shelter your family. I have been there. I have been evicted, and I have lived in a car with my own children.

Over 80 percent of women in jail are mothers to minor children and are their primary caretakers. When anyone is released from prison, they need resources to be reunited with and provide for their families. Our amendment ensures that participation in the workforce can be equally shared by all, including those who need it most.

Mr. Speaker, I thank Chairman Scott and his amazing staff for collaborating, and I thank Representatives Bowman and Pressley for their partnership. I urge my colleagues to support my amendment.

Mr. Speaker, St. Louis and I rise in defense of our Nation's schoolchildren. I cannot sit idly by and allow white supremacy and hatred to have decisionmaking power over our students' futures.

To my Republican colleagues: let history remember what you did in this moment. A prerequisite for appointment to these committees and for all that we do must be that you love and represent all people.

We owe it to our children and we owe it to their parents to have a House Education and Labor Committee that is committed to fighting for a country where all children have an equitable education in an intentionally anti-racist society. Let me say that again: an intentionally anti-racist society.

From the Ferguson-Florissant school district in St. Louis to the Normandy, Hazelwood, Riverview Gardens, Jennings, and University City school districts, to St. Louis Public Schools, all of our school districts deserve better. Harris-Stowe State University, University of Missouri-St. Louis, our tech and trade schools, St. Louis University, and Washington University deserve better.

Our teachers, our custodial workers, and our cafeteria workers deserve better.

Our students who don't have a roof to sleep under at night, our students who don't have running water at home, our students who don't have enough to eat deserve better.

Those living with student debt and those who desire to go to college deserve better.

Our parents deserve better.

We cannot build an equitable, anti-racist education system if a seated House Education and Labor Committee member incites violence through the perpetuation of racist lies in an attempt to overturn an election. We cannot build an equitable, anti-racist society if a Member of Congress endorses white supremacy. We need to strip them of their committee assignments. And then we must pass our resolution, H. Res. 25, to investigate and expel them.
